CCTV: According to reports, the UN Under-Secretary-General for Management recently reported the financial situation of the organization to the General Assembly. Altogether 43 countries including China have paid their assessed contributions and peacekeeping assessments for 2020 in full. The UN is facing such difficulties as insufficient liquidity and delayed payment of assessed contributions from member states. I wonder if you have a comment?

 

華春瑩：中國(guó)作為聯(lián)合國(guó)的第二大會(huì)費(fèi)國(guó)和負(fù)責(zé)任的國(guó)家，我們始終認(rèn)真履行對(duì)聯(lián)合國(guó)的財(cái)政義務(wù)，已經(jīng)全額繳納了今年聯(lián)合國(guó)會(huì)費(fèi)以及維和攤款，以實(shí)際行動(dòng)體現(xiàn)了對(duì)聯(lián)合國(guó)的支持。

Hua Chunying: As the second largest contributor to the UN and a responsible country, China always earnestly fulfills its financial obligations to the UN. We have paid our assessed contributions and peacekeeping assessments for 2020 in full, showing support to the UN with concrete action.

 

及時(shí)、足額繳納會(huì)費(fèi)是聯(lián)合國(guó)會(huì)員國(guó)應(yīng)當(dāng)履行的法律義務(wù)。每個(gè)成員國(guó)都應(yīng)該切實(shí)履行自身義務(wù)，特別是大國(guó)應(yīng)該發(fā)揮表率作用，幫助解決聯(lián)合國(guó)面臨的財(cái)政困難，支持聯(lián)合國(guó)工作。

It is a legally-binding obligation for all member states to pay their assessed contributions on time and in full. All member states should earnestly fulfill this obligation, help ease the UN’s financial difficulties and support its work.

Xinhua News Agency: According to a recent research by Singapore-based insights agency Blackbox Research, which asked respondents to rate their nations’ response to the novel coronavirus, China ranked highest in the citizens’ survey. 85% of Chinese people said they believe their country will come out of the crisis stronger, compared to 41% of Americans. Do you have any comment?

Hua Chunying: I noted relevant reports. The COVID-19 pandemic is ravaging in many places around the world, posing enormous threats to the life and health of people in all countries. Countries are taking targeted prevention and control measures according to their own national conditions. Since the epidemic broke out, the Chinese government and people, united as one, has taken the most comprehensive, rigorous and thorough measures in this all-out, people’s war against the virus. After making arduous efforts, we have achieved major strategic outcomes in this battle. We believe it’s imperative to show understanding and respect to each country’s efforts and share useful experience with each other. China stands ready to strengthen information-sharing, have in-depth exchange of experience and conduct effective cooperation on COVID-19 with other countries. The Paper: US Secretary Pompeo and State Department Spokesperson Ortagus recently said in multiple interviews that the virus originated from Wuhan; China was aware of the epidemic last December but didn’t act fast enough; China’s data is not factual or accurate; the international community should hold China accountable, seek damages and conduct investigations. I wonder if you have any comment?

 

華春瑩：的確，這幾天蓬佩奧先生和美國(guó)國(guó)務(wù)院發(fā)言人等人密集接受媒體采訪，繼續(xù)在疫情問題上對(duì)中國(guó)橫加指責(zé)，如中國(guó)行動(dòng)速度不夠快、數(shù)據(jù)不真實(shí)、對(duì)中國(guó)調(diào)查追責(zé)等。關(guān)于這些問題，中方已經(jīng)反復(fù)闡明了觀點(diǎn)。但既然美方不斷重復(fù)謊言，我們也應(yīng)該不斷用事實(shí)幫助國(guó)際社會(huì)了解真相。

Hua Chunying: Indeed, Secretary Pompeo, State Department Spokesperson and others seemed to be busy taking interviews lately, where they continued unwarranted attacks against China on COVID-19, accusing China of not acting fast enough or providing accurate data, and calling for investigations to hold it accountable. We’ve repeatedly stated our position on these. However, since the US kept repeating these lies, we must strive to help the world see the truth through facts time and again.

