Q: ROK National Security Adviser Chung Eui-yong has reportedly arrived in Beijing today. He will brief the Chinese leaders on his visits to the DPRK and the US. What is your expectation for his China visit?

 

答：你說(shuō)得對(duì)，韓國(guó)總統(tǒng)特使、韓國(guó)國(guó)家安保室長(zhǎng)鄭義溶先生今天來(lái)華。有關(guān)訪問活動(dòng)現(xiàn)在還在進(jìn)程之中。我們將及時(shí)發(fā)布有關(guān)消息。

A: You are right that Special Envoy of the ROK President and National Security Adviser Chung Eui-yong is in China today. As his visit is still unfolding, we will timely release relevant information when we have it.

 

問：《環(huán)球時(shí)報(bào)》今天報(bào)道，中國(guó)衛(wèi)生官員代表團(tuán)將訪問梵蒂岡參加有關(guān)器官移植的會(huì)議，中國(guó)去年也參加了相關(guān)會(huì)議。你是否掌握相關(guān)信息？這是否與中梵關(guān)系改善有關(guān)？

Q: The Global Times reported today that a delegation of Chinese health officials will be visiting the Vatican for a conference on organ transplant. China attended one last year as well. Do you have any information on that and whether or not it is connected with the improving relationship between China and the Vatican?

 

答：我會(huì)后可以核實(shí)一下你提到的中方代表團(tuán)參加有關(guān)會(huì)議的情況。如果情況屬實(shí)，這也不是中國(guó)衛(wèi)生界代表團(tuán)第一次參加這樣的會(huì)議。

A: I can check after the press briefing whether it is the case that a Chinese delegation is going to attend that meeting as you mentioned. If that is true, it is not the first time that a Chinese health delegation attended such a meeting.

 

至于中方派團(tuán)參會(huì)是否和中梵關(guān)系改善有關(guān)，我相信你非常清楚，如果談外交關(guān)系，應(yīng)該不需要通過衛(wèi)生領(lǐng)域渠道來(lái)談。中國(guó)對(duì)發(fā)展中梵關(guān)系的原則立場(chǎng)非常清楚，我在這里不再重述。我們希望并樂見中梵雙方通過相向而行改善關(guān)系。

As for whether it has anything to do with the improvement of China-Vatican ties, I believe you know very well that it is rare to discuss diplomatic ties via health channels. China’s principled position on developing China-Vatican relations is clear enough. I will not repeat it here. We hope and look forward to seeing that China and the Vatican could improve bilateral ties by working towards the same direction.

 

問：據(jù)報(bào)道，3月5日，哈薩克斯坦總統(tǒng)納扎爾巴耶夫提出5個(gè)社會(huì)倡議。中方對(duì)此有何評(píng)論？中方如何看待中哈兩國(guó)關(guān)系的未來(lái)？

Q: According to reports, on March 5, Kazakh President Nursultan Nazarbayev proposed Five Social Initiatives. What is your comment? How do you envision the future of China-Kazakhstan relations?

 

答：中國(guó)和哈薩克斯坦是友好鄰邦和全面戰(zhàn)略伙伴。近年來(lái)，在習(xí)近平主席和納扎爾巴耶夫總統(tǒng)的戰(zhàn)略引領(lǐng)下，中哈雙方就治國(guó)理政開展了很多富有成果的經(jīng)驗(yàn)交流活動(dòng)，雙方都將改善民生作為各自發(fā)展的優(yōu)先任務(wù)。中方堅(jiān)定支持哈薩克斯坦領(lǐng)導(dǎo)人提出的改善民生的相關(guān)政策舉措和倡議。我們衷心希望哈薩克斯坦國(guó)家建設(shè)事業(yè)不斷取得新成就。

A: China and Kazakhstan are friendly neighbors and comprehensive strategic partners. Under the strategic guidance of President Xi Jinping and President Nazarbayev, China and Kazakhstan have in recent years conducted exchanges and experience-sharing activities on state governance, which have yielded fruitful outcomes. Our two countries all regard improving people’s livelihood as the priority of development goals. China firmly supports the policy measures and initiatives for better livelihood proposed by the Kazakh leader, and sincerely hopes that Kazakhstan will make new progress in its national development.

 

至于你提到中哈關(guān)系的未來(lái)，中哈關(guān)系始終在高水平運(yùn)行，是中國(guó)和鄰國(guó)間友好關(guān)系的典范。中方對(duì)中哈關(guān)系發(fā)展成果感到滿意。我們相信，在兩國(guó)元首的戰(zhàn)略引領(lǐng)下，在雙方各界的共同努力下，中哈關(guān)系一定能發(fā)展得更好。

As to the prospect of China-Kazakhstan relations, the China-Kazakhstan relationship operating at a high level is an exemplar of friendship between China and its neighbors. We are satisfied with the development of such bilateral relations. We believe that under the strategic guidance of the two heads of state and with the concerted efforts of all walks of life in China and Kazakhstan, the China-Kazakhstan relationship will score even greater success in the future.

 

問：近日，印度外交部發(fā)言人稱，印中關(guān)系對(duì)兩國(guó)、本地區(qū)和全球都至關(guān)重要。印方愿同中方基于共同點(diǎn)發(fā)展雙邊關(guān)系，并在相互尊重和對(duì)彼此利益、關(guān)切和愿望保持敏感的基礎(chǔ)上處理分歧。中方對(duì)此有何評(píng)論？

Q: Recently, the Spokesperson of the Indian Ministry of External Affairs said that relations between India and China are not just important bilaterally, but also have regional and global significance. He also mentioned that India is willing to work with the Chinese side to develop bilateral relations based on commonalities, while dealing with differences on the basis of mutual respect and sensitivity to each other’s interests, concerns and aspirations. What is your comment on that?

