問(wèn)：昨天，美國(guó)聯(lián)邦參議員蘭德·保羅在就朝鮮方面威脅可能重新考慮朝美領(lǐng)導(dǎo)人會(huì)晤接受CNN采訪時(shí)表示，從朝鮮的角度出發(fā)，他們釋放了三名美國(guó)公民、宣布將停止核導(dǎo)試驗(yàn)，他們作出了讓步，但卻沒(méi)有從我們美國(guó)這一方看到任何進(jìn)展。朝鮮最新表態(tài)只是以自己的方式進(jìn)行反應(yīng)。他對(duì)即將舉行的朝美領(lǐng)導(dǎo)人會(huì)晤仍然保持樂(lè)觀。你對(duì)此有何評(píng)論？

Q: Yesterday, US Senator Rand Paul, when talking about the DPRK’s threat to reconsider its summit with the US in an interview with the CNN, said that from the perspective of the DPRK, they gave up three American prisoners and they are ending military weapons testing. They are giving and haven’t seen a little bit on the other side from the US. He added that this is just the DPRK responding and pushing back in their way, but he is still optimistic about the upcoming talks between the DPRK and the US. What is your comment?

 

答：我也注意到有關(guān)報(bào)道。保羅參議員也是美國(guó)會(huì)參院外委會(huì)成員，我真心希望他上述這種換位思考的方式和主張互諒互讓的態(tài)度能夠得到重視。

A: I have noted relevant reports. Senator Rand Paul also sits on the Senate Foreign Relations Committee. He chose to look at the matter from the perspective of the DPRK and proposed to show mutual understanding and compromise. This way of thinking and attitude are worth noting.

 

一段時(shí)間以來(lái)，在有關(guān)各方的共同努力下，半島問(wèn)題的解決終于朝正確方向邁出了重要一步。我們多次說(shuō)過(guò)，我昨天在此也再次重申過(guò)，半島當(dāng)前出現(xiàn)的對(duì)話緩和局面來(lái)之不易，值得所有有關(guān)各方共同珍惜。

Not long ago, an important step to resolve the Korean Peninsula issue was taken in the right direction, thanks to the concerted efforts of all relevant parties. We keep stressing and I also reiterated yesterday that the current momentum of dialogue and détente on the Korean Peninsula does not come by easily and should be cherished by all.

 

大家也注意到，朝方為此所作的一系列重要努力，包括宣布停止核導(dǎo)試驗(yàn)、關(guān)閉豐溪里核試驗(yàn)場(chǎng)等舉措，應(yīng)該說(shuō)展現(xiàn)了朝方推進(jìn)半島無(wú)核化、與有關(guān)各方建立互信的善意，以及朝方致力于通過(guò)對(duì)話推動(dòng)半島問(wèn)題政治解決進(jìn)程的誠(chéng)意，值得充分肯定，應(yīng)該受到國(guó)際社會(huì)的鼓勵(lì)、歡迎和支持，更應(yīng)當(dāng)贏得有關(guān)方面的相向而行。

You may all have noticed that the DPRK has made important efforts, including its announcement to stop nuclear and missile tests and close the Punggye-ri nuclear test site. They have demonstrated their goodwill to pursue denuclearization of the Korean Peninsula and establish mutual trust with other parties as well as their sincerity to move forward the political settlement of the Korean Peninsula issue through talks. These efforts shall be acknowledged, encouraged, welcomed and supported by the international community and certainly deserves corresponding efforts from the other party.

 

正如王毅國(guó)務(wù)委員兼外長(zhǎng)昨天在巴黎所指出的，我們不能讓一方顯示靈活的同時(shí)、另一方反而更趨強(qiáng)硬的歷史教訓(xùn)重現(xiàn)。

Just like State Councilor and Foreign Minister Wang Yi said yesterday in Paris, we shall never allow the history of one party showing flexibility and the other taking an increasingly tougher stance to repeat itself.

