應(yīng)泰國(guó)外長(zhǎng)敦·帕馬威奈邀請(qǐng)，國(guó)務(wù)委員兼外交部長(zhǎng)王毅將于7月30日至8月3日出席在曼谷舉行的中國(guó)—東盟外長(zhǎng)會(huì)、東盟與中日韓外長(zhǎng)會(huì)、東亞峰會(huì)外長(zhǎng)會(huì)和東盟地區(qū)論壇外長(zhǎng)會(huì)，并對(duì)泰國(guó)進(jìn)行正式訪問(wèn)。

At the invitation of Thai Foreign Minister Don Pramudwinai, State Councilor and Foreign Minister Wang Yi will attend the China-ASEAN foreign ministers’ meeting, the ASEAN+3 foreign ministers’ meeting, the East Asia Summit foreign ministers’ meeting and the ASEAN Regional Forum foreign ministers’ meeting in Bangkok and pay an official visit to Thailand from July 30 to August 3.

Q: As State Councilor and Foreign Minister Wang Yi is going to attend the foreign ministers’ meetings on East Asia cooperation, how do you comment on the current China-ASEAN relations? Does China have any expectation for the meetings?

 

答：東盟是中國(guó)周邊外交優(yōu)先方向和“一帶一路”建設(shè)重點(diǎn)地區(qū)。中國(guó)高度重視中國(guó)—東盟合作，雙方始終堅(jiān)持聚焦發(fā)展、堅(jiān)持與時(shí)俱進(jìn)，合作涵蓋政治、經(jīng)濟(jì)、人文等各領(lǐng)域，涉及次區(qū)域、地區(qū)和全球?qū)哟危胺Q引領(lǐng)東亞區(qū)域合作的一面旗幟。

A: ASEAN is a priority for China’s neighborhood diplomacy and a key region for the BRI. China highly values China-ASEAN cooperation. The two sides have focused on development in keeping with the times and conducted cooperation in such areas as politics, economy and cultural and people-to-people exchange at the sub-regional, regional and global levels. It is a flag for regional cooperation in East Asia.

 

當(dāng)前，中國(guó)—東盟關(guān)系進(jìn)入提質(zhì)升級(jí)新階段，面臨更大發(fā)展機(jī)遇。中國(guó)愿與東盟高質(zhì)量共建“一帶一路”，深化務(wù)實(shí)合作，打造更高水平的戰(zhàn)略伙伴關(guān)系，構(gòu)建更為緊密的命運(yùn)共同體。同時(shí)，繼續(xù)妥善處理好南海問(wèn)題，加強(qiáng)海上務(wù)實(shí)合作，共同維護(hù)地區(qū)和平穩(wěn)定。

The China-ASEAN relations have entered a new phase of quality improving and upgrading with greater opportunities. China stands ready to build the high-quality BRI with ASEAN, deepen practical cooperation, build a higher-standard strategic partnership and a closer community with a shared future. In the meantime, we need to continue to properly handle the South China Sea issue, strengthen maritime practical cooperation and jointly uphold regional peace and stability.

State Councilor and Foreign Minister Wang Yi will attend four foreign ministers’ meetings and exchange views with his counterparts on China-ASEAN relations, East Asia cooperation and other international and regional issues of mutual interest. Facing complex changes in international and regional situation and opportunities and challenges in East Asia cooperation, these foreign ministers’ meetings on East Asia cooperation will provide an important platform for dialogue and cooperation. China hopes to work with all parties to build consensus and boost confidence, stick to multilateralism, openness and inclusiveness and promote greater East Asia cooperation.

 

問(wèn)：你能否介紹王毅國(guó)務(wù)委員兼外交部長(zhǎng)訪問(wèn)泰國(guó)有關(guān)情況和當(dāng)前中泰關(guān)系？

Q: Can you share more details about State Councilor and Foreign Minister Wang Yi’s visit to Thailand and comment on the current China-Thailand relations?

 

答：王毅國(guó)務(wù)委員訪泰期間將會(huì)見(jiàn)泰方領(lǐng)導(dǎo)人，同敦外長(zhǎng)舉行會(huì)談。

A: State Councilor and Foreign Minister Wang Yi will meet with Thai leaders and have talks with Foreign Minister Don Pramudwinai.

