1　　問(wèn)：近來(lái)，有不少媒體和評(píng)論都在猜測(cè)，在平昌冬奧會(huì)期間，美朝代表會(huì)不會(huì)接觸，美國(guó)方面也多次作出表態(tài)。你是否掌握有關(guān)情況?中方對(duì)此有何評(píng)論?

Q: Recently, many people and media are speculating whether the US and the DPRK delegations would meet during the Pyeongchang Winter Olympics. The US side has talked about this many times. Do you have any information? What is your comment?

答：美朝在平昌冬奧會(huì)期間能否進(jìn)行接觸，國(guó)際社會(huì)一直拭目以待。

A: Whether the US and the DPRK will have any contacts during the Pyeongchang Winter Olympics remains to be seen.

半島問(wèn)題的核心是朝美矛盾，朝美兩國(guó)作為直接當(dāng)事方，應(yīng)該通過(guò)對(duì)話增進(jìn)了解，建立互信，為最終解決問(wèn)題逐步積累條件。

The core of the Korean Peninsula issue is the contradiction between the DPRK and the US. As parties directly concerned, the DPRK and the US should enhance mutual understanding and accumulate mutual trust through dialogue so as to pave the way for the final settlement of the issue.

當(dāng)前，半島局勢(shì)出現(xiàn)了難得的緩和局面，朝美進(jìn)行直接對(duì)話有利于鞏固這一局面，推進(jìn)半島問(wèn)題政治解決進(jìn)程。我們希望朝美雙方從地區(qū)和平穩(wěn)定大局出發(fā)，抓住機(jī)會(huì)，在對(duì)話方面邁出積極步伐。

At present, the situation on the Korean Peninsula appears to be easing up, which does not come by easily. Direct dialogues between the DPRK and the US will help consolidate the momentum and move forward the process of the political settlement of the Peninsula issue. We hope that the DPRK and the US could bear in mind regional peace and stability and seize the opportunity to make positive steps towards dialogues.

2　　問(wèn)：中方將派誰(shuí)參加朝鮮明天的閱兵式?

Q: Who is China sending to the DPRK military parade tomorrow?

答：我們多次說(shuō)過(guò)，當(dāng)前，半島局勢(shì)出現(xiàn)了難得的緩和局面，我們希望各方都能采取行動(dòng)鞏固這一局面，不要采取任何可能加劇緊張的行動(dòng)。

A: We have said many times that the current mitigating situation on the Korean Peninsula does not come by easily. We hope that all parties could take actions to sustain that momentum and refrain from any move that may cause tension.

3　　問(wèn)：據(jù)報(bào)道，馬爾代夫政府宣布國(guó)家進(jìn)入緊急狀態(tài)后，部分反對(duì)黨人士呼吁國(guó)際社會(huì)對(duì)馬政府施壓，甚至進(jìn)行軍事干預(yù)，中方對(duì)此有何評(píng)論?

Q: According to reports, after the Maldivian government declared a state of emergency, some opposition figures have called for international pressure and even military intervention on the Maldivian government. What is your comment?

答：我在前幾天的記者會(huì)上已經(jīng)說(shuō)過(guò)，當(dāng)前馬爾代夫發(fā)生的事態(tài)是馬爾代夫內(nèi)政，應(yīng)由馬各方通過(guò)對(duì)話協(xié)商妥善解決。國(guó)際社會(huì)應(yīng)在尊重馬爾代夫主權(quán)的基礎(chǔ)上發(fā)揮建設(shè)性作用，而不應(yīng)采取使事態(tài)更加復(fù)雜化的舉動(dòng)。

A: As I have said before, what is happening inside the Maldives belongs to the internal affairs of the country and shall be properly resolved by all parties through dialogue and consultation. The international community shall play a constructive role on the basis of respecting the sovereignty of the Maldives, instead of further complicating the situation.

4　　問(wèn)：據(jù)報(bào)道，周一，梅賽德斯-奔馳在Instagram發(fā)布的英文帖子中引用了達(dá)賴(lài)的話，昨天，該公司道歉并刪除了這個(gè)帖子。這是否是應(yīng)中方要求所為?

Q: According to reports, on Monday, Mercedes-Benz quoted the Dalai Lama in an English language post on Instagram. Yesterday, the company apologized and deleted the post. Was this at the behest of the Chinese authorities?

答：我看到了有關(guān)報(bào)道。無(wú)論在中國(guó)還是在外國(guó)，知錯(cuò)就改是做人做事最基本的道理。

A: I have seen relevant reports. To acknowledge your wrong and fix it is the simplest truth, universally accepted both in China and in other countries.

