問:美國宣布取消對進(jìn)口伊朗石油國家的豁免。中方是否會停止從伊朗進(jìn)口石油?還是會繼續(xù)進(jìn)口伊朗石油?中方會將哪個國家作為伊朗的替代國?

Q: Regarding the end to US sanctions waivers on imports of Iranian oil, will China stop its purchases of Iranian oil or will you continue to import? Which country do you consider as alternative source of crude if necessary?

 

答:昨天我已經(jīng)就類似問題多次作出了回答,我可以再重復(fù)一遍:中方一貫反對美方實(shí)施單邊制裁和所謂的“長臂管轄”。包括中國在內(nèi)的國際社會同伊朗在國際法框架內(nèi)開展的正常合作合理、合法,必須得到尊重和保護(hù)。中方敦促美方尊重中方的利益和關(guān)切,不得采取損害中方利益的錯誤行為。我們也將繼續(xù)致力于維護(hù)本國企業(yè)的合法和正當(dāng)權(quán)益。

A: I answered similar questions several times yesterday. Here I’d like to repeat my answer that China firmly opposes the unilateral sanctions and so-called “l(fā)ong-arm jurisdictions” imposed by the US. The normal cooperation under international law between Iran and other members of the international community, China included, is legitimate and lawful; thus it must be respected and protected. We urge the US to earnestly respect China’s interests and concerns, and refrain from taking wrong moves that will undermine our interests. We will continue to safeguard the lawful and legitimate rights and interests of Chinese businesses.

 

問:我們注意到“一帶一路”官網(wǎng)和第二屆“一帶一路”國際合作高峰論壇官網(wǎng)均發(fā)布了“一帶一路”國際合作高峰論壇咨詢委員會報告,請介紹一下具體情況。

Q: We noted that the Belt and Road Portal website and the official website of the Second Belt and Road Forum for International Cooperation both released a report by the BRF Advisory Council. Could you give us more details?

 

答:作為對首屆“一帶一路”國際合作高峰論壇成果的落實(shí),“一帶一路”國際合作高峰論壇咨詢委員會于2018年成立,由有關(guān)國家前政要、國際組織負(fù)責(zé)人、工商界領(lǐng)袖、相關(guān)領(lǐng)域知名學(xué)者等組成。咨委會于2018年12月在北京舉行首次會議,會議決定起草一份政策建議報告,向高峰論壇籌委會提交。

A: As part of the efforts to implement the outcomes of the first BRF, the Advisory Council of the Belt and Road Forum for International Cooperation was established in 2018, and its members include former political leaders of relevant countries, and global eminent persons from international organizations, the business community and academia. The Advisory Council held its first meeting in Beijing in December 2018, during which it decided to draft a report on policy recommendations and deliver it to the forum’s preparatory committee.

 

根據(jù)報告執(zhí)筆人聯(lián)合國亞太經(jīng)社會前執(zhí)行秘書阿赫塔爾和世界銀行前副行長、北京大學(xué)國家發(fā)展研究院名譽(yù)院長林毅夫介紹,報告以咨委會首次會議的討論情況為基礎(chǔ),結(jié)合“一帶一路”合作進(jìn)展,分析研究了“一帶一路”合作對改善互聯(lián)互通、促進(jìn)世界經(jīng)濟(jì)增長以及落實(shí)2030年可持續(xù)發(fā)展議程等方面的積極作用;探討了未來“一帶一路”合作的重點(diǎn)領(lǐng)域和發(fā)展方向,就支持多邊主義、建設(shè)開放型世界經(jīng)濟(jì)、加強(qiáng)軟硬聯(lián)通、推進(jìn)務(wù)實(shí)合作、塑造“一帶一路”品牌、加強(qiáng)高峰論壇機(jī)制建設(shè)等提出了政策建議。大家可以在網(wǎng)上看到報告的詳細(xì)內(nèi)容。

