Xinhua News Agency: US Special Envoy for Arms Control Marshall Billingslea said via Twitter on June 9 that “China just said it has no intention to participate in trilateral negotiations. It should reconsider. Achieving great power status requires behaving with great power responsibility.” What is your comment?

 

華春瑩：中方已經(jīng)多次闡明立場。中方無意參加所謂的中美俄三邊軍控談判，這一立場是明確和一貫的。

Hua Chunying: We made clear our position on multiple occasions. China has no intention to take part in the so-called China-U.S.-Russia trilateral arms control negotiations. This position is clear and consistent.

 

眾所周知，中國的核力量與美俄不在一個量級，中國參加核裁軍談判的時機(jī)遠(yuǎn)未成熟。擁有最大核武庫的國家對核裁軍負(fù)有特殊、優(yōu)先責(zé)任。當(dāng)前形勢下，美方應(yīng)積極回應(yīng)俄方對《關(guān)于進(jìn)一步削減和限制進(jìn)攻性戰(zhàn)略武器措施的條約》的呼吁，并在此基礎(chǔ)上進(jìn)一步大幅削減核武器，為其他核武器國家參加多邊核裁軍談判創(chuàng)造條件。

As is known to all, China’s nuclear power is not on the same order of magnitude as that of the US and Russia. It is not yet the right timing for China to participate in nuclear disarmament talks. Owners of the largest nuclear arsenals have special and primary responsibilities in nuclear disarmament. Considering the current circumstances, the US should respond positively to Russia’s call on extending the New START and further drastically reduce its nuclear arms stockpile, creating conditions for other nuclear-weapon states to join in multilateral nuclear disarmament talks.

 

中方不參加三邊軍控談判，這并不意味著中方拒絕參加國際核裁軍努力。事實(shí)上，中方一直積極推動裁談會、五核國機(jī)制就降低核戰(zhàn)爭風(fēng)險、維護(hù)全球戰(zhàn)略穩(wěn)定開展實(shí)質(zhì)性工作，恰恰是美國對上述努力百般阻撓，并在毀約退群的錯誤道路上越走越遠(yuǎn)。

Not participating in trilateral talks does not mean China will be absent in the global efforts on nuclear disarmament. The truth is, China has been actively calling on the Conference on Disarmament and the mechanism of the five nuclear-weapon states for substantive steps to reduce risks of a nuclear war and uphold global strategic stability. It is the US who has been obstructing these efforts and walking further down the wrong path of being a quitter.

 

在美俄《關(guān)于進(jìn)一步削減和限制進(jìn)攻性戰(zhàn)略武器措施的條約》延期問題上，美方一再拿中國說事，這是美國向其他國家“甩鍋”的一貫伎倆。我們注意到，比林斯利先生的推特引發(fā)了各界的廣泛評論。這些評論充分表明，國際社會的有識之士，包括美國國內(nèi)的權(quán)威軍控專家，對美方的這套把戲洞若觀火。

The US time and again drags China into the New START extension issue between the US and Russia. It is the same old trick whenever it seeks to shift responsibility to others. We noticed a large amount of comments on Mr. Billingslea’s tweet, suggesting that clear-eyed people, leading US experts on arms control included, have already seen through this trick.

Beijing Youth Daily: The spokesperson of the US State Department said that Secretary of State Mike Pompeo talked over the phone with UN Secretary-General Antonio Guterres about the importance of extending the UN arms embargo against Iran. Iranian President Hassan Rouhani said in a televised address on June 10 that he hopes permanent members of the UN Security Council, especially Russia and China, will resist the US plot to push for an embargo. What is China’s comment?

 

華春瑩：我們注意到有關(guān)報道。中方將同有關(guān)各方一道，繼續(xù)維護(hù)安理會第2231號決議權(quán)威性，繼續(xù)維護(hù)伊核問題全面協(xié)議的有效性。日前，王毅國務(wù)委員兼外長已致函聯(lián)合國秘書長和安理會主席，闡明了中方在伊核問題上的立場。據(jù)我們了解，俄羅斯外長拉夫羅夫也就相關(guān)問題致函表明了立場。

Hua Chunying: We have noted relevant reports. China will work with all relevant parties to uphold the authority of the Security Council Resolution 2231 and the efficacy of the JCPOA. Recently, State Councilor and Foreign Minister Wang Yi wrote to the UN Secretary-General and the President of the Security Council to state China’s position on the Iranian nuclear issue. As we know, Russian Foreign Minister Lavrov also wrote a letter to make clear his position.

