CCTV: State Councilor and Foreign Minister Wang Yi and Philippine Foreign Affairs Secretary Teodoro Locsin held a meeting via video link, which was described as “open, cordial, and fruitful discussions” in a statement issued by the Philippine foreign ministry. Could you share with us more details? What consensus had been reached?

 

華春瑩:7月14日,王毅國(guó)務(wù)委員兼外長(zhǎng)同菲律賓外長(zhǎng)洛欽舉行視頻會(huì)談,就中菲關(guān)系、抗疫合作和南海問(wèn)題等深入交換意見(jiàn)。正如菲方所說(shuō),會(huì)談坦誠(chéng)友好、富有成效。

Hua Chunying: On July 14, State Councilor and Foreign Minister Wang Yi held talks with Philippine Foreign Secretary Teodoro Locsin Jr. via video link to exchange in-depth views on China-Philippines relations, anti-epidemic cooperation and the South China Sea. Just as the Philippine side pointed out, the talks were open, cordial, and fruitful.

 

雙方都表示高度重視中菲關(guān)系,將繼續(xù)落實(shí)好兩國(guó)領(lǐng)導(dǎo)人共識(shí),以今年建交45周年為契機(jī),進(jìn)一步增進(jìn)兩國(guó)之間的友誼與團(tuán)結(jié),深化“一帶一路”同菲方“大建特建”規(guī)劃對(duì)接,推進(jìn)各領(lǐng)域務(wù)實(shí)合作,推動(dòng)中菲全面戰(zhàn)略合作關(guān)系不斷取得新發(fā)展,造福兩國(guó)和本地區(qū)。

Both sides said they attach high importance to bilateral relations and will continue to implement the consensus between the leaders of the two countries. The two sides spoke highly of their mutual assistance during hard times in the joint fight against the epidemic. China and the Philippines will continue to promote anti-epidemic cooperation including vaccine research and development, accelerate the establishment of a fast track for personnel exchanges and promote socio-economic development while maintaining ongoing epidemic prevention efforts. Both sides made clear their opposition to politicizing and attaching a geographical label to the virus and their support to the international community’s efforts to tide over difficulties in solidarity.

After friendly discussions, both sides believed that maritime disputes do not represent the whole of bilateral relations, and should not and will not derail China-Philippines friendship. China and the Philippines will continue to follow the principle of mutual respect, sincerity and sovereign equality and stay committed to resolving the disputes through friendly bilateral consultations, advancing maritime cooperation, and jointly upholding peace and stability in the South China Sea.

Hua Chunying: I have seen relevant reports. The US already possesses the largest nuclear arsenal in the world, and yet it is still advancing modernization of nuclear weapons and development of new-type nuclear weapons to seek absolute strategic security advantage. Its massive investment in rolling out new nuclear weaponry disrupts global strategic stability and poses greater security risks. Experts with the Union of Concerned Scientists already voiced concerns. The US should earnestly fulfill its special and primary responsibilities to nuclear disarmament and promote global strategic security through concrete deeds.

Bloomberg: Bloomberg reported that the US President Donald Trump has decided for now against sanctioning a list of high-level Chinese officials. However, the New York Times has separately reported that the administration is considering barring all communist party members from traveling to the US. How does China respond to these?

 

華春瑩:上述報(bào)道的真實(shí)性我無(wú)從核實(shí),你們要去問(wèn)美方。如果屬實(shí),我認(rèn)為美方非??杀?。作為世界上最強(qiáng)大的國(guó)家,美國(guó)除了各種威脅制裁還想給世界留下什么樣的印象?

Hua Chunying: I cannot tell whether what you just cited are true. You need to ask the US side for verification. If they are indeed true, I think it’s very pathetic. As the strongest power, what impression does it want to leave to the world except for hurling sanctions?

 

希望美方不要再做違反國(guó)際關(guān)系基本準(zhǔn)則、無(wú)助于維護(hù)自身大國(guó)形象、信譽(yù)和地位的事。

We hope the US will refrain from doing more things that disdain the basic norms governing international relations and undermine its reputation, credibility and status as a major country.

 

澎湃新聞?dòng)浾撸?5日,美國(guó)國(guó)務(wù)卿蓬佩奧稱(chēng),他堅(jiān)持認(rèn)為中國(guó)在人權(quán)領(lǐng)域是世紀(jì)污點(diǎn),美方將對(duì)為侵犯人權(quán)政權(quán)提供物質(zhì)支持的中國(guó)科技公司部分雇員實(shí)施簽證限制。中方對(duì)此有何評(píng)論?