According to the writers of the report, Shamshad Akhtar, former Executive Secretary of the Economic and Social Commission for Asia and the Pacific of the United Nations, and Lin Yifu, former Vice-President of the World Bank and Honorary Dean at the National School of Development, Peking University, the report studied the positive role of the BRI cooperation in improving connectivity, promoting world economic growth and implementing the 2030 Agenda for Sustainable Development based on what was discussed in the first meeting of the Advisory Council and the progress made in the BRI cooperation. It also explored key areas and directions for future BRI cooperation and gave policy recommendations on upholding multilateralism, fostering an open world economy, improving soft connectivity alongside hard infrastructure, better branding the Belt and Road, stepping up the mechanism building of the BRF and other efforts. 中方感謝咨委會付出的辛勤努力,我們將認(rèn)真研究報告提出的建議,同各方一道推動“一帶一路”合作進(jìn)一步走深走實(shí),行穩(wěn)致遠(yuǎn)。

Here we’d like to thank the Advisory Council for all its hard work. We will earnestly study the recommendations offered in the report and work with all parties for steady and sustained progress in deeper, more substantive BRI cooperation.

 

問:目前國際社會普遍關(guān)注朝俄領(lǐng)導(dǎo)人即將舉行的會晤。根據(jù)最新消息,朝鮮最高領(lǐng)導(dǎo)人金正恩乘坐的專列已駛?cè)攵砹_斯境內(nèi)。據(jù)報道,金正恩將與普京總統(tǒng)舉行會晤,重點(diǎn)就雙邊關(guān)系、朝核問題等交換意見。據(jù)了解,這是兩人的首次會晤。中方如何看待朝俄兩國間的互動?

Q: The international community is following the upcoming summit between the DPRK and Russia. According to latest news, the train carrying the DPRK leader Kim Jong-un has entered Russian territory. Chairman Kim will reportedly exchange views with President Putin on bilateral relations and the Korean Peninsula issue. This is said to be the first meeting between the two leaders. How do you think of the interactions between the DPRK and Russia?

 

答:朝鮮和俄羅斯都是中國的友好鄰邦。我們樂見朝俄加強(qiáng)高層往來,增進(jìn)雙邊合作,相信這有助于朝俄關(guān)系進(jìn)一步發(fā)展,也有利于半島和地區(qū)的和平與穩(wěn)定。我們預(yù)祝朝俄領(lǐng)導(dǎo)人會晤取得成功,為推動半島問題的解決提供助力。

A: The DPRK and Russia are both China’s friendly neighbors. We are pleased to see them stepping up high-level exchange and bilateral cooperation, which we believe is conducive to the further development of DPRK-Russia relations and peace and stability on the Peninsula. We wish this summit a success that will contribute to the settlement of the Peninsula issue.

 

作為半島近鄰和聯(lián)合國安理會常任理事國,中俄一直就半島問題保持著密切溝通協(xié)調(diào)。雙方為維護(hù)半島和平穩(wěn)定攜手作了大量工作,共同探討制定政治解決半島問題的路線圖。當(dāng)前,半島形勢呈現(xiàn)對話緩和的積極勢頭。我們愿與包括俄羅斯在內(nèi)的有關(guān)各方一道,按照一攬子、分階段、同步走的思路,繼續(xù)推動半島無核化和政治解決進(jìn)程向前邁進(jìn)并不斷取得積極成果。

As close neighbors of the Korean Peninsula and permanent members of the UN Security Council, China and Russia have all along maintained close communication and coordination on the Peninsula issue. We have made a lot of joint efforts for peace and stability on the Peninsula and explored the formulation of a road map for the political settlement of the issue. The situation on the Peninsula is now showing a positive momentum for dialogue and deescalation. China stands ready to work with all parties, including Russia, to take phased and synchronized steps as part of a package plan, and continue to advance denuclearization and political settlement for more positive outcomes.

