一、國(guó)務(wù)院總理李克強(qiáng)將于8月24日出席瀾滄江—湄公河合作第三次領(lǐng)導(dǎo)人會(huì)議。李克強(qiáng)總理將同瀾湄合作共同主席國(guó)老撾總理通倫共同主持會(huì)議,柬埔寨首相洪森、緬甸總統(tǒng)溫敏、泰國(guó)總理巴育、越南總理阮春福將出席。會(huì)議將通過(guò)視頻方式舉行。

I. Premier Li Keqiang of the State Council will attend the third Lancang-Mekong Cooperation (LMC) Leaders’ Meeting on August 24. The meeting will be co-chaired by Premier Li and Prime Minister Thongloun Sisoulith of Laos, the LMC Co-Chair, and attended by Prime Minister Hun Sen of Cambodia, President U Win Myint of Myanmar, Prime Minister Prayut Chan-o-cha of Thailand, and Prime Minister Nguyen Xuan Phuc of Vietnam. The meeting will be convened via videolink.

 

二、為紀(jì)念兩國(guó)陸地邊界劃界20周年和勘界立碑10周年,中越雙方將于8月23日在中越邊界舉行活動(dòng)。國(guó)務(wù)委員兼外交部長(zhǎng)王毅和越南副總理兼外交部長(zhǎng)范平明將共同出席。

II. China and Vietnam will hold an event at the China-Vietnam border on August 23 to commemorate the 20th anniversary of delimitation of the China-Vietnam boundary on land as well as the 10th anniversary of setting up pillars to demarcate the border. State Councilor and Foreign Minister Wang Yi and Vietnam’s Deputy Prime Minister and Foreign Minister Pham Binh Minh will attend the event.

CCTV: You announced that Premier Li Keqiang will attend the third Lancang-Mekong Cooperation Leaders’ Meeting. How does China see the current Lancang-Mekong cooperation and what does China expect from this meeting?

 

趙立堅(jiān):中國(guó)同湄公河國(guó)家是好鄰居、好伙伴、好兄弟。瀾湄合作是由六國(guó)共商、共建、共享的新型次區(qū)域合作機(jī)制。該機(jī)制啟動(dòng)4年多來(lái)發(fā)展迅速,機(jī)制建設(shè)日益完善,合作領(lǐng)域持續(xù)拓展,發(fā)展動(dòng)力不斷增強(qiáng),給六國(guó)人民帶來(lái)了實(shí)實(shí)在在的利益。新冠肺炎疫情發(fā)生后,六國(guó)守望相助,互施援手,有效遏制了疫情蔓延,為東亞乃至國(guó)際抗疫斗爭(zhēng)作出了積極貢獻(xiàn)。同時(shí),六國(guó)克服疫情影響,務(wù)實(shí)合作持續(xù)蓬勃發(fā)展,為各國(guó)復(fù)工復(fù)產(chǎn)和區(qū)域經(jīng)濟(jì)復(fù)蘇提供了助力。

Zhao Lijian: China and Mekong countries are good neighbors, partners and brothers. The Lancang-Mekong Cooperation (LMC) is a new type of sub-regional framework initiated and advanced by six countries through consultation, collaboration and benefit-sharing. Since its launch more than four years ago, it has achieved rapid progress with improved institution building, expanding cooperation fields and greater impetus for growth, which has brought tangible benefits to people in the six countries. Amid COVID-19, the six countries have been helping each other to effectively contain the virus and contributing to the fight against COVID-19 in East Asia and the world at large. While overcoming the difficulties in the pandemic, we are still engaging in practical cooperation to resume domestic work and production and advance the economic recovery in the region.

