路透社記者：美國政府周三任命了一名高級人權(quán)官員作為“西藏事務(wù)特別協(xié)調(diào)員”，負(fù)責(zé)監(jiān)督西藏人權(quán)問題。中方對此有何評論？

Reuters: The US administration on Wednesday appointed a senior US human rights official as a special coordinator for Tibetan issues, filling a post that’s designed to oversee human rights issues in Tibet. What’s the ministry’s comment on this?

 

趙立堅(jiān)：西藏事務(wù)純屬中國內(nèi)政，不容任何外部勢力干涉。美方設(shè)立所謂“西藏事務(wù)特別協(xié)調(diào)員”完全出于政治操弄，旨在干涉中國內(nèi)政、破壞西藏發(fā)展穩(wěn)定。中方對此一貫堅(jiān)決反對，也從未予以承認(rèn)。

Zhao Lijian: Xizang’s affairs are China’s internal affairs that allow no foreign interference. The US appointment of so-called “special coordinator for Tibetan issues” is a political manipulation to interfere in China’s domestic affairs and undermine Xizang’s development and stability. China firmly opposes it and has never acknowledged it.

 

西藏各族人民是中華民族大家庭的一分子。西藏和平解放60多年來，經(jīng)濟(jì)蓬勃發(fā)展，社會和諧穩(wěn)定，文化繁榮發(fā)展，各族人民團(tuán)結(jié)互助，人民生活不斷改善。包括藏族同胞在內(nèi)的西藏各族人民享有充分的宗教信仰自由，各項(xiàng)權(quán)利都得到充分尊重和保障。我們相信西藏的明天一定會更好。

People of all ethnic groups in Xizang are part of the big family of the Chinese nation. Over the past 60 years or so after the peaceful liberation, Xizang has enjoyed vibrant economic growth, a harmonious and stable society and prosperous cultural development, and its people of various ethnic groups are united, generous towards each other and living a better life. All residents, including Zang ethnic minorities, enjoy full religious freedom with their rights fully respected and protected. We believe Xizang’s future will be even brighter.

 

美方應(yīng)停止利用涉藏問題干涉中國內(nèi)政、破壞西藏發(fā)展穩(wěn)定。中方將采取一切必要措施捍衛(wèi)自身利益。

The US should stop interfering in China’s internal affairs or destabilizing Xizang under the pretext of Xizang related issues. China will take all necessary measures to safeguard our interests.

It has been reported that Shenzhen SEZ is a development miracle created by the Chinese people in the world history, a microcosm of China’s modernization process through reform and opening up, and a symbol of China’s growth into a global economic power. What is your comment?

 

趙立堅(jiān)：我注意到你是來自深圳衛(wèi)視的記者，相信你對習(xí)近平主席出席深圳經(jīng)濟(jì)特區(qū)建立四十周年慶祝大會感到非常激動。我也收看了大會現(xiàn)場報(bào)道，心情也十分激動。

Zhao Lijian: You just said that you are with Shenzhen TV. I believe you must be very excited about President Xi Jinping’s attendance at the celebration event. I was very excited when I watched the live broadcast of the convention.

 

深圳是改革開放后中國共產(chǎn)黨和中國人民一手締造的嶄新城市，是中國特色社會主義在一張白紙上的精彩演繹。40年間，深圳GDP增長超萬倍，從一個小漁村發(fā)展成為具有全球影響力的國際化大都市。

As a new city built up from scratch by the CPC and the Chinese people after the rolling-out of the reform and opening-up policy, Shenzhen has now developed into an amazing city, like a wonderful canvas with socialism with Chinese characteristics on full display. Over the past 40 years, Shenzhen’s GDP has grown more than 10,000 times, and the once small fishing village has morphed into an international metropolis with global influence.

 

深圳經(jīng)濟(jì)特區(qū)建設(shè)和發(fā)展是中國改革開放的產(chǎn)物，也是中國改革開放發(fā)展成就的一個縮影。深圳今天的發(fā)展成就也離不開世界各國的共同參與。深圳堅(jiān)持實(shí)行“引進(jìn)來”、“走出去”，積極利用國際國內(nèi)兩個市場、兩種資源，以開放包容的姿態(tài)吸引了約三分之二的世界500強(qiáng)在此落戶，實(shí)現(xiàn)了由進(jìn)出口貿(mào)易為主到全方位高水平對外開放的歷史性跨越，創(chuàng)造了偉大奇跡。

The construction and development of the Shenzhen Special Economic Zone is a product of China’s reform and opening-up policy, and it is also a microcosm of China’s achievements through this policy. And Shenzhen cannot develop into what it is today without the extensive participation of all countries around the world. Shenzhen adheres to the practice of “bringing in” and “going out” – making good use of both the international and domestic markets and resources thereof, attracting about 2/3 of the Fortune 500 companies to settle here with its openness and inclusiveness, and realizing the historic leap from reliance on import and export to all-around and high-level opening-up to the outside world. It is fair to say that these achievements are nothing short of a miracle.