 

我們敦促美方回歸遵守全面協(xié)議、遵守安理會決議的正確軌道，與各方共同維護(hù)國際核不擴(kuò)散體系，維護(hù)中東地區(qū)的和平與穩(wěn)定。

We urge the US to return to the right track of abiding by the JCPOA and the Security Council resolution, and work with all parties to uphold the international nuclear non-proliferation regime and peace and stability in the Middle East.

 

塔斯社記者：歐盟委員會周三發(fā)布報告稱，中國和俄羅斯自疫情之初就在歐盟國家進(jìn)行虛假信息傳播，在歐盟、鄰國及全球有針對性地施加影響并開展虛假信息活動。你對此有何評論？

TASS: The European Commission issued a statement on Wednesday claiming that Russia and China have allegedly held disinformation campaigns in EU states since the start of the coronavirus pandemic. It announced that Russia and China had engaged in targeted influence operations and disinformation campaigns in the EU, its neighborhood and globally. How do you comment on it?

事實(shí)上，誰是圍繞這次新冠肺炎疫情的虛假信息的最大制造者和散播者，任何不帶偏見的人都特別清楚，國際上對此有很多報道和評論。歐盟內(nèi)部是否有人散布虛假信息，歐盟應(yīng)該心知肚明。

Anyone with no bias can see clearly who is the biggest perpetrator to make and spread disinformation about the pandemic. There are many media reports on that across the globe. The EU should be well aware if anyone has disseminated disinformation within the EU.

 

歐盟發(fā)表的這份長達(dá)16頁的報告對顯而易見的事實(shí)避而不談，卻在一處提到了中國，這有損報告的可信度和權(quán)威性。這種對中方的不實(shí)指責(zé)本身就是虛假信息。

The 16-page EU report talks nothing about the obvious facts while mentioning China once, which has undermined the report’s credibility and authority. The baseless accusation against China is in itself disinformation.

 

中方靠艱苦努力、責(zé)任擔(dān)當(dāng)在較短時間內(nèi)控制住了疫情，并秉持人類命運(yùn)共同體理念加強(qiáng)國際合作，為有需要的國家提供力所能及的幫助和支持。我們從不靠吹噓、也不靠什么虛假信息去提升形象。

China contained the virus within a relatively short period of time due to arduous efforts and fulfillment of responsibilities. Upholding the vision of a community with a shared future for mankind, we have also provided assistance and support for other countries in need to the best of our ability. China’s reputation is never earned by bragging or disinformation campaign.

 

病毒是人類共同的敵人，虛假信息同樣是人類共同的敵人。聯(lián)合國和世衛(wèi)組織都已呼吁各國加強(qiáng)團(tuán)結(jié)合作，打擊各類虛假信息。我們希望歐方本著負(fù)責(zé)任態(tài)度和實(shí)事求是的精神，同中方、俄方及國際社會一道，增進(jìn)互信，加強(qiáng)團(tuán)結(jié)，共同抵制新冠病毒和各類政治病毒。

The virus is an enemy to all mankind, as is disinformation. The United Nations and the WHO have called on countries to strengthen solidarity and cooperation to fight disinformation. We hope the EU can act in a responsible and fact-based manner and work with China, Russia and the larger international community for greater trust, solidarity and defense against the novel coronavirus and all kinds of political viruses.

 

澎湃新聞記者：美國國務(wù)院日前發(fā)布2019年度“國際宗教自由報告”，對中國的宗教政策進(jìn)行指責(zé)。美國務(wù)卿蓬佩奧在記者會上也借宗教問題對中國共產(chǎn)黨進(jìn)行攻擊。中方對此有何評論？

The Paper: The US State Department rebuked China’s religious policies in its 2019 Report on International Religious Freedom. US Secretary of State Pompeo also attacked the CPC on religious issues at a press conference. What is your comment?

 

華春瑩：美方所謂報告涉華內(nèi)容和蓬佩奧有關(guān)言論罔顧事實(shí)，充滿意識形態(tài)偏見，大肆詆毀中國宗教政策，嚴(yán)重干涉中國內(nèi)政。中方對此堅決反對。

Hua Chunying: China-related contents in this report and what Pompeo said are in disregard of facts and full of ideological bias. They have degraded China’s religious policies and seriously interfered in China’s internal affairs. China is firmly opposed to that.