 

本次會(huì)議原擬于今年初在老撾萬(wàn)象舉行,受疫情影響推遲。各方一致認(rèn)為,有必要以靈活方式盡快舉行會(huì)議,結(jié)合當(dāng)前新形勢(shì),及時(shí)為瀾湄合作提供戰(zhàn)略指引。中方對(duì)會(huì)議高度重視,李克強(qiáng)總理將同各國(guó)領(lǐng)導(dǎo)人一道,梳理合作成果,總結(jié)合作經(jīng)驗(yàn),全面規(guī)劃未來(lái)合作藍(lán)圖,特別是水資源、互聯(lián)互通、公共衛(wèi)生等重點(diǎn)領(lǐng)域合作,增進(jìn)流域各國(guó)人民福祉,促進(jìn)地區(qū)和平穩(wěn)定與繁榮。

This meeting was supposed to take place at the beginning of this year in Vientiane, Laos, but was postponed due to the pandemic. All parties believe it is necessary to hold this meeting in a flexible manner as soon as possible so that it can provide strategic guidance for the LMC under the new circumstances. China attaches high importance to this meeting. Premier Li and leaders of other countries will review cooperation outcomes and experience, and make a comprehensive blueprint for future cooperation especially in the key areas like water resources, connectivity and public health. It will contribute to the well-being of people in the riparian countries and to regional peace, stability and prosperity.

Global Times: US Secretary of State Mike Pompeo on August 20 submitted a letter to the rotating chair of the UN Security Council for this month to request the triggering of snap-back sanctions as prescribed in Resolution 2231. He claimed that the Security Council will restore all U.N. sanctions on Iran in 30 days. Do you have any comment?

 

趙立堅(jiān):中方注意到美方致函。中國(guó)常駐聯(lián)合國(guó)代表團(tuán)已表明中方立場(chǎng)。我們多次強(qiáng)調(diào),美國(guó)單方面退出伊朗核問(wèn)題全面協(xié)議,已放棄作為全面協(xié)議參與國(guó)的權(quán)利,沒(méi)有要求啟動(dòng)“快速恢復(fù)制裁”機(jī)制的資格。全面協(xié)議參與方和絕大多數(shù)安理會(huì)成員都認(rèn)為,美方要求不具任何法律基礎(chǔ),“快速恢復(fù)制裁”機(jī)制并未啟動(dòng)。據(jù)我了解,包括中國(guó)、俄羅斯、英國(guó)、法國(guó)、德國(guó)、伊朗等有關(guān)各方已致函安理會(huì)主席,英法德三國(guó)外長(zhǎng)也發(fā)表聲明,對(duì)美方舉動(dòng)表明反對(duì)態(tài)度。

Zhao Lijian: China noted the letter sent by the US. The Permanent Mission of China to the UN already stated China’s position. Like we stressed many times, the US unilateral withdrawal from the JCPOA means renunciation of its rights as a participant of the deal, and it is in no position to demand enacting the snap-back mechanism. Therefore, participants to the JCPOA and the overwhelming majority of the Security Council members believe that the US demand has no legal basis, and the snap-back mechanism has not been invoked. As I understand, pertinent participants including China, Russia, the UK, France, Germany and Iran have sent letters to the Security Council chair. British, French and German foreign ministers also issued a statement to express opposition to the US move.

 

美國(guó)要求安理會(huì)恢復(fù)對(duì)伊制裁,完全是出于實(shí)現(xiàn)自身政治目的的政治操弄。美國(guó)背信棄義,退群毀約,損害多邊主義和安理會(huì)權(quán)威,破壞國(guó)際核不擴(kuò)散體系。美方推動(dòng)決議也好、向安理會(huì)致函也罷,都不能為上述行徑披上合法外衣。8月14日,安理會(huì)就美國(guó)提出的延長(zhǎng)對(duì)伊武器禁運(yùn)決議草案進(jìn)行表決,13個(gè)安理會(huì)成員明確不支持這份決議草案,美國(guó)僅得到1票支持,被空前孤立。這充分說(shuō)明,美方單邊立場(chǎng)同國(guó)際社會(huì)的廣泛共識(shí)背道而馳,美方破壞全面協(xié)議的企圖不可能得逞。我們敦促美方不要再一意孤行,冒天下之大不韙,否則必然再次碰壁。

The US demand of re-imposition of United Nations sanctions on Iran is nothing but a self-serving political manipulation. The US has walked away from commitments, withdrawn from international organizations and treaties, harmed multilateralism and the authority of the Security Council and undermined international non-proliferation regime. Its move to push for a resolution or send a letter to the Security Council cannot justify its above-mentioned behaviors. On August 14, a US-sponsored draft resolution to extend arms embargo on Iran was put to vote at the Security Council, which was voted against by 13 members unequivocally with only one member voted for it, leaving the US isolated like never before. This fully demonstrates that the US unilateral position runs counter to the wide consensus of the international community and its attempt to sabotage the JCPOA will never succeed. We urge the US to stop going down the wrong path, otherwise it will only meet further opposition.