 

答：我們注意到印方的上述積極表態(tài)。大家可能也注意到，3月8日，王毅外長(zhǎng)在兩會(huì)記者會(huì)上回答中外媒體提問時(shí)，就中印關(guān)系表明了中方的看法，闡述了中方對(duì)發(fā)展中印關(guān)系的基本立場(chǎng)。我們?cè)竿》揭坏?，以兩?guó)領(lǐng)導(dǎo)人重要共識(shí)為指引，增進(jìn)政治互信，推進(jìn)互利合作，妥善管控分歧，推動(dòng)中印關(guān)系始終沿著正確軌道穩(wěn)定向前發(fā)展。

A: We have noted these positive remarks made by the Indian side. You may also note that Foreign Minister Wang Yi at his press conference on March 8, talked about China’s perspective on China-India ties as well as its basic stance on developing China-India relations. We stand ready to work with the Indian side, under the guidance of the important consensus reached by our leaders, to enhance political mutual trust, promote mutually beneficial cooperation, properly handle differences so as to ensure China-India relations move forward steadily along the right track.

問：關(guān)于朝鮮和美國(guó)將舉行領(lǐng)導(dǎo)人會(huì)晤，朝方是否向中方通報(bào)相關(guān)情況？

Q: Regarding the future meeting between the DPRK and the US leaders, has the DPRK side informed the Chinese side of anything?

 

答：朝鮮半島局勢(shì)近來(lái)出現(xiàn)了一些積極變化，國(guó)際社會(huì)非常關(guān)注。我的同事多次介紹了中方的看法和主張。我可以非常明確地告訴你，中方與有關(guān)方面就如何推動(dòng)半島局勢(shì)轉(zhuǎn)圜、推動(dòng)半島核問題盡快重回通過對(duì)話協(xié)商政治解決的正確軌道一直保持著密切溝通。

A: These positive signs that have recently emerged in the Korean Peninsula situation are holding the attention of the international community. My colleagues have talked about China’s viewpoints and proposals many times. I can tell you, for sure, that China remains in close communication with relevant parties on realizing a turn-around in the Korean Peninsula situation and bringing the Korean Peninsula nuclear issue back to the right track of political settlement through dialogue and consultation.

 

問：據(jù)英國(guó)《衛(wèi)報(bào)》報(bào)道，上月，菲律賓司法部列出了600多名“利用恐怖行動(dòng)”破壞政府的叛亂分子名單，其中包括聯(lián)合國(guó)人權(quán)特別報(bào)告員維多利亞·托利科普茨。對(duì)此，聯(lián)合國(guó)人權(quán)事務(wù)高級(jí)專員侯賽因譴責(zé)稱，菲律賓總統(tǒng)杜特爾特需要接受“精神鑒定”。中方對(duì)此有何評(píng)論？

Q: According to the Guardian, the Philippine Department of Justice last month listed more than 600 people it wanted to be categorized as rebels for “using acts of terror” to undermine the government. Among them was the UN Special Rapporteur on Human Rights Victoria Tauli-Corpuz. The UN High Commissioner for Human Rights, Zeid Ra’ad Al Hussein, said in response that President Duterte needs to submit himself to some sort of psychiatric examination. What is your comment?

 

答：任何不帶偏見的人都可以看到，杜特爾特總統(tǒng)就職以來(lái)，積極打擊毒品犯罪和恐怖主義，致力于發(fā)展經(jīng)濟(jì)、改善民生，有效維護(hù)并促進(jìn)了菲律賓人民安全、發(fā)展等基本人權(quán)。杜特爾特總統(tǒng)領(lǐng)導(dǎo)的菲律賓政府在這些方面取得的成就得到了菲律賓人民的高度肯定和廣泛支持。

A: Anyone without bias can see that President Duterte has made positive efforts since assuming office to combat drug-related crimes as well as terrorism, develop the national economy, and improve people’s livelihood, which have effectively protected and promoted the Philippine people’s fundamental rights to security and development. The achievements made by the Philippine government led by President Duterte on these fronts have won great approval and extensive support among the Philippine people.

 

包括聯(lián)合國(guó)人權(quán)高專辦在內(nèi)的國(guó)際社會(huì)有關(guān)各方應(yīng)當(dāng)尊重菲律賓的主權(quán)，應(yīng)當(dāng)正視菲律賓人民的意愿，應(yīng)當(dāng)全面公正客觀看待菲律賓禁毒和反恐成果，應(yīng)當(dāng)支持菲方根據(jù)自身國(guó)情推動(dòng)本國(guó)人權(quán)事業(yè)的努力。作為聯(lián)合國(guó)機(jī)構(gòu)，人權(quán)高專辦應(yīng)當(dāng)在恪守《聯(lián)合國(guó)憲章》宗旨和原則的框架內(nèi)履行自己的職責(zé)。

Relevant sides of the international community, including the Office of the United Nations High Commissioner for Human Rights, shall respect the sovereignty of the Philippines and the will of its people, view the outcomes of the Philippines’ fight against drug and terrorism in a comprehensive, unbiased and objective way, and support its efforts to move forward its human rights cause in light of its national conditions. As an agency of the UN, the Office of the United Nations High Commissioner for Human Rights is expected to fulfill its duties within the framework set out by the purposes and principles of the UN Charter.