 

中國政府依法保護(hù)公民的宗教信仰自由。中國各類信教群眾近2億人，宗教教職人員38萬余人，宗教團(tuán)體約5500個，依法登記的宗教活動場所14萬多處。中國各族人民享有充分的宗教信仰自由。有關(guān)事實(shí)早已有目共睹。

The Chinese government protects our citizens’ freedom of religious belief in accordance with law. In China there are nearly 200 million religious believers, more than 380,000 clerical personnel, approximately 5,500 religious groups and more than 140,000 places of worship registered for religious activities. People of all ethnic groups enjoy full freedom of religious belief. The facts are there for all to see.

By contrast, ethnic minorities in the US find themselves in a worrisome situation with regard to religion. The US has a long-standing problem of systemic racism. According to poll results released by Gallup and Pew Research Center, 75 percent of Muslims in the US believe they are under severe discrimination due to their religion. According to the publicly available data I’ve seen, the number of mosques in the US nationwide is less than a tenth of that in Xinjiang. There are mass protests in the wake of George Floyd’s death, which in itself reveals deep-rooted problems. Instead of reflecting on it, the US still points the finger at China. Why on earth does it feel so entitled to do so?

 

我們敦促美方尊重事實(shí)，摒棄偏見，停止年復(fù)一年發(fā)表所謂報告，停止利用宗教問題干涉中國內(nèi)政。美方每發(fā)表一次這樣的報告，只會讓世人又多一次見證美方的虛偽和雙重標(biāo)準(zhǔn)。

We urge the US side to respect facts, discard prejudice, stop issuing such a report year after year, and stop interfering in China’s internal affairs under the pretext of religion. Every time such a report comes out, the world bears witness to its hypocrisy and double standard.

 

中新社記者：據(jù)報道，針對澳大利亞是否會繼續(xù)受到來自中國的打擊，澳大利亞總理莫里森稱，澳是一個開放貿(mào)易的國家，永遠(yuǎn)不會因為受到脅迫而改變自身價值觀。中國公民是否選擇來澳在很大程度上是他們自己的決定，我對澳自身產(chǎn)品的吸引力充滿信心。關(guān)于中國多部門警告在澳出現(xiàn)針對華裔和中國留學(xué)生的歧視和暴力現(xiàn)象，莫稱，這是一派胡言，是一個被否定的荒謬論斷。中方對此有何回應(yīng)？

China News Service: Commenting on the possibility of Australia meeting more attacks from China, Prime Minister Scott Morrison said Australia is an open-trading nation and will never trade values in response to coercion. “The ability for Chinese nationals to be able to choose to come to Australia has substantively been their decision. And I’m very confident in the attractiveness of our product.” In response to Chinese departments’ warnings against discrimination and violence targeting ethnic Chinese including Chinese students in Australia, he said, “That’s rubbish. It’s a ridiculous assertion and it’s rejected.” Do you have any comment?

 

華春瑩：關(guān)于中方發(fā)布赴澳大利亞的旅行提醒和留學(xué)預(yù)警，我想再次強(qiáng)調(diào)，中方有關(guān)部門基于大量事實(shí)，提醒中國游客和留學(xué)生注意相關(guān)風(fēng)險，妥善安排出行計劃和留學(xué)安排。這是任何一個負(fù)責(zé)任的政府為維護(hù)本國公民和留學(xué)生合法權(quán)益應(yīng)盡的責(zé)任和義務(wù)。不知澳領(lǐng)導(dǎo)人所謂“脅迫”從何而來？為什么要把這與“價值觀”拉扯在一起？至于澳國內(nèi)存在的歧視和暴力現(xiàn)象，一段時間來大量見諸澳媒體和網(wǎng)絡(luò)，中國駐澳使領(lǐng)館也接到了很多投訴和求助。澳方如果連這些明擺的事實(shí)都不愿承認(rèn)、不敢承認(rèn)，不知所謂的“信心”從何而來？我們奉勸澳大利亞方面正視問題、反躬自省，采取切實(shí)措施維護(hù)和保障在澳中國公民的安全和權(quán)益。

Hua Chunying: Regarding China’s travel advisory and study alert on Australia, I’d like to stress once again that it is based on a host of facts that the Chinese government warned Chinese tourists and students against relevant risks and advised them to make proper plans for travel and study. It is a responsible government’s due obligation to safeguard the lawful rights and interests of its citizens including students. I wonder why the Australian leader takes this as “coercion”? Why does he link this with “values”? The existing discrimination and violence in Australia has recently been widely reported by Australian media and on the Internet. The Chinese embassy and consulates in Australia have also received many complaints and requests for help. If the Australian side is unwilling and afraid to acknowledge such plain facts, how on earth can it have so much “confidence”? We advise Australia to face up to its problems, do some soul-searching and take concrete measures to protect the safety, rights and interests of Chinese nationals in Australia.
