總臺(tái)央視記者:14日,聯(lián)合國(guó)安理會(huì)對(duì)美國(guó)提交的延長(zhǎng)對(duì)伊朗武器禁運(yùn)決議草案進(jìn)行表決,決議草案未獲通過(guò)。其中,中國(guó)、俄羅斯投了反對(duì)票,法國(guó)、英國(guó)、德國(guó)等11個(gè)國(guó)家投了棄權(quán)票,僅美國(guó)及多米尼加投了贊成票。同日,俄羅斯總統(tǒng)普京倡議安理會(huì)五常及德國(guó)、伊朗就伊核問(wèn)題舉行視頻峰會(huì)。中方對(duì)此有何評(píng)論?

CCTV: On August 14, the United Nations Security Council voted on the United States draft resolution on extending arms embargo on Iran. China and Russia voted against the draft, and 11 Council members abstained in the voting, while only the United States and the Dominican Republic voted for it. The draft resolution was not adopted at the Security Council. On the same day, Russian President Putin called on the P5 countries, Germany and Iran to hold a video summit on the Iranian nuclear issue. I wonder if China has any comment?

 

趙立堅(jiān):正如你剛才提到的,在安理會(huì)對(duì)美國(guó)決議草案的表決中,絕大多數(shù)安理會(huì)成員反對(duì)美方錯(cuò)誤做法,認(rèn)為應(yīng)切實(shí)維護(hù)和執(zhí)行伊核問(wèn)題全面協(xié)議和安理會(huì)第2231號(hào)決議。

Zhao Lijian: As you said, in the UN Security Council voting on the US draft resolution, most members were against the US wrongdoing, and held the view that the JCPOA and UNSCR 2231 should be earnestly preserved and implemented.

 

這一表決結(jié)果再次說(shuō)明:?jiǎn)芜呏髁x不得人心,霸凌行徑不會(huì)得逞,任何將自身利益凌駕于國(guó)際社會(huì)共同利益之上的企圖必將以失敗而告終。近年來(lái),美國(guó)奉行單邊主義,大搞“美國(guó)優(yōu)先”,放棄自身國(guó)際義務(wù),任性“毀約”“退群”,早已信譽(yù)掃地。我們敦促美方早日摒棄單邊主義,停止單邊制裁和“長(zhǎng)臂管轄”,采取理性務(wù)實(shí)態(tài)度,回歸遵守全面協(xié)議和安理會(huì)決議的正確軌道。

The voting result once again shows that unilateralism receives no support and bullying will fail. Any attempt to place one’s own interest above the common interest of the international community is a dead end. In recent years, in pursuing unilateralism and “America first”, the US has abandoned its international obligations, and withdrawn from multilateral agreements and international organizations, shattering its own credibility. China urges the US to abandon unilateralism, and stop unilateral sanctions and long-arm jurisdiction. The US should adopt a reasonable and realistic attitude, and return to the right track of observing the JCPOA and the UNSC resolution.

 

關(guān)于俄方提出的關(guān)于就伊核問(wèn)題召開(kāi)視頻峰會(huì)的倡議,中方對(duì)此表示歡迎,贊賞俄方為緩和伊核緊張局勢(shì)、加強(qiáng)地區(qū)安全所做努力。中方一貫堅(jiān)定支持伊核全面協(xié)議,致力于維護(hù)中東地區(qū)和平穩(wěn)定。我們?cè)概c有關(guān)各方繼續(xù)保持密切溝通協(xié)調(diào),共同推動(dòng)伊核問(wèn)題政治解決進(jìn)程。

China welcomes Russia’s proposal on holding a video summit on the Iranian nuclear issue, and applauds Russia’s efforts on de-escalating tensions on this issue and its contribution to regional security. Zhao Lijian: Regarding the specifics of the China-US trade agreement, I’d refer you to the competent authorities.

China Daily: The Supreme Court of British Columbia will hold a hearing on the Meng Wanzhou case on August 17 local time to discuss the disclosure of evidence and information. The information published indicates that the Canadian law enforcement authorities are suspected of misconduct and abuse of process in planning and carrying out the operation to arrest Meng, including colluding with the FBI, stalling for time at the Vancouver airport and illegally searching and questioning her. Meng’s lawyers asked the court to demand that the Canadian prosecutors disclose more information and evidence. Do you have any comment?

 

趙立堅(jiān):中方在孟晚舟事件上的立場(chǎng)是一貫和明確的。目前已披露的相關(guān)證據(jù)充分表明,美國(guó)和加拿大濫用雙邊引渡條約,對(duì)中國(guó)公民任意采取強(qiáng)制措施,嚴(yán)重侵犯了中國(guó)公民的合法權(quán)益。美方的目的是打壓中國(guó)高技術(shù)企業(yè)和華為公司,加拿大扮演了美方幫兇的角色,這是一起嚴(yán)重的政治事件。這不僅是中方的看法,國(guó)際社會(huì)以及加、美不少有識(shí)之士對(duì)此都看得清清楚楚。

Zhao Lijian: China’s position on the Meng Wanzhou case is consistent and clear. As is clearly revealed by evidence that has been made public, the US and Canada abused their bilateral extradition treaty and arbitrarily took compulsory measures against a Chinese citizen, which grossly violates the legitimate rights and interests of the Chinese citizen. The US aims to oppress Huawei and other Chinese hi-tech companies, and Canada is its accomplice. It is a serious political incident. This is not only China’s view, but also a conclusion shared by the rest of the international community including insightful people in the US and Canada.