這里我想強(qiáng)調(diào)，中國(guó)改革開(kāi)放四十年來(lái)，中方與外國(guó)企業(yè)進(jìn)行了全方位合作，這不僅促進(jìn)了中國(guó)的發(fā)展，也使外國(guó)企業(yè)受益匪淺。十九大后，中國(guó)各項(xiàng)建設(shè)事業(yè)進(jìn)入了新時(shí)代。新時(shí)代的中國(guó)更加開(kāi)放，更加自信。我們將繼續(xù)與外國(guó)企業(yè)合作，也歡迎外國(guó)企業(yè)繼續(xù)分享中國(guó)發(fā)展的機(jī)遇。當(dāng)然，在此過(guò)程中，我們也希望外國(guó)企業(yè)能做到基本的遵循。

I want to stress that over the forty-year course of reform and opening-up, the all-around cooperation between China and foreign enterprises has not only boosted China's development, but also benefited the latter. As the 19th CPC Congress ushered in a new era for China's endeavors in various causes, a China in the new era will be more open and more confident. We will continue to pursue cooperation with foreign companies, and we are also ready to share China's development opportunities with them. However, it is needless to say that they must observe some basic rules.

5　　問(wèn)：你剛才說(shuō)馬爾代夫目前的事態(tài)應(yīng)由馬爾代夫內(nèi)部解決?？墒乾F(xiàn)在馬爾代夫總統(tǒng)幾乎逮捕了所有反對(duì)派成員，包括最高法院法官、一名前總統(tǒng)，另一名前總統(tǒng)流亡在外，這怎么可能內(nèi)部解決?你的意思是亞明總統(tǒng)應(yīng)和反對(duì)派領(lǐng)導(dǎo)人通過(guò)對(duì)話解決問(wèn)題?

Q: You said that what happens in the Maldives should be settled internally. How can it be possible when the present president has arrested almost everybody of the opposition, including the Supreme Court judges and a former president, while another former president is now in exile? Are you suggesting that President Yameen should open up talks with opposition leaders and resolve the issue?

答：我說(shuō)得很清楚，我們希望馬爾代夫有關(guān)各方通過(guò)對(duì)話協(xié)商妥善解決分歧，盡快恢復(fù)國(guó)家穩(wěn)定和社會(huì)安定。我們呼吁的是有關(guān)各方。

A: I think I've made it very clear that we hope various parties of the Maldives will properly resolve differences through dialogue and negotiation and restore national and social stability as soon as possible. We are calling on all relevant parties to do so.

同時(shí)，我們也相信馬爾代夫政府、政黨和人民有智慧、有能力自主應(yīng)對(duì)目前的狀況。

In the meanwhile, we believe that the Maldives government, political parties and people have the wisdom and capability to cope with the current situation on their own.

6　　問(wèn)：前馬爾代夫議會(huì)議長(zhǎng)也是反對(duì)派，他說(shuō)總統(tǒng)亞明能承受壓力都是因?yàn)榈玫搅酥蟹降闹С?。他還說(shuō)任何人都不能低估中國(guó)對(duì)亞明的影響力，前一陣子中馬簽署的自貿(mào)協(xié)定就是一個(gè)例子。他還認(rèn)為亞明在中方的支持下才會(huì)如此“有底氣”。你對(duì)此有何評(píng)論?

Q: The former Speaker of Maldives Parliament, who is also from the opposition party, has said that it is under the influence of China that Yameen, the President of the Maldives, has been able to stand up to the pressure and nobody should underestimate the influence of China over Yameen. He also said we saw that in that manner Yameen recently signed the FTA with China, and he thinks that it is the support of China that has allowed him to be bold. Do you have any comment on that?

答：中國(guó)和馬爾代夫之間保持著友好合作關(guān)系。雙方簽署自貿(mào)協(xié)定符合兩國(guó)和兩國(guó)人民的利益。事實(shí)證明，自貿(mào)協(xié)定簽署后，兩國(guó)合作進(jìn)一步深化，給兩國(guó)人民也帶來(lái)了更多福祉和好處。

A: China and the Maldives maintain friendly and cooperative relations. The signing of the FTA is in the interests of the two countries and peoples. The fact has proven that since the signing of the FTA, the cooperation between the two sides has deepened, which benefits the two peoples a lot.