 

中泰是親密友好鄰邦，兩國(guó)高層交往密切，共建“一帶一路”合作成果豐碩。今年4月，巴育總理來(lái)華出席第二屆“一帶一路”國(guó)際合作高峰論壇，中國(guó)領(lǐng)導(dǎo)人同他舉行了富有成效的會(huì)晤。日前泰國(guó)成立由巴育總理領(lǐng)導(dǎo)的新一屆政府，中方對(duì)此表示祝賀，期待同泰國(guó)新政府密切合作，推動(dòng)雙邊關(guān)系更上一層樓。

As close and friendly neighbors, China and Thailand have close high-level exchange and achieved fruitful outcomes in BRI cooperation. In April this year, Prime Minister Prayut Chan-o-cha attended the Second Belt and Road Forum for International Cooperation and the Chinese leaders held productive meetings with him. A new administration has been formed in Thailand under the leadership of Prime Minister Prayut Chan-o-cha. China expresses congratulations on that and hopes to closely work with the new administration to scale the bilateral relations to new heights.

State Councilor and Foreign Minister Wang Yi’s visit is made not long after the new Thai government was formed. It shows that China attaches high importance to China-Thailand friendship and the Chinese side will discuss with the Thai side approaches and measures to consolidate traditional friendship and step up comprehensive strategic cooperation under the new circumstances. Thailand is the rotating ASEAN chair this year. State Councilor and Foreign Minister Wang Yi will exchange views with the Thai side on China-ASEAN relations and East Asia cooperation to grasp the priorities and direction for regional cooperation and boost regional peace and stability.

 

問(wèn)：據(jù)報(bào)道，朝鮮今天早上發(fā)射不明飛行物。中方對(duì)此有何評(píng)論？

Q: The DPRK launched unidentifiable projectiles this morning. What’s your comment?

　　

答：中方注意到朝鮮25日的發(fā)射活動(dòng)以及各方反應(yīng)。不久前朝美領(lǐng)導(dǎo)人在板門(mén)店會(huì)晤，就重啟工作層磋商達(dá)成共識(shí)。我們認(rèn)為，當(dāng)前形勢(shì)下，朝美應(yīng)該盡快重啟磋商，推動(dòng)朝鮮半島問(wèn)題政治解決進(jìn)程取得新進(jìn)展，這是國(guó)際社會(huì)普遍期待。有關(guān)各方應(yīng)珍惜來(lái)之不易的對(duì)話緩和局面，互釋善意，相向而行，共同為推動(dòng)半島無(wú)核化和半島問(wèn)題政治解決做出積極努力。

A: We noted the DPRK’s launch on July 25 and the reactions from various parties. Not long ago, the leaders of the DPRK and the US met at Panmunjom and reached consensus on restarting consultations at the working level. We believe that under the current circumstances, the DPRK and the US should restart talks as soon as possible and work for new progress in the political settlement process of the Korean Peninsula issue. This is the shared aspiration of the international community. Relevant parties should cherish the hard-won momentum of dialogue and deescalation, show goodwill to each other, meet each other halfway and make positive efforts for denuclearization on the Korean Peninsula and the political settlement of the Peninsula issue.

 

問(wèn)：昨天，俄羅斯外交部發(fā)布波斯灣地區(qū)的集體安全概念，提議域外國(guó)家放棄在波斯灣國(guó)家永久駐軍，中方對(duì)俄羅斯倡議有何評(píng)論？

Q: Russian foreign ministry yesterday proposed the concept of collective security in the Persian Gulf, calling for the end of the permanent deployment of foreign troops in the region. How does China comment on that?

 

答：海灣和平穩(wěn)定對(duì)整個(gè)中東乃至世界的安全與發(fā)展至關(guān)重要。中方倡導(dǎo)樹(shù)立共同、綜合、合作、可持續(xù)的新安全觀，我們認(rèn)為要實(shí)現(xiàn)海灣普遍安全，地區(qū)國(guó)家應(yīng)在相互尊重、不干涉內(nèi)政基礎(chǔ)上發(fā)展睦鄰友好關(guān)系，國(guó)際社會(huì)應(yīng)該形成合力，為促進(jìn)地區(qū)和平穩(wěn)定發(fā)揮建設(shè)性作用。中方對(duì)俄方有關(guān)設(shè)想表示歡迎，我們?cè)竿嘘P(guān)各方就此加強(qiáng)溝通協(xié)調(diào)。

A: Peace and stability in the Gulf region is of vital importance to the Middle East and beyond. China champions a vision of common, comprehensive, cooperative and sustainable security. We believe that in order to achieve universal security in the Gulf, countries in the region should develop good-neighborly and friendly relations on the basis of mutual respect and non-interference in each other’s internal affairs. The international community need to form synergy and play a constructive role in promoting regional peace and stability. China welcomes the relevant proposal of Russia and stands ready to step up communication and coordination with relevant parties.