 

解決伊核問(wèn)題靠的是平等對(duì)話和坦誠(chéng)協(xié)商,從來(lái)不是制裁施壓甚至軍事威脅。中方始終愿從維護(hù)全面協(xié)議和安理會(huì)決議權(quán)威、維護(hù)國(guó)際核不擴(kuò)散體系、維護(hù)地區(qū)和平穩(wěn)定出發(fā),同有關(guān)各方一道,共同找到妥善解決辦法,推動(dòng)伊核問(wèn)題政治外交解決進(jìn)程。

It takes equal-footed dialogue and candid consultations rather than sanctions, pressuring or even military threat, to resolve the Iranian nuclear issue.To uphold the JCPOA and the authority of the UNSCR, maintain the international non-proliferation regime and safeguard regional peace and stability, China stands ready to work with other parties to find a proper solution and move forward the political and diplomatic settlement of the Iranian nuclear issue.

TASS: According to US news portal Axios, US Special Presidential Envoy for Arms Control Marshall Billingslea said that the US has changed its position on China’s involvement in the nuclear arms control talks. He said that the Trump administration has abandoned its demand that China should be involved in any nuclear talks. It’s now aiming to reach a political accord with Russia to extend the treaty, and then pressure China to join the next talks and eventually a treaty on nuclear arms control. What is your comment on this?

 

趙立堅(jiān):中方無(wú)意參加所謂的“中美俄三邊軍控談判”,這一立場(chǎng)是明確和一貫的。新START條約是美俄間僅存的重要雙邊核裁軍安排,條約的存續(xù)不僅事關(guān)美俄戰(zhàn)略安全,還關(guān)系到全球戰(zhàn)略穩(wěn)定。中方支持美俄就新START條約保持對(duì)話,推動(dòng)條約順利延期,促進(jìn)國(guó)際和平與安全。

Zhao Lijian: It is our clear and consistent position that China has no intention to take part in a trilateral arms control negotiation with the US and Russia. The extension of the New START Treaty, the important and only existing bilateral arrangement between the US and Russia on nuclear disarmament, bears on not only strategic security between the US and Russia but also global strategic stability. China supports the US and Russia in maintaining dialogue on the New START and extending the treaty for the sake of international peace and security.

 

同時(shí),作為一項(xiàng)原則,擁有最大核武庫(kù)的國(guó)家有義務(wù)按照國(guó)際社會(huì)的共識(shí),切實(shí)履行核裁軍特殊、優(yōu)先責(zé)任,進(jìn)一步大幅削減核武庫(kù),為其他核武器國(guó)家參加多邊核裁軍談判創(chuàng)造條件。

In the meantime, as a principle, the country in possession of the world’s largest nuclear arsenal has the obligation to fulfill special and primary responsibilities in nuclear disarmament following the consensus of the international community, further drastically reduce its nuclear arsenal, and create conditions for other nuclear weapon states to participate in multilateral negotiations on nuclear disarmament.

CNS: A new study released by the Australian Strategic Policy Institute says China is targeting top scientific and technological expertise in the US and other advanced nations through its 600 “talent-recruitment stations” worldwide. The network is also used by the Chinese military for recruitment, the report claims. It is worth noting that the ASPI study is reportedly partly funded by the US State Department. Does China have any comment?

 

趙立堅(jiān):我們多次就這家所謂的“研究所”作過(guò)回應(yīng)。這家“研究所”炮制各種顛倒黑白、荒謬至極的涉華“報(bào)告”,他們拿誰(shuí)的錢(qián),背后有誰(shuí)在“操盤(pán)”,也已經(jīng)遭媒體多次起底。據(jù)澳方人士披露,這個(gè)機(jī)構(gòu)長(zhǎng)期接受來(lái)自美國(guó)政府和軍火商的經(jīng)費(fèi)支持,熱衷于炮制和炒作各種反華議題,意識(shí)形態(tài)色彩非常濃厚,實(shí)際上是反華勢(shì)力的“急先鋒”,其學(xué)術(shù)信譽(yù)受到嚴(yán)重質(zhì)疑。

Zhao Lijian: We have repeatedly responded to the preposterously false reports on China compiled by this so-called institute. Media revelations have already exposed its source of funding and masters behind the curtains. Some in Australia revealed that it has long been receiving funds from the US government and arms dealers, and has been enthusiastic about cooking up and sensationalizing anti-China topics. As a deeply ideological organization that is essentially an anti-China “vanguard”, the ASPI’s academic integrity has come under serious question.