 

我要強(qiáng)調(diào)的是,中國(guó)政府維護(hù)本國(guó)公民和企業(yè)正當(dāng)合法權(quán)益的決心堅(jiān)定不移。同時(shí),我們也支持相關(guān)企業(yè)和個(gè)人拿起法律武器維護(hù)自身權(quán)益。我們?cè)俅味卮偌臃秸J(rèn)真對(duì)待中方嚴(yán)正立場(chǎng)和關(guān)切,立即釋放孟晚舟女士,讓她早日平安回到中國(guó)。

I want to stress that the Chinese government is firmly determined in upholding the legitimate rights and interests of Chinese citizens and businesses. In the meantime, we support Chinese companies and individuals in safeguarding their legitimate rights and interests through legal means. We once again urge the Canadian side to take seriously China’s solemn position and concern, immediately release Ms. Meng Wanzhou and ensure her safe return to China at an early date.

China News Service: US President Trump signed an executive order on August 14, asking ByteDance to divest its interest in TikTok’s operations in the United States within 90 days. According to Trump, “There is credible evidence that leads me to believe that ByteDance might take action that threatens to impair the national security of the United States.” I wonder if you have any comment?

 

趙立堅(jiān):近期中方多次就有關(guān)TikTok問(wèn)題講事實(shí)、講真相、講道理。這里我再補(bǔ)充兩點(diǎn):

Zhao Lijian: China has been putting forward facts, truth and reason on TikTok-related matters on multiple occasions. Here I’d like to add the following two points.

 

第一,據(jù)報(bào)道,TikTok美國(guó)業(yè)務(wù)包括總裁在內(nèi)的公司中高管理層全部聘用美國(guó)人,其服務(wù)器在美國(guó),數(shù)據(jù)中心在美國(guó)和新加坡,運(yùn)營(yíng)團(tuán)隊(duì)全部實(shí)現(xiàn)了本地化。公司雇傭了1500名美國(guó)員工并承諾創(chuàng)造1萬(wàn)個(gè)就業(yè)崗位。TikTok還對(duì)外公開(kāi)了審核政策和算法源代碼??梢哉f(shuō),TikTok幾乎滿(mǎn)足了美方提出的所有要求,但仍逃不過(guò)美國(guó)一些人出于強(qiáng)盜邏輯和政治私利對(duì)其采取的巧取豪奪。美國(guó)一些政客非要無(wú)中生有、羅織罪名,置TikTok于死地。

First, according to reports, in its operations in the US, TikTok’s middle and senior management personnel, including the chief executive officer, are all Americans. Its servers are in the US, data centers in the US and Singapore, and teams all localized. The company hired 1,500 American employees and promised to create 10,000 jobs. Its audit policy and source code are open to the public. It is fair to say that TikTok has done almost everything the US side demands. However, it still cannot escape from certain US individuals’ disguised and coercive robbery out of selfish political gains. Some US politicians are attempting to strangle TikTok with one baseless excuse after another.

 

第二,在美國(guó)一些政客眼里,“國(guó)家安全”仿佛成了美國(guó)給別國(guó)找事的“萬(wàn)金油”,成為這些人無(wú)理蠻橫打壓非美國(guó)企業(yè)的“尚方寶劍”。美國(guó)口口聲聲稱(chēng)TikTok等企業(yè)危害美國(guó)國(guó)家安全,但就連美國(guó)中情局有關(guān)評(píng)估報(bào)告也顯示,沒(méi)有證據(jù)證明中方攔截了TikTok數(shù)據(jù)或利用TikTok侵入用戶(hù)手機(jī)。美國(guó)有關(guān)智庫(kù)也表示,僅僅因?yàn)槟晨顟?yīng)用軟件屬于中國(guó)企業(yè)就將其禁用的做法絕不是出于安全理由。這再次證明,所謂自由、安全不過(guò)是美國(guó)一些政客所奉行的“數(shù)字炮艦政策”的借口。

Second, in the views of certain US politicians, “national security” is a one-size-fits-all pretext for the country to stir up troubles and oppress non-US companies. The US claims that companies like TikTok threaten to undermine US national security, but even a CIA assessment says there’s no evidence that China intercepted TikTok data or used the app to bore into cell phones. A think-tank in the US also said that there is no security justification for banning an app merely because it is owned by a Chinese company. This proves once again that “freedom and security” is nothing more than an excuse for some US politicians to pursue gunboat diplomacy in the digital age.