 

關(guān)于中方應(yīng)對(duì)速度問題。中國(guó)是第一波遭受疫情沖擊的國(guó)家之一，我們多次介紹了中方應(yīng)對(duì)時(shí)間線。從12月27日武漢地方有關(guān)部門首次接到可疑病例報(bào)告，到12月30日武漢市衛(wèi)生健康委發(fā)布《關(guān)于做好不明原因肺炎救治工作的緊急通知》，到1月3日中方正式向世衛(wèi)組織和國(guó)際社會(huì)定期通報(bào)疫情信息，1月7日中國(guó)疾控中心成功分離首株新冠病毒毒株，1月12日國(guó)家衛(wèi)生健康委與世衛(wèi)組織分享新冠病毒基因組序列信息，1月23日武漢“封城”，4月8日武漢“解封”。截至今天，中方已經(jīng)連續(xù)5天無(wú)新增本土確診病例，連續(xù)23天無(wú)新增死亡病例。

They claimed China didn’t act fast enough. China is among the first countries hit by COVID-19. We have repeatedly shared the timeline of China’s response. On December 27, 2019, relevant Wuhan authorities received the first report of suspected cases. On December 30, Wuhan Municipal Health Committee issued an “urgent notice on the treatment of pneumonia of unknown cause”. From January 3, 2020, China started to send timely updates to WHO, relevant countries including the US and regions. On January 7, China CDC identified the first novel coronavirus strain. On January 12, the NHC shared genetic sequencing information of the virus with WHO. On January 23, Wuhan entered lockdown. On April 8, the lockdown was lifted. To date, there have been no new local confirmed cases for 5 days in a row and no fatalities for 23 consecutive days.

 

再看看美國(guó)。從1月3日中方正式通報(bào)及此后每天通報(bào)，到1月25日美方第一個(gè)撤離駐武漢總領(lǐng)館人員，當(dāng)時(shí)美國(guó)國(guó)內(nèi)確診1例，到2月2日美對(duì)所有中國(guó)公民和過去14天到過中國(guó)的外國(guó)人關(guān)閉邊境，當(dāng)時(shí)美官方統(tǒng)計(jì)國(guó)內(nèi)確診11例，到3月13日宣布國(guó)家緊急狀態(tài)時(shí)的1264例，3月19日美國(guó)內(nèi)確診病例超過1萬(wàn)，3月27日超過10萬(wàn)，4月8日武漢“解封”時(shí)美國(guó)內(nèi)確診病例40萬(wàn)，今天美國(guó)國(guó)內(nèi)確診病例已經(jīng)超過了120多萬(wàn)，死亡人數(shù)超過7萬(wàn)。到底誰(shuí)的應(yīng)對(duì)速度慢，事實(shí)一目了然，這是一道再簡(jiǎn)單不過的數(shù)數(shù)題。

Now let’s turn to the US. On January 3, it was officially notified by the Chinese side and started receiving daily updates. On January 25, it was the first to withdraw all personnel from its Consulate-General in Wuhan, and there was one confirmed case in the US. On February 2, it closed its border to all Chinese citizens and foreigners who had been to China in the past 14 days. There were 11 confirmed cases then according to official data from the US. On March 13, it declared a national state of emergency. At that point the number rose to 1,264. On March 19, confirmed cases passed 10,000. On March 27, the number surged to more than 100,000. On April 8, when the lockdown on Wuhan was lifted, the number of confirmed cases in the US was 400,000. Today, it’s more than 1.2 million, with more than 70,000 fatal cases. Who didn’t act fast enough? The facts are as plain as day. Just compare the numbers. It’s simple math.