 

半島問(wèn)題的政治解決需要有關(guān)各方共同努力。中方一貫主張有關(guān)各方通過(guò)對(duì)話協(xié)商推進(jìn)半島問(wèn)題政治解決進(jìn)程，均衡解決各方關(guān)切，包括朝方正當(dāng)安全關(guān)切。保羅參議員說(shuō)他仍然保持樂(lè)觀態(tài)度，我們也希望美朝雙方抓住當(dāng)前機(jī)遇，繼續(xù)致力于積累互信，展開(kāi)對(duì)話，共同為實(shí)現(xiàn)半島無(wú)核化和本地區(qū)長(zhǎng)治久安作出積極努力。

To resolve the Korean Peninsula issue in a political way calls for the concerted efforts of all relevant parties. China always maintains that this political process shall be advanced through dialogues, and all parties’ concerns shall be addressed in a balanced way, including the legitimate security concerns of the DPRK. Senator Paul said that he is still optimistic. We also hope that the US and the DPRK could seize the opportunity and remain committed to building mutual trust and engaging in dialogues, thus making positive contributions to the denuclearization of the Korean Peninsula and the enduing stability in the region.

 

問(wèn)：據(jù)報(bào)道，伊朗石油部長(zhǎng)稱中國(guó)表示在美國(guó)退出伊核全面協(xié)議后，將繼續(xù)在進(jìn)口石油問(wèn)題上與伊方進(jìn)行合作。你能否證實(shí)？

Q: According to reports, the Iranian Minister of Petroleum said that China would continue with its cooperation with Iran on oil imports after the US withdrawal from the Joint Comprehensive Plan of Action. Can you confirm this?

 

答：中伊兩國(guó)一直保持著正常的經(jīng)貿(mào)往來(lái)，包括你提到的領(lǐng)域。中方將繼續(xù)在不違反自身國(guó)際義務(wù)的前提下同伊朗保持這樣的經(jīng)貿(mào)往來(lái)。

A: China and Iran maintain normal trade and economic ties all along, including in the area mentioned by you. China will continue with such trade and economic ties with Iran on the basis of not violating its own international obligations.

 

問(wèn)：關(guān)于朝核問(wèn)題，美國(guó)總統(tǒng)國(guó)家安全事務(wù)助理博爾頓主張朝鮮應(yīng)接受“先棄核、再補(bǔ)償”的“利比亞模式”，但遭到朝方反對(duì)。中方是否贊成“利比亞模式”的解決辦法？請(qǐng)介紹中方立場(chǎng)。

Q: With regard to the Korean Peninsula nuclear issue, US National Security Adviser John Bolton proposed that the DPRK should accept the Libya model of complete nuclear disarmament in return for compensation, which was rejected by the DPRK. Does China endorse the Libya model? Please tell us China’s position on it.

 

答：我相信你從沒(méi)聽(tīng)說(shuō)過(guò)中方贊成“利比亞模式”的說(shuō)法。我剛才回答第一位記者提問(wèn)的時(shí)候已經(jīng)說(shuō)過(guò)了。我可以再重申一遍，中方一貫主張所有有關(guān)各方通過(guò)對(duì)話協(xié)商推動(dòng)半島問(wèn)題政治解決進(jìn)程，均衡解決各方關(guān)切，包括朝方正當(dāng)?shù)陌踩P(guān)切。

A: I am certain that you have never heard us saying that we endorse the Libya model. I have made our position clear in my response to the first journalist and I can repeat it for you. China always maintains that all relevant parties should engage in dialogues to advance the political settlement of the Peninsula issue and address their concerns in a balanced way, including the legitimate security concerns of the DPRK.

 

追問(wèn)：朝方主張有關(guān)各方應(yīng)采取“分階段、同步走”的措施推動(dòng)半島問(wèn)題政治解決進(jìn)程，中方是否支持朝方主張？

Follow-up: The DPRK proposed that all relevant parties should take phased and synchronized measures to realize denuclearization and promote the political settlement of the Peninsula issue. Does China support the DPRK’s proposal?