The Paper: On July 15, US State Secretary Pompeo said he stood by his remarks describing “the things that are happening on a human rights scale” in China as “the stain of the century”. Does China have a comment?

 

華春瑩:恕我直言,美方雖然整天把人權(quán)掛在嘴邊,但實(shí)際上,美國(guó)才是世界上最大的人權(quán)侵犯者,美方對(duì)于中國(guó)涉疆人權(quán)問(wèn)題的指控是本世紀(jì)的最大謊言,美方有關(guān)官員應(yīng)該對(duì)此感到羞恥,美國(guó)人民也應(yīng)該為他們有這樣滿(mǎn)口謊言的官員感到難過(guò)。

Hua Chunying: To be frank, the US, while talking about human rights non-stop, is actually the world’s number one human rights abuser, and its allegation on human rights issues in Xinjiang is the lie of the century. Relevant US officials should be ashamed of this, and the American people must be sad having such liars in the administration.

 

中國(guó)人權(quán)狀況好不好,應(yīng)該由中國(guó)人民來(lái)決定,而不是美國(guó)政客來(lái)做評(píng)判。新中國(guó)成立70多年來(lái),中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)中國(guó)人民走出了一條適合中國(guó)國(guó)情的發(fā)展道路,取得了舉世矚目的成就。在中國(guó)960萬(wàn)平方公里的土地上,56個(gè)民族和諧相處,14億人民安居樂(lè)業(yè)。40多年來(lái),中國(guó)的人均收入增長(zhǎng)超過(guò)25倍,8.5億人擺脫了貧困。中國(guó)對(duì)全球減貧貢獻(xiàn)率超過(guò)70%。同時(shí),中國(guó)是所有大國(guó)中唯一沒(méi)有通過(guò)戰(zhàn)爭(zhēng)、殖民和奴役發(fā)展成為世界第二大經(jīng)濟(jì)體的國(guó)家。連續(xù)10多年,中國(guó)對(duì)全球GDP增量貢獻(xiàn)率高達(dá)30%以上。這是最大的人權(quán)工程,這是最好的人權(quán)實(shí)踐,也是中國(guó)對(duì)世界人權(quán)事業(yè)的最大貢獻(xiàn)。只要不帶偏見(jiàn),任何人對(duì)此都是有目共睹的。

The most important criteria on China’s human rights situation is whether the Chinese people are satisfied, not the US politicians’ comments. Since the People’s Republic of China was founded over 70 years ago, the Chinese people, under the leadership of the CPC, have found a development path in line with the country’s national realities and achieved remarkable progress. Its vast land of 9.6 million square kilometers is free from war, terror and displacement. The 1.4 billion Chinese people of all 56 ethnic groups live happily together. In the past four decades, per capita income in China increased more than 25 times, with over 850 million people out of poverty, contributing over 70 percent to global poverty reduction. China is also the only country in recent decades that has become the world’s second largest economy without resorting to warfare, colonialism or slavery. For more than ten consecutive years, China has contributed to over 30 percent of global GDP growth. This is the greatest human rights endeavor, the best human rights practice, and China’s enormous contribution to the global human rights cause. People without bias can all see this fact.

If we look at the US, in nearly a century after the country was founded, the US expelled and killed a large number of Indians through the Westward Expansion. The population of native Americans nosedived to 250,000, only one twentieth of the original 5 million. Throughout its 240-plus-year history, only 16 years saw no warfare. Since 2001, it has waged unjustified wars and military operations in Iraq, Libya, Syria, Afghanistan and other countries, spending over $6.4 trillion, causing over 800,000 deaths and displacing tens of millions. Today in the US, African Americans and other minorities are still in dire straits. Mr. Floyd was not the only one who died in the US because he couldn’t breathe. There is racial discrimination everywhere and the wealth gap is just shocking. Actually, the US has the most serious income inequality in Western countries. From 1989 to 2018, the bottom 50 percent of households’ net wealth growth was essentially zero, a record high in wealth gap in 50 years. In front of such iron-clad facts, we don’t know how Mr. Pompeo can be so unabashed when talking about human rights with China? Before opening his mouth, he should ask how the late Mr. Floyd and minorities in the US think of human rights in the US, and how the innocent lives lost in Iraq, Syria and other countries think of the US human rights record.