 

關(guān)于美方質(zhì)疑中方數(shù)字真實(shí)性問題。講道理的人不會(huì)因?yàn)樽约旱臄?shù)字不那么好看，就斷然懷疑或者咬定別人好看些的數(shù)字一定是假的、不真實(shí)的。這不是“過家家”，而是非常嚴(yán)肅的跟病毒斗爭(zhēng)問題，每一個(gè)數(shù)字背后都有一個(gè)鮮活的生命，都有一個(gè)家庭。中國(guó)疫情信息發(fā)布是公開、透明、負(fù)責(zé)任的，武漢本著對(duì)歷史負(fù)責(zé)、對(duì)人民負(fù)責(zé)、對(duì)逝者負(fù)責(zé)的態(tài)度修正了有關(guān)數(shù)字，經(jīng)得起歷史的檢驗(yàn)。希望美方也能確保他們說(shuō)的話、他們的應(yīng)對(duì)、他們的數(shù)字能對(duì)得起人民，對(duì)得起歷史檢驗(yàn)。

They questioned the factuality of China’s numbers. People in their right mind will not assert blindly that other people are lying just because others’ numbers look better than their own. This is not children playing make-believe. The fight against the virus is a serious matter of life and death. Behind every number is a living human being, a family. China has been open, transparent and responsible in releasing information on the epidemic. The revision of data in Wuhan shows a sense of responsibility to history, to the people and to the lives lost to the virus. It can stand the test of history. We hope the US can also make sure that what they say and do and their data is responsible to the people and could stand the test of history.

 

關(guān)于追責(zé)索賠問題。剛才已經(jīng)提到的新加坡民調(diào)顯示，中國(guó)人民對(duì)政府應(yīng)對(duì)疫情表現(xiàn)的滿意度是各國(guó)中最高的，聯(lián)合國(guó)、世衛(wèi)組織和世界各國(guó)領(lǐng)導(dǎo)人，特別是醫(yī)控領(lǐng)域權(quán)威專家，都對(duì)中國(guó)的防控舉措予以高度肯定，認(rèn)為中方舉措迅速、有力、有效，為世界抗擊疫情做出了貢獻(xiàn)。我不知道美方個(gè)別人到底想追什么責(zé)？美國(guó)是世界上醫(yī)療資源最豐富、技術(shù)最先進(jìn)的國(guó)家，但現(xiàn)在美國(guó)內(nèi)確診人數(shù)和死亡人數(shù)都高居世界第一。在這種情況下，一些人還公然煽動(dòng)將自身應(yīng)對(duì)不力的責(zé)任轉(zhuǎn)嫁給中國(guó)，他們有什么臉面來(lái)指責(zé)中國(guó)？難道他們不應(yīng)該向他們的人民謝罪嗎？罔顧事實(shí)，毫無(wú)底線地向中國(guó)甩鍋，這種表現(xiàn)只能生動(dòng)地解釋什么是無(wú)賴。

They talked about accountability and compensations. As was mentioned just now, survey results from Singapore show the Chinese people giving their government the highest rating for its response to COVID-19. Heads of the UN, WHO and many countries as well as medical experts in disease control all spoke highly of China’s swift, strong and effective response which contributed to the global fight. I wonder what is the accountability a few Americans have in mind? Despite having unrivaled medical resources and technology, the US is registering the highest numbers of confirmed cases and fatal cases in the world. In spite of all this, some are still openly deflecting responsibility to China. Have they no shame? Don’t they owe the American people an apology? Disregarding facts and shifting blame to China only illustrates what it means to be scoundrels.

They keep calling for investigations. China has maintained close and good cooperation with WHO. It is the duty of WHO to establish a review committee according to IHR to assess a major infectious disease at an appropriate time in order to enhance global public health preparedness. China supports WHO DG in establishing a review committee according to IHR with the mandate of the WHA or the Executive Board to assess global response to COVID-19 in an open, transparent and inclusive manner at an appropriate time after the pandemic is over. The purpose is to summarize experiences and shortfalls in the global response and propose suggestions as to how to enhance WHO’s work, countries’ core public health capacity, and global preparedness in the face of major infectious diseases. China always supports WHO’s work and hopes the US could also give its support and cooperation.