 

答：我剛才說(shuō)了，我們主張?jiān)谕苿?dòng)半島問(wèn)題政治解決進(jìn)程中均衡解決各方關(guān)切。在這個(gè)過(guò)程中各方都可以探討什么樣的方式能最有效重啟對(duì)話、同步解決各方關(guān)切，從而實(shí)現(xiàn)通過(guò)對(duì)話解決半島核問(wèn)題的目標(biāo)。任何這樣的有效途徑，中方均持開(kāi)放態(tài)度。

A: As I said just now, we believe that the concerns of all parties should be addressed in a balanced way when advancing the political settlement of the Korean Peninsula issue. During this process, all parties could seek out the most effective way to resume dialogue and address concerns in a synchronized way, thus contributing to resolving the issue through dialogues. China is open to any effective way that could achieve this end.

 

問(wèn)：俄羅斯石油公司（ROSNEFT）越南分公司目前正在中國(guó)主張的南海海域開(kāi)采石油，其對(duì)中方可能作出的反應(yīng)感到擔(dān)憂。中方對(duì)此事有何評(píng)論？

Q: The Vietnam unit of the Russian oil firm Roseneft is now drilling in an area of the South China Sea that China claims. They are concerned about China’s possible response. What is your comment?

 

答：中方注意到上述報(bào)道。我愿重申，任何國(guó)家、機(jī)構(gòu)、企業(yè)或個(gè)人未經(jīng)中國(guó)政府允許，不得在中國(guó)管轄海域內(nèi)開(kāi)展油氣勘探和開(kāi)發(fā)活動(dòng)。我們敦促有關(guān)方切實(shí)尊重中方的主權(quán)權(quán)利和管轄權(quán)，不要做有可能影響雙邊關(guān)系和本地區(qū)和平穩(wěn)定的事。

A: China has noted relevant reports. I would like to reiterate that no country, organization, company or individual can, without the permission of the Chinese government, carry out oil and gas exploration and exploitation activities in waters under Chinese jurisdiction. We urge relevant parties to earnestly respect China’s sovereign and jurisdictional rights and not do anything that could impact bilateral relations and regional peace and stability.

 

問(wèn)：最近，蘇丹當(dāng)?shù)匾幻信ず钯愐虻?9歲少女，因去年捅死了他的丈夫被判處死刑。包括歐盟、聯(lián)合國(guó)在內(nèi)的多個(gè)機(jī)構(gòu)普遍關(guān)注，呼吁蘇丹當(dāng)局廢除死刑。中國(guó)作為和蘇丹經(jīng)貿(mào)、外交關(guān)系最緊密的國(guó)家之一，對(duì)該案有何評(píng)論？

Q: Recently, there was a case about a 19-year-old Sudanese girl, Noura Hussein, who was sentenced to death for killing her husband. Many organizations, including the EU and the UN, have expressed their concern and called on the Sudanese authority to abolish death penalty. Since China is one of those that have closest economic and diplomatic ties with Sudan, do you have any comment on that?

 

答：我第一次聽(tīng)到你說(shuō)的這個(gè)案子。這是一個(gè)具體個(gè)案，而且是發(fā)生在其他主權(quán)國(guó)家的案子。我必須把情況搞清楚才能回答你的問(wèn)題。至于歐盟或其他機(jī)構(gòu)向蘇丹政府提出的要求，如果是合理要求，當(dāng)然可以和蘇丹政府協(xié)商。如果是不合理的要求，中國(guó)政府的原則立場(chǎng)就是不能干涉其他國(guó)家內(nèi)部事務(wù)，對(duì)任何國(guó)家都是如此。

A: I just learned of this news after you described it for me. It is a specific case happening in another sovereign state. I need to get all the facts straight before answering your question. If the EU and other organizations are making reasonable requests, they can suggest them to the Sudanese government. If the requests not reasonable, the principled position of the Chinese government is non-interference in other countries’ domestic affairs, which is applicable to all countries.