 

法新社記者:最近中美雙方在涉港、華為、涉疆等問(wèn)題上進(jìn)行了一系列制裁和反制。很多人對(duì)中美1月簽署的經(jīng)貿(mào)協(xié)議表示擔(dān)憂(yōu)。請(qǐng)問(wèn)中美第一階段經(jīng)貿(mào)協(xié)議是否仍有效?中方是否仍致力于執(zhí)行該協(xié)議?

AFP: There have been a lot of US sanctions and Chinese countermeasures recently on Hong Kong, Huawei, Xinjiang. A lot of people are concerned about the trade deal signed between China and the US in January. Is this trade deal still alive, in your opinion? And is China committed to carry out this deal?

 

華春瑩:經(jīng)過(guò)艱苦努力,中美雙方團(tuán)隊(duì)在平等和相互尊重的基礎(chǔ)上達(dá)成了互利共贏(yíng)的第一階段經(jīng)貿(mào)協(xié)議。我們多次說(shuō)過(guò),協(xié)議對(duì)兩國(guó)有利,對(duì)世界有利。我們當(dāng)然希望已經(jīng)達(dá)成的協(xié)議能夠得到切實(shí)履行。中方從來(lái)言必信、行必果,簽署的協(xié)議我們會(huì)履行。

Hua Chunying: After making arduous efforts, the Chinese and US teams reached a mutually beneficial trade deal based on equality and mutual respect. As we said on multiple occasions, the deal benefits China, the US and the whole world. We surely want to see it faithfully implemented. China always acts on its commitments. We will implement the deal because we put our name on it.

 

同時(shí)必須看到,美方現(xiàn)在對(duì)中國(guó)進(jìn)行無(wú)端指責(zé)、近乎瘋狂地打壓堵截,對(duì)中國(guó)實(shí)施霸凌行為。美方所作所為不利于中美之間的互信與合作。中國(guó)必須堅(jiān)決對(duì)美方的霸凌和不公說(shuō)“不”,也會(huì)堅(jiān)決采取行動(dòng)維護(hù)自身主權(quán)、安全、發(fā)展利益。

That said, some in the US have been spreading hearsay, bullying and oppressing China like crazy, which harms trust and cooperation between the two countries. China must say no to US bullying and biased practices. We are determined in taking measures to safeguard sovereignty, security and development interests.

 

深圳衛(wèi)視記者:關(guān)于英國(guó)禁用華為,15日,英國(guó)首相發(fā)言人也承認(rèn),英方改變對(duì)華為參與英5G建設(shè)立場(chǎng)的原因是美國(guó)5月對(duì)華為的制裁。英國(guó)國(guó)內(nèi)也有不同的聲音。比如英國(guó)電信首席執(zhí)行官詹森稱(chēng),英政府關(guān)于華為的決定顯然對(duì)該公司運(yùn)營(yíng)和成本構(gòu)成影響。英沃達(dá)豐公司發(fā)言人也表示對(duì)英政府決定感到失望,此舉將延緩英5G推廣并造成額外成本。中方對(duì)此有何評(píng)論?

Shenzhen TV: A spokesman for British Prime Minister said on July 15 the reason for the UK’s change of position regarding Huawei’s participation in the country’s 5G network rollout was the impact of the US sanctions which were announced in May. Within the UK, there are also different voices, like the BT’s Chief Executive Philip Jansen said the decision clearly had logistical and cost implications for BT. A Vodafone spokesman also said that they’re disappointed at this decision which will add delay to the rollout of 5G in the UK and will result in additional costs for the industry. Do you have any comment?

 

華春瑩:我也注意到有關(guān)報(bào)道。這些都表明英國(guó)政府在華為問(wèn)題上喪失了寶貴的獨(dú)立和自主,作出的決定是得不償失的。

Hua Chunying: We noted relevant reports. All this shows that the UK has lost its independence and self-decision, the most cherished thing for a country. The benefits it may gain from this decision cannot make up for its loss.