Reuters: Mr. Hu Xijin, Editor-in-chief of the Global Times, said China needs to expand its nuclear arsenal to 1,000 warheads in a short period of time, including at least 100 DF-41 strategic missiles. In addition, US President Trump said in his telephone call with Russian President Putin on Thursday that China should join the arms control deal between the US and Russia. Do you have any comment?

中方在核裁軍問題上的政策是一貫的。我們認(rèn)為擁有最大核武庫(kù)的國(guó)家負(fù)有特殊優(yōu)先責(zé)任，應(yīng)進(jìn)一步大幅削減核武庫(kù)。中方始終恪守不首先使用核武器政策，中方有關(guān)政策是非常有節(jié)制和負(fù)責(zé)任的。

China’s policy on arms control is consistent. We believe that the country that possesses the biggest nuclear arsenal has special, prior responsibility and should further reduce nuclear arsenal drastically. China has always followed the principle of no-first-use of nuclear weapon. We pursue a very responsible and restrained policy.

 

《中國(guó)日?qǐng)?bào)》記者：美國(guó)國(guó)務(wù)卿蓬佩奧近期還攻擊中國(guó)政治制度，聲稱來(lái)自中國(guó)的風(fēng)險(xiǎn)同共產(chǎn)黨政權(quán)有關(guān)。你對(duì)此有何評(píng)論？

China Daily: US Secretary of State Pompeo heaped criticism on China’s political system and said that risks from China are related to the Communist Party of China. Do you have any comment?

 

華春瑩：一段時(shí)間以來(lái)，美方一些官員不斷攻擊中國(guó)政治制度，這是中方堅(jiān)決不能接受的。他們的目的很明確，就是想離間中國(guó)共產(chǎn)黨和中國(guó)人民的關(guān)系，用心非常險(xiǎn)惡。我想蓬佩奧先生作為美國(guó)國(guó)務(wù)卿應(yīng)該了解，41年前美國(guó)跟中國(guó)建交時(shí)，美方就了解中國(guó)是由中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的社會(huì)主義國(guó)家，中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)是中國(guó)特色社會(huì)主義的最本質(zhì)特征。正是在中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)下，中國(guó)人民贏得了獨(dú)立、自由和解放，而且在國(guó)家建設(shè)和發(fā)展進(jìn)程中不斷取得偉大成就。這次面對(duì)新冠肺炎疫情的突然襲擊，也正是在中國(guó)共產(chǎn)黨堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，中國(guó)全體人民萬(wàn)眾一心、眾志成城，經(jīng)過艱苦卓絕努力，取得了疫情防控阻擊戰(zhàn)的重大戰(zhàn)略成果。

Hua Chunying: For quite a while, certain US officials have been attacking China’s political system constantly. We firmly reject that. Their intention is so clear, that is, to drive a wedge between the Party and the Chinese people. This is so ill-intentioned. As US Secretary of State, Mr. Pompeo, I believe, should be clear that since the very day when China and the US established diplomatic relations 41 years ago, the US has been well aware that China is a socialist country under the leadership of the CPC. The leadership of the CPC is the defining feature of socialism with Chinese characteristics. It is under the leadership of the CPC that the Chinese people achieved independence, freedom and liberation, and continuously made enormous progress in national development. After we were ambushed by the epidemic, it is under the strong leadership of the CPC that the Chinese people, united as one, have taken the most comprehensive, strict and thorough measures to contain the spread and achieved major strategic outcomes.