 

這種霸凌行徑是對(duì)美方一貫標(biāo)榜的市場(chǎng)經(jīng)濟(jì)和公平競(jìng)爭(zhēng)原則的公然否定,違反國(guó)際貿(mào)易規(guī)則,肆意侵害他國(guó)利益,也必將損害美國(guó)自身利益。我們敦促美方立即糾正錯(cuò)誤,停止誣蔑抹黑中國(guó),停止無(wú)理打壓別國(guó)企業(yè)。

Such bullying practices are a flagrant denial of the principles of market economy and fair competition, of which the US is a self-claimed “champion”. Those practices violate international trade rules, undermine other countries’ interests, and will surely damage the US own interests. We urge the US to immediately correct its mistakes and stop smearing China and wantonly oppressing foreign companies.

Beijing Youth Daily: We noticed that on August 14, the Dutch Ouwehands Zoo held a 100-day and name day celebration ceremony for a giant panda cub born in May. Do you have more on that?

 

趙立堅(jiān):8月14日,荷蘭歐維漢茲動(dòng)物園為旅居荷蘭的大熊貓“武雯”“星雅”生下的幼崽舉行了百日慶典暨命名儀式。中國(guó)駐荷蘭使館臨時(shí)代辦陳日彪出席,并與荷方共同揭曉了熊貓寶寶的名字——“梵星”。

Zhao Lijian: On August 14, the Dutch Ouwehands Zoo held the 100-day and name day celebration ceremony for the baby panda of expat pandas Wu Wen and Xing Ya. Chen Ribiao, charge d’affaires of the Chinese embassy in the Netherlands attended the event and unveiled together with the Dutch side the name for the baby panda: Fan Xing.

 

2017年,為落實(shí)習(xí)近平主席和威廉-亞歷山大國(guó)王的互訪(fǎng)共識(shí),大熊貓“武雯”、“星雅”為中荷友好來(lái)到荷蘭,如今它們的寶寶“梵星”為中荷友好而生。中荷兩國(guó)元首夫婦互致賀信,認(rèn)為這不僅是中荷友誼的美好結(jié)晶,也是中荷關(guān)系成果豐碩的象征。值得一提的是,熊貓寶寶在新冠肺炎疫情期間誕生,既為疫情中的兩國(guó)人民帶來(lái)希望和喜悅,也見(jiàn)證了兩國(guó)攜手抗疫的友好情誼。

In 2017, giant pandas Wu Wen and Xing Ya arrived in the Netherlands for bilateral friendship following the consensus President Xi Jinping and King Willem-Alexander reached during their exchange of visit. Several years passed and the baby panda Fan Xing was born. The first couples of the two countries exchanged congratulatory letters, calling Fan Xing a lovely token of China-Netherlands friendship and a symbol of fruitful cooperation. It’s worth mentioning that the cub, born amid the COVID-19 pandemic, brings hope and joy to the two peoples and also witnesses their friendship during the joint fight against the virus.

 

大熊貓是中國(guó)的國(guó)寶,也是促進(jìn)中外友好交流的使者。我們祝愿“梵星”繼續(xù)茁壯成長(zhǎng),期待它和爸爸媽媽一樣,成為增進(jìn)兩國(guó)民心相通的“小可愛(ài)”,推動(dòng)中荷友好不斷發(fā)展的“小大使”,為增進(jìn)中荷友誼架起新的橋梁和紐帶。

Giant pandas are China’s national treasure and messenger for friendship and exchange with other countries. We hope Fan Xing will grow up healthy and sturdy as a cute little ambassador bringing the Chinese and the Dutch people closer and strengthening their bond of friendship just like its parents.

Bloomberg: Can you provide any update on whether Chinese journalists in the US have their visas extended after the US shortened visas for Chinese journalists to 90 days in May?

 

趙立堅(jiān):今年5月8日,美方將中國(guó)駐美國(guó)記者簽證停留期限大幅縮短至90天以?xún)?nèi),每三個(gè)月要重新申請(qǐng)延期。我們了解到,所有中方記者均早已向美方提交簽證延期申請(qǐng),但至今尚無(wú)1人獲得美方明確答復(fù)。

Zhao Lijian: On May 8, 2020, the US limited visas for Chinese journalists to a maximum 90-day stay, which means they need to apply for an extension every three months. We understand all Chinese journalists have already submitted their extension application, but none has got a clear answer from the US side.

 

我要再次強(qiáng)調(diào),一段時(shí)間以來(lái),美方出于冷戰(zhàn)思維和意識(shí)形態(tài)偏見(jiàn),不斷升級(jí)對(duì)中國(guó)媒體的政治打壓。美方有關(guān)行徑嚴(yán)重干擾中國(guó)媒體在美開(kāi)展正常報(bào)道活動(dòng),嚴(yán)重?fù)p害中國(guó)媒體聲譽(yù),嚴(yán)重干擾兩國(guó)間正常人文交流。美方一方面標(biāo)榜新聞自由,另一方面卻對(duì)中國(guó)媒體在美正常采訪(fǎng)進(jìn)行干擾、橫加阻撓,暴露出美方所謂“新聞自由”的虛偽性,這是赤裸裸的“雙重標(biāo)準(zhǔn)”和霸權(quán)欺凌。