 

問:據(jù)英國媒體報道,英國首相特雷莎·梅已下令,禁止英國5G移動網(wǎng)絡(luò)建設(shè)使用華為公司供應(yīng)的核心部件,但允許華為提供某些非核心部件。中方對此持何立場?是否擔(dān)心其他尚未作出決定的國家也采取類似舉動?

Q: British media say that Prime Minister Theresa May has ordered that Huawei be banned from supplying core parts of the future 5G mobile phone network in Britain. However, Huawei will be allowed to supply some non-core technology to UK phone companies. Does the Chinese government have a view on this decision? Is China concerned that a similar decision may be taken by other governments if they haven’t taken such a decision already?

 

答:我剛從新聞上得知有關(guān)消息,正在了解情況。

A: We just heard this from the news and are still learning more about it.

 

中方在這個問題上的原則立場是明確的。我們支持包括華為在內(nèi)的中國企業(yè)按照國際規(guī)則和商業(yè)規(guī)律對外開展經(jīng)貿(mào)合作,要求中國企業(yè)在合作過程中遵守有關(guān)國家的法律法規(guī)。同時我們也希望有關(guān)國家能為包括華為在內(nèi)的中國企業(yè)提供公平、公正、非歧視性的營商環(huán)境,努力尋求實(shí)現(xiàn)互利共贏。

China’s position on this issue is clear and firm. We support Huawei and other Chinese companies in their normal economic and trade cooperation with other countries following international rules and market principles. During this process, we ask our companies to abide by local laws and regulations, and hope the relevant countries can provide a fair, just and non-discriminatory business environment for Chinese companies, Huawei included, so as to achieve win-win outcomes.

 

問:昨天你在回答有關(guān)中美經(jīng)貿(mào)磋商的問題時,建議我們向中方有關(guān)部門詢問。但有關(guān)部門已通知本周四的例行記者會因故取消。鑒于此,你能否透露一下新一輪中美經(jīng)貿(mào)高級別磋商的相關(guān)細(xì)節(jié)?

Q: Yesterday I asked you for some details on the trade talks between the US and China. You said we should ask the relevant department. Now the relevant department has announced that its press conference tomorrow is canceled. So I was wondering if you could enlighten us on some details about the talks?

 

答:你的問題非常具體,我還是建議你向主管部門去詢問。

A: As you are asking for the specifics, I’d still refer you to the competent authority of the Chinese side for more information.

 

我可以告訴你的是,中美經(jīng)貿(mào)磋商已經(jīng)取得了實(shí)質(zhì)性進(jìn)展,雙方也一直保持著溝通。我們相信,中美雙方經(jīng)貿(mào)團(tuán)隊(duì)將繼續(xù)按照兩國領(lǐng)導(dǎo)人重要共識精神,共同努力,相向而行,努力達(dá)成一份互利共贏的協(xié)議?!?

What I can tell you here is that substantive progress has been made in the high-level economic and trade consultations between China and the US. We are keeping in contact with each other. Following the important consensus reached by our leaders, the Chinese and US teams, as we believe, will continue to meet each other halfway and work together for a mutually beneficial agreement.

 

問:還是和伊朗有關(guān)的問題。你剛才重申了中方的立場,稱中方“合理、合法”的權(quán)益必須得到保障。如果美方正式實(shí)施它宣布的決定,中方是否認(rèn)為自身合理、合法權(quán)益未得到尊重?如果是這樣,中方是否會采取報復(fù)性措施?中方是否將從別處購買石油?中方是否擔(dān)心會再次發(fā)生類似孟晚舟的案件?

Q: Another question on Iran. You reiterated that China’s “l(fā)awful and legitimate” rights and interests must be respected. Now if the decision is followed through by the US, does China consider that it means China’s lawful and legitimate rights and interests are not being respected? And if so, will China take retaliatory measures? Or will China buy oil from elsewhere? Is China concerned about a similar sort of Meng Wanzhou type incident occurring again?