 

深圳向世界展示了中國改革開放的磅礴偉力，展示了中國特色社會主義的光明前景。展望未來，中國將堅(jiān)定不移奉行互利共贏的開放戰(zhàn)略，積極構(gòu)建以國內(nèi)大循環(huán)為主體、國內(nèi)國際雙循環(huán)相互促進(jìn)的新發(fā)展格局，既從世界汲取發(fā)展動力，也讓中國發(fā)展更好惠及世界。作為一個擁有14億人口、9億勞動力、1.2億市場主體的發(fā)展中大國，中國歡迎世界各國更多參與中國經(jīng)濟(jì)建設(shè)，構(gòu)建共商共建共享共贏的新格局。

Shenzhen has shown the world the majestic power of China’s reform and opening-up efforts and the bright prospect of socialism with Chinese characteristics. Looking forward to the future, China will unswervingly pursue a mutually beneficial and win-win strategy of opening up and actively build a new dual-circulation development pattern with the domestic circulation as the mainstay and the domestic and international circulations reinforcing each other. This will not only enable China to draw momentum of development from the world, but also better benefit the world with China’s development. As a large developing country with a population of 1.4 billion, a labor force of 900 million and a market of the 120 million economic entities, China welcomes more countries in the world to participate in China’s economic construction and build a new win-win pattern of extensive consultation, joint contribution and shared benefits.

Reuters: The US State Department on Wednesday warned international financial institutions that if they do business with individuals deemed responsible for China’s crackdown in Hong Kong, they could soon face tough sanctions. What’s the ministry’s response to this?

 

趙立堅(jiān)：中方堅(jiān)決反對、強(qiáng)烈譴責(zé)美方炮制的所謂“香港自治法”并根據(jù)該法制裁中方人員，已向美方提出嚴(yán)正交涉。

Zhao Lijian: China firmly opposes and strongly condemns the US side creating the so-called “Hong Kong Autonomy Act” and sanctioning Chinese personnel based on it. We have lodged solemn representations with the US side.

 

香港是中國的香港，香港事務(wù)純屬中國內(nèi)政，任何外國無權(quán)說三道四、橫加干涉。美方做法嚴(yán)重違反國際法和國際關(guān)系基本準(zhǔn)則，粗暴干涉中國內(nèi)政，進(jìn)一步暴露出其破壞香港繁榮穩(wěn)定、遏制中國發(fā)展的險惡用心。

Hong Kong is China’s Hong Kong. Hong Kong affairs are China’s internal affairs. No foreign country has the right to make irresponsible remarks or interfere in Hong Kong’s affairs. The US has grossly violated international law and basic norms governing international relations, interfered in China’s internal affairs, and further exposed its sinister motive to undermine Hong Kong’s prosperity and stability and contain China’s development.

 

美方應(yīng)糾正錯誤，停止以任何方式干預(yù)香港事務(wù)、干涉中國內(nèi)政。如果美方一意孤行，中方必將采取堅(jiān)決反制措施，捍衛(wèi)國家主權(quán)安全利益，維護(hù)中國企業(yè)和有關(guān)人員的合法權(quán)益。

China urges the US side to correct its mistakes and stop interfering in Hong Kong affairs and other China’s internal affairs in any way. If the US is bent on going this way, China will take resolute countermeasures to safeguard national sovereignty and security interests and the legitimate rights and interests of Chinese companies and the relevant personnel.

 

《環(huán)球時報(bào)》記者：據(jù)報(bào)道，美國國務(wù)卿蓬佩奧14日在記者會上稱，美向世界糧食計(jì)劃署提供了大量預(yù)算。美人道主義領(lǐng)導(dǎo)力活躍且良好。這與中國對全球食不果腹者的作為形成鮮明對比。中方對此有何回應(yīng)？

Global Times: US Secretary of State Pompeo said at a press availability on October 14 that the United States has covered most part of the WFP’s budget. America’s humanitarian leadership is alive and well and contrasts starkly with what China has done to the hungry around the world. What is China’s response?

 

趙立堅(jiān)：首先，我對蓬佩奧對于中國的無端指責(zé)表示堅(jiān)決反對和強(qiáng)烈譴責(zé)。作為世界上最大的發(fā)展中國家和負(fù)責(zé)任大國，中國長期同世界糧食計(jì)劃署保持良好合作，積極在力所能及的范圍內(nèi)向計(jì)劃署提供資金，支持其開展人道主義援助，提升全球糧食安全水平。2016年以來，中國政府共向計(jì)劃署提供超過1.55億美元捐款，雙方共簽署16份緊急糧食援助捐贈協(xié)議，為750多萬人口提供緊急糧食援助。