 

該機(jī)構(gòu)的所作所為遭到了包括澳大利亞國(guó)內(nèi)有識(shí)之士在內(nèi)的廣泛批評(píng),早已成為國(guó)際社會(huì)的笑柄。希望并相信澳大利亞及國(guó)際各方能夠擦亮眼睛,明辨是非,共同抵制這種反華機(jī)構(gòu)炮制的荒謬言論,客觀、理性看待中國(guó)和中國(guó)發(fā)展。

The institute has been widely criticized by people with vision in Australia for what it has done and has long been a laughing stock in the world. We hope and believe that Australia and other countries will be sharp-eyed to distinguish right from wrong, reject the absurd fabrications by such anti-China organizations, and look at China and its development in an objective and rational light.

Reuters: During the US Democratic National Convention which was closed on Thursday night, the Democratic shared their 2020 Party Platform for the upcoming US election. In a change from their 2016 Party Platform, they did not include endorsement for the one-China principle. Given the Republican administration has also taken a hard line on China and Taiwan, is China concerned that this could represent a toughest stance on China from both sides of the US politics?

 

趙立堅(jiān):中方已多次闡述對(duì)美國(guó)大選的立場(chǎng)。關(guān)于你提到的問(wèn)題,中方在臺(tái)灣問(wèn)題上的立場(chǎng)也是一貫的、明確的。臺(tái)灣問(wèn)題是中美關(guān)系中最重要最敏感的問(wèn)題。一個(gè)中國(guó)原則是中美關(guān)系的政治基礎(chǔ),也是國(guó)際社會(huì)的普遍共識(shí)。我們敦促有關(guān)方面切實(shí)恪守一個(gè)中國(guó)原則和中美三個(gè)聯(lián)合公報(bào)規(guī)定,慎重妥善處理涉臺(tái)問(wèn)題。

Zhao Lijian: China has repeatedly made clear our position on the US presidential elections. On the matter you mentioned, China’s position on Taiwan remains consistent and clear. The Taiwan question is the most important and sensitive issue between China and the US. The one-China principle is the political foundation of China-US relations and a common consensus of the international community. We urge relevant side to abide by the one-China principle and the three China-US joint communiqués, and prudently and properly handle Taiwan-related issues.

 

中方希望美國(guó)兩黨能夠客觀看待中國(guó)和中美關(guān)系,從中美兩國(guó)人民和世界各國(guó)人民的共同利益出發(fā),同中方相向而行,共同推進(jìn)以協(xié)調(diào)、合作、穩(wěn)定為基調(diào)的中美關(guān)系。

China hopes that the Democratic and Republican parties in the US can view China and China-US relations in an objective way, and work with China to advance China-US relations featuring coordination, cooperation and stability, which serves the common interests of people in China, the US and the whole world.

Reuters: The Philippines said yesterday that it has lodged a diplomatic protest over what it said the “illegal” confiscation by the Chinese of the Filipino fishing equipment. It also protested China’s continuing illicit issuance of radio challenges to Philippine aircraft which they say were conducting “l(fā)egitimate” maritime patrols in the West Philippine Sea. What is your comment on this?

 

趙立堅(jiān):中國(guó)海警在中國(guó)黃巖島海域依法開(kāi)展執(zhí)法活動(dòng),無(wú)可厚非。菲方派軍機(jī)侵入中國(guó)南沙駐守島礁鄰近空域,損害了中方主權(quán)和安全,中方敦促菲方立即停止非法挑釁活動(dòng)。

Zhao Lijian: It is beyond reproach for China Coast Guard to conduct law enforcement in Huangyan Dao waters as it is a lawful practice. The Philippines infringes on China’s sovereignty and security by sending military aircraft into air space adjacent to Nansha islands and reefs garrisoned by China. China urges the Philippine side to immediately stop illegal provocations.