 

答:你提問的角度很周密。我現(xiàn)在還無法預(yù)判形勢到底如何發(fā)展,也無法回答假設(shè)性問題。有一點(diǎn)非常明確,目前中方同伊朗方面開展的合作是合理、合法的,必須得到尊重和保護(hù)。我們敦促美方不要做損害中方利益的事情。中方將繼續(xù)致力于維護(hù)本國企業(yè)的合法和正當(dāng)權(quán)益。

A: Your question is a thorough one. But I cannot answer a hypothetical question because for now I do not foresee how the situation will evolve. One thing is clear: the cooperation between China and Iran is legitimate and lawful; thus it must be respected and safeguarded. We urge the US to refrain from undermining China’s rights and interests, and we will continue to safeguard the lawful and legitimate rights and interests of Chinese businesses.

 

問:我的問題和香港法院裁決“占中”案相關(guān)。美國駐香港總領(lǐng)事表示對此關(guān)切,認(rèn)為判決會壓制特區(qū)基本法所保障的基本自由。發(fā)言人對此有何評論?

Q: With regard to the “Occupy Central” trial in a Hong Kong court, the US Consul General in Hong Kong expressed concerns that this would undermine basic freedoms enshrined in the Basic Law of the Hong Kong SAR. I wonder if you have any comment?

 

答:我們已經(jīng)說過多次,香港是中華人民共和國的特別行政區(qū),香港事務(wù)純屬中國內(nèi)政。我們堅(jiān)決反對任何外國勢力干涉中國內(nèi)政。

A: Like we said on many previous occasions, Hong Kong is China’s special administrative region and its affairs are entirely China’s internal affairs. We firmly oppose any foreign interference in our domestic affairs.

 

問:據(jù)報道,俄羅斯總統(tǒng)普京提議重啟朝核問題六方會談。中方對此是否支持?

Q: Russian President Putin reportedly proposed to restart the Six-Party Talks over the Korean Peninsula issue. Will China support this initiative?

 

答:我還未看到你提到的消息,需要去核實(shí)一下。

A: I haven’t seen the news you talked about and will need to verify it.

 

我想說的是,六方會談機(jī)制是在中方倡議和推動下成立的,曾舉行過多次,為推動半島無核化、緩和半島局勢發(fā)揮了積極和建設(shè)性的作用。當(dāng)前形勢下,我們愿同包括俄羅斯在內(nèi)的有關(guān)各方一道,共同努力延續(xù)和鞏固半島出現(xiàn)的對話緩和勢頭,推動半島無核化和政治解決進(jìn)程不斷向前邁進(jìn)。

The Six-Party Talks was initiated and supported by the Chinese side and held for multiple times. It has played a positive and constructive role in promoting denuclearization and deescalation on the Korean Peninsula. Under the current circumstances, we stand ready to work with Russia and other parties to sustain and strengthen the existing momentum for dialogue and deescalation, and continue to advance denuclearization and political settlement on the Peninsula.

 

問:據(jù)了解,鑒于美國對伊朗采取的制裁措施,中方已提醒當(dāng)?shù)氐闹袊髽I(yè)、中國—伊朗商會等機(jī)構(gòu)對此提高警惕。你能否證實(shí)?

Q: As far as we know, because of US sanctions on Iran, the Chinese side has warned Chinese companies in Iran, the China-Iran Joint Chamber of Commerce and other institutions about their exposure to the country. Does the foreign ministry have a comment?

 

答:你提到的情況我不了解。中伊之間有著正常的合作,這種正常合作必須得到尊重和保護(hù)。中國在伊企業(yè)和公民的正常工作、生活也必須得到保障,他們的合法權(quán)益應(yīng)該得到維護(hù)。

A: I’m not aware of what you said. The normal cooperation between China and Iran must be respected and protected. The normal operation of Chinese businesses and normal life and work of Chinese citizens in Iran must be guaranteed, and their lawful rights and interests safeguarded.