剛才我也說(shuō)了，當(dāng)前馬爾代夫發(fā)生的事態(tài)是馬爾代夫內(nèi)政。中方一貫堅(jiān)持不干涉別國(guó)內(nèi)政的原則。

Just as I said, what is happening now in the Maldives falls within the internal affairs of that country. China has always adhered to the principle of non-interference in other's internal affairs.

7　　問(wèn)：據(jù)報(bào)道，馬爾代夫前總統(tǒng)納希德呼吁印度對(duì)馬爾代夫局勢(shì)進(jìn)行軍事干預(yù)，并派特使前往馬爾代夫以幫助解決馬危機(jī)。中方對(duì)此有何評(píng)論?

Q: According to reports, the former Maldivian President Nasheed called on India for a military intervention to resolve the crisis by sending a special envoy to the Maldives. Do you have any comment on that?

答：我剛才已經(jīng)說(shuō)過(guò)了，國(guó)際社會(huì)應(yīng)在尊重馬爾代夫主權(quán)的基礎(chǔ)上發(fā)揮建設(shè)性作用，而不應(yīng)采取使事態(tài)更加復(fù)雜化的舉動(dòng)。

A: As I said just now, the international community should play a constructive role on the basis of respecting the sovereignty of the Maldives rather than take actions that may further complicate the situation.

8　　問(wèn)：據(jù)報(bào)道，新加坡國(guó)防部長(zhǎng)稱(chēng)中國(guó)和東盟國(guó)家不會(huì)在年內(nèi)達(dá)成“南海行為準(zhǔn)則”。中方是否也認(rèn)為在年內(nèi)無(wú)法達(dá)成該準(zhǔn)則?

Q: According to reports, the Singaporean Defense Minister said that China and the ASEAN countries would not be able to reach an agreement on the South China Sea Code of Conduct within the year. Does China agree that this time frame would not be possible?

答：我看到的是新加坡外長(zhǎng)維文昨天的表態(tài)，和你說(shuō)的似乎不太一致。

A: What I have seen is the remarks by Singapore's Foreign Minister Vivian Balakrishnan yesterday, which seem different from what you said.

維文外長(zhǎng)的表態(tài)反映了中國(guó)和東盟國(guó)家致力于推進(jìn)“南海行為準(zhǔn)則”磋商的決心和信心。

Foreign Minister Vivian Balakrishnan's remarks testify to the commitment of China and the ASEAN countries to advancing the Code of Conduct in the South China Sea (COC).

去年11月，中國(guó)與東盟國(guó)家領(lǐng)導(dǎo)人就啟動(dòng)“南海行為準(zhǔn)則”案文磋商達(dá)成重要共識(shí)。

Last November, the leaders of China and the ASEAN countries reached important consensus on launching the consultation on the text of the COC.

經(jīng)協(xié)商，中國(guó)與東盟國(guó)家將于3月1日至2日在越南芽莊舉行落實(shí)《南海各方行為宣言》第23次聯(lián)合工作組會(huì)。這是本年度首次機(jī)制會(huì)議，各方將就包括“準(zhǔn)則”在內(nèi)的議題深入交換意見(jiàn)。中方將以領(lǐng)導(dǎo)人共識(shí)為指引，與東盟國(guó)家一道，積極就“準(zhǔn)則”案文展開(kāi)磋商，共同構(gòu)建符合本地區(qū)實(shí)際、滿(mǎn)足地區(qū)國(guó)家需要的規(guī)則架構(gòu)。

Upon agreement, China and the ASEAN countries will hold the 23rd joint working group meeting on the implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) in Nha Trang, Vietnam, from March 1 to 2. This is the first institutional meeting where various sides will exchange in-depth views on the COC and other topics. China will, guided by the consensus of the leaders, vigorously consult with the ASEAN countries on the text of the COC in an effort to jointly build an architecture of rules that suits the actual conditions of this region and meets the needs of regional countries.

9　　問(wèn)：中國(guó)大陸方面提出幫助臺(tái)灣地區(qū)應(yīng)對(duì)地震。臺(tái)灣方面是否已作出回應(yīng)?

Q: The Chinese mainland has offered to send help after the earthquake in Taiwan. Has Taiwan responded to this offer?

答：關(guān)于臺(tái)灣花蓮地震，這不是外交問(wèn)題。國(guó)臺(tái)辦發(fā)言人已經(jīng)就此發(fā)表談話，你可以上網(wǎng)查詢(xún)。

A: The earthquake that hit the Taiwan region is not a diplomatic question. Spokesperson of the Taiwan Affairs Office of the State Council has issued a statement on the earthquake that shook Hualian, Taiwan. You could check that on the website.