Q: The new British Prime Minister Boris Johnson in an interview with Phoenix TV on July 23 said that his government would be very “pro-China” and they are very enthusiastic about the Belt and Road Initiative. He also vowed to keep Britain as “the most open economy in Europe” for Chinese investments and said the UK welcomes Chinese students. What’s China’s comment on Boris Johnson becoming the new British Prime Minister? How do you respond to his remarks?

 

答：我們祝賀約翰遜首相就任，李克強(qiáng)總理已向他發(fā)去賀電。中方重視發(fā)展中英關(guān)系，我們?cè)竿⒎揭坏琅?，本著相互尊重、合作共贏的精神，深化兩國(guó)政治互信，拓展包括“一帶一路”合作在內(nèi)的各領(lǐng)域務(wù)實(shí)合作和人文交流，擴(kuò)大雙邊關(guān)系的合作面和積極面，推動(dòng)中英關(guān)系持續(xù)穩(wěn)定健康發(fā)展。中英雙方應(yīng)該在共同維護(hù)多邊主義和自由貿(mào)易、應(yīng)對(duì)全球性挑戰(zhàn)方面作出更多努力和貢獻(xiàn)。

A: We congratulate British Prime Minister Boris Johnson on taking office and Premier Li Keqiang has sent a congratulatory message to him. China values its relations with the UK. In the spirit of mutual respect and win-win cooperation, we stand ready to work with the UK to deepen political mutual trust, expand cultural and people-to-people exchange and practical cooperation in various fields, including under the BRI, and promote the sustained, steady and sound development of China-UK relations. The two sides should make greater efforts and contributions in jointly upholding multilateralism and free trade and addressing global challenges.

 

問(wèn)：據(jù)報(bào)道，中巴經(jīng)濟(jì)走廊項(xiàng)下最大的交通基礎(chǔ)設(shè)施項(xiàng)目蘇庫(kù)爾-木爾坦高速公路已竣工。該項(xiàng)目在建設(shè)期間為當(dāng)?shù)貏?chuàng)造了約29000個(gè)就業(yè)崗位。中方對(duì)此有何評(píng)論？

Q: According to reports, Sukkur-Multan Motorway, the largest transportation infrastructure project under the China-Pakistan Economic Corridor, has been completed in Pakistan. This project has created around 29,000 jobs during the construction. Do you have any comment on that?

A: Thank you, my Pakistani “iron friend”, for you interest in the China-Pakistan Economic Corridor (CPEC).

 

白沙瓦—卡拉奇高速公路蘇庫(kù)爾至木爾坦段全長(zhǎng)392公里，是中巴經(jīng)濟(jì)走廊最大的交通基礎(chǔ)設(shè)施項(xiàng)目，也是中巴經(jīng)濟(jì)走廊早期收獲項(xiàng)目之一。該項(xiàng)目于2016年8月正式開(kāi)工，今年7月23日提前竣工。在建設(shè)過(guò)程中，項(xiàng)目為當(dāng)?shù)貏?chuàng)造了大量就業(yè)機(jī)會(huì)，你剛才也提到，項(xiàng)目創(chuàng)造了約29000個(gè)就業(yè)崗位，培訓(xùn)了一大批技術(shù)人員。我們相信，項(xiàng)目建成通車后將為促進(jìn)兩國(guó)特別是巴基斯坦的經(jīng)濟(jì)社會(huì)發(fā)展發(fā)揮重要作用。

The total length of the Sukkur-Multan section of the Peshawar-Karachi Motorway is 392 kilometers. It is the biggest transportation infrastructure project under the CPEC and one of its early harvests. The construction of this project began in August 2016 and was completed on July 23 this year ahead of schedule. During the construction, it created a lot of local jobs. As you mentioned, it provided around 29,000 job opportunities and many training opportunities for technicians. After putting into operation, we believe this project will play an important role in the economic and social development of our two countries, especially Pakistan.

China and Pakistan are all-weather strategic cooperative partners. The CPEC is a signature program of practical cooperation between us. China will work with Pakistan to advance the CPEC building, continue to enrich its essence and achieve high-quality development. I believe this will bring more tangible benefits to people in our two countries and the neighboring region.

 

問(wèn)：關(guān)于湄公河的問(wèn)題，有報(bào)道稱，泰國(guó)和老撾的農(nóng)民擔(dān)心湄公河水位變低。當(dāng)前是雨季，但已出現(xiàn)旱災(zāi)。有人認(rèn)為上游的中國(guó)大壩加劇了這一問(wèn)題。中方對(duì)此有何回應(yīng)？

Q: This is a question about the Mekong River. We have reports that farmers in Thailand and the Laos are worried about lowered water levels, especially because it’s a monsoon season and there’s a drought right now. There are accusations that Chinese dams upper river have exacerbated the problem. Does China have a response to that?