 

我昨天已經(jīng)說(shuō)過(guò),在過(guò)去近20年里,英國(guó)選擇同華為開(kāi)展良好合作,這是出于英方自身利益。華為為英國(guó)創(chuàng)造了幾萬(wàn)個(gè)就業(yè)崗位,為英國(guó)通訊基礎(chǔ)設(shè)施建設(shè)作出了積極貢獻(xiàn)。英方現(xiàn)在決定禁用華為,最終受損的將是英方自身的利益。英國(guó)政府應(yīng)該認(rèn)真傾聽(tīng)其國(guó)內(nèi)的理性聲音,本著負(fù)責(zé)任態(tài)度作出最符合英國(guó)根本和長(zhǎng)遠(yuǎn)利益的選擇。

Like I said yesterday, in the past two decades or so, the UK and Huawei had very good cooperation, which serves the interests of the UK. Huawei brought tens of thousands of jobs to the country and made positive contributions to the infrastructure building of the British telecom sector. So, the UK’s decision to ban Huawei just compromises its own interests. The British government should heed the rational call at home and make choices that best serve the long-term, fundamental interests of the country.

 

北京日?qǐng)?bào)記者:美國(guó)務(wù)卿蓬佩奧近日多次稱(chēng),排除華為就等于加入了“清潔國(guó)家”的行列。你對(duì)此有何評(píng)論?

Beijing Daily: US State Secretary Pompeo recently said repeatedly that excluding Huawei means joining “clean countries”. Do you have a comment?

 

華春瑩:“棱鏡門(mén)”事件早已揭示,美國(guó)是這個(gè)地球上最大的、名符其實(shí)的黑客帝國(guó)。思科、蘋(píng)果等美國(guó)公司幾年前就已承認(rèn)其設(shè)備存在安全漏洞和“后門(mén)”。美情報(bào)部門(mén)長(zhǎng)期以來(lái)對(duì)包括盟友在內(nèi)的外國(guó)政府、企業(yè)和個(gè)人實(shí)施無(wú)差別的非法竊密監(jiān)聽(tīng)活動(dòng),包括美本國(guó)公民基本沒(méi)有任何秘密可言。這是公開(kāi)的事實(shí)。

Hua Chunying: As the PRISM incident has revealed, the US is really the top empire of hackers in this world. American companies Cisco and Apple admitted years ago that there are security loopholes and backdoors in their equipment. US intelligence has long been running indiscriminate, illegal surveillance programs on foreign governments, businesses and individuals including those of its allies. Even American citizens don’t have any secrets. These are open facts.

Huawei, however, has been providing services in more than 170 countries, and no country has presented any evidence showing security threats or backdoors in Huawei products. For example, Huawei funded and set up a cyber security testing center in the UK, opens itself to testing by UK experts, and is willing to sign no-backdoor agreement with all countries. Can any other business in any other country do this? Will Apple or Cisco offer to do the same, setting up a security center, opening itself to testing and standing ready to sign no-backdoor agreements? Can any US company match Huawei on such transparency? It makes one laugh to hear Pompeo to accuse Huawei of being not clean.

 

美國(guó)一向自詡擁有強(qiáng)大的民主自由價(jià)值觀(guān),現(xiàn)在卻容不下一家外國(guó)民營(yíng)企業(yè)的正常生存和發(fā)展。在美方看來(lái),華為作為一家優(yōu)秀民營(yíng)企業(yè),它唯一的錯(cuò)誤就是它是中國(guó)的,不是嗎?美國(guó)出于強(qiáng)烈的意識(shí)形態(tài)偏見(jiàn),不惜動(dòng)用國(guó)家資源,濫用國(guó)家安全名義,甚至搬出民主價(jià)值觀(guān),糾集“小兄弟”抹黑攻擊、圍追堵截中國(guó)民營(yíng)企業(yè)。美方所作所為跟“清潔”二字沒(méi)有任何關(guān)系,是真正的dirty trick, dirty play(骯臟游戲)。

The US always boasts of its strong democracy, freedoms and values, but now it won’t allow a foreign private company to live and prosper. Huawei is a successful private company. Its only fault in the eyes of the US is that it’s a Chinese company, right? Driven by strong ideological bias, the US went so far as to employ national resources, abuse national security, and use democracy and values as a cover to align its minions to smear, attack and repress the Chinese company. This is the very opposite of being “clean”. They are playing real dirty tricks.

Bloomberg: Just a follow-up on the Huawei issue. Secretary of State Pompeo said that the US will impose visa restrictions on some employees of Huawei over human rights abuses including against Muslims and other ethnic minorities. Can you comment on that?