 

路透社記者:據(jù)報(bào)道,巴新方面拒絕讓一些參與新冠病毒疫苗接種試驗(yàn)的中國(guó)工人入境。外交部是否知曉此事?對(duì)此有何評(píng)論?

Reuters: According reports, Chinese workers who had been given an experimental Chinese COVID vaccine were denied entry to Papua New Guinea. Is the Foreign Ministry aware of this and do you have a comment?

 

趙立堅(jiān):我不了解你提到的有關(guān)情況。

Zhao Lijian: I am not aware of the situation you mentioned.

 

我想強(qiáng)調(diào)的是,中國(guó)的疫苗研發(fā)嚴(yán)格遵循科學(xué)規(guī)范的程序,嚴(yán)格進(jìn)行安全性、有效性評(píng)價(jià)和倫理審查。同時(shí),依據(jù)法律規(guī)定和國(guó)際通行慣例,在經(jīng)過(guò)科學(xué)評(píng)估論證、依法審批、本人自愿的前提下,可以開(kāi)展疫苗的緊急使用,以最大限度維護(hù)人民的身體健康。

I would like to stress again that China’s vaccine research and development strictly follows science-based and standardized procedures, and there’s strict safety and effectiveness evaluation and ethical review. At the same time, in accordance with legal provisions and international common practices, emergency use of vaccines may be carried out on voluntary basis after scientific evaluation, verification and legal review so as to safeguard people’s health to the greatest extent.

 

會(huì)后有記者問(wèn)及:美總統(tǒng)軍控事務(wù)高級(jí)特使比林斯利在接受日媒采訪時(shí)表示,在中國(guó)威脅增加的背景下,美國(guó)計(jì)劃與一些亞洲國(guó)家討論部署陸基中導(dǎo)問(wèn)題。中方對(duì)此有何評(píng)論?

Zhao Lijian: We noted relevant reports.

 

美國(guó)尋求在亞太部署陸基中導(dǎo),與其近年來(lái)不斷擴(kuò)大亞太軍事存在、推行所謂“印太戰(zhàn)略”一脈相承,是其固守冷戰(zhàn)思維的典型表現(xiàn)。美方有關(guān)言行嚴(yán)重?fù)p害世界和地區(qū)的和平與安全,沖擊國(guó)際軍控與裁軍進(jìn)程,削弱大國(guó)間互信,破壞全球戰(zhàn)略穩(wěn)定,是損人不利己的行為。

The US attempt to deploy land-based medium-range missiles is consistent with its increasing military presence in the Asia Pacific and so-called “Indo-Pacific strategy” over the past years, a typical demonstration of its Cold War mentality. Through its words and deeds the US has severely undermined regional and global peace and security, impacted international arms control and disarmament process, undercut mutual trust between major countries and eroded global strategic stability, which is detrimental to others and itself.

 

中方堅(jiān)決反對(duì)美國(guó)在亞太地區(qū)部署陸基中導(dǎo),對(duì)美方頻頻向中國(guó)周邊國(guó)家施壓、公開(kāi)在中國(guó)“家門(mén)口”挑釁表示強(qiáng)烈不滿。中方敦促美方順應(yīng)歷史潮流,本著負(fù)責(zé)任態(tài)度,多做有利于世界和地區(qū)和平穩(wěn)定的事,而不是相反。如美方一意孤行,中方將采取必要的反制措施,堅(jiān)定維護(hù)自身的安全利益。

China firmly opposes US plan to deploy land-based medium-range missiles in the Asia Pacific and deplores its frequent moves to pressure China’s neighbors and blatant provocations at China’s doorstep. We urge the US to follow the trend of the times, behave in a responsible way and do things conducive to regional and world peace and stability rather than doing the opposite. If the US is bent on going down the wrong path, China is compelled to take necessary countermeasures to firmly safeguard its security interests.

 

中方也呼吁亞太地區(qū)國(guó)家清醒認(rèn)識(shí)美方此舉的真實(shí)目的和嚴(yán)重后果,不要為美國(guó)火中取栗。

We also call on countries in the Asia Pacific region to be soberly aware of the true intention behind and severe consequences of the US move, and refrain from acting as a pawn for the US.