 

我注意到美方官員表示，他們的政權(quán)跟中國(guó)不一樣。有一點(diǎn)的確不一樣，那就是中國(guó)共產(chǎn)黨和中國(guó)政府始終堅(jiān)持以人為本、生命至上。我們珍惜每個(gè)人的生命，為此不惜成本、不計(jì)代價(jià)，上到108歲的老人，下至出生僅30個(gè)小時(shí)的嬰兒，都全力救治，應(yīng)收盡收，應(yīng)治盡治，僅在湖北省就治愈了3600名80歲以上的老年患者。

I noted that US officials said their administration is different from that of China. Indeed, we are different from the US in that the CPC and the Chinese government have always put people’s life first. We cherish every life and will save everyone for whatever it takes. From the elderly as old as 108 to babies as young as 30 hours old, we have tried our best to treat them. In Hubei alone, more than 3600 elderly patients over the age of 80 were cured.

Surveys by well-known international poll agencies in the past few years show that the Chinese people’s support to and satisfaction with their government ranks the top in the world. China News Service: The spokesperson for Taiwan’s so-called “Foreign Ministry” said that a resolution adopted by the UN in 1971 resolved only “the problem of China’s representation,” but not “the issue of Taiwan,” and it did not give China the right to represent people in Taiwan on international occasions. The WHO should shake off the control of the Chinese government and let Taiwan participate fully in the global fight against the pandemic. What is your comment?

Hua Chunying: The Taiwan authorities are just playing the trick of replacing concept to realize his purpose of confounding the public.

 

眾所周知，1971年10月第26屆聯(lián)合國(guó)大會(huì)通過第2758號(hào)決議，承認(rèn)中華人民共和國(guó)是代表全中國(guó)人民的唯一合法政府，早已從政治、法律和程序上徹底解決了中國(guó)在聯(lián)合國(guó)的代表權(quán)問題，充分體現(xiàn)了聯(lián)合國(guó)所堅(jiān)持的一個(gè)中國(guó)原則。

In October 1971, the United Nations General Assembly adopted at its 26th session Resolution 2758, recognizing the People’s Republic of China (PRC) as the sole legitimate government representing the whole of China. The resolution, fully demonstrating the one China principle that the UN is committed to, has solved once and for all the issue of China’s representation in the UN politically, de jure and procedure-wise.

 

世界上只有一個(gè)中國(guó)，臺(tái)灣是中國(guó)領(lǐng)土不可分割的一部分，這是國(guó)際社會(huì)普遍共識(shí)。聯(lián)合國(guó)多次重申，將堅(jiān)持按照聯(lián)大第2758號(hào)決議處理臺(tái)灣問題。世衛(wèi)組織作為聯(lián)合國(guó)專門機(jī)構(gòu)，應(yīng)當(dāng)遵守聯(lián)大決議。世衛(wèi)大會(huì)25.1號(hào)決議重申了聯(lián)大第2758號(hào)決議，確認(rèn)了中國(guó)在世衛(wèi)組織的代表權(quán)問題。

There is only one China in the world, and Taiwan is an inalienable part of the territory of the PRC. This is the consensus of the international community. The UN has reiterated multiple times that it will stick to Resolution 2758 in dealing with the Taiwan issue. The WHO, as a special agency of the UN, should observe UNGA resolutions. Resolution 25.1 of the World Health Assembly reaffirmed the UNGA Resolution 2758 and clarified the issue of China’s representation in the WHO.

 

臺(tái)灣方面有關(guān)言論自我暴露了民進(jìn)黨當(dāng)局利用當(dāng)前新冠肺炎疫情謀求“臺(tái)獨(dú)”的險(xiǎn)惡用心，其所謂加入世衛(wèi)組織和參加世界衛(wèi)生大會(huì)的企圖，根本不是為了臺(tái)灣民眾的健康福祉，而是徹徹底底的政治操弄，不會(huì)得逞。

What was said by the spokesperson simply exposed the DPP’s devious motive to use the current outbreak to seek “Taiwan independence”. It is definitely not for the health and welfare of people in Taiwan that the Taiwan authority has been ostensibly trying to join the WHO and the WHA. They are doing this for sheer political gains. But they will not succeed.
