尊敬的楊潔篪國務委員和夫人，尊敬的各位使節(jié)、代表和夫人，女士們、先生們、朋友們：

非常高興同大家歡聚一堂，同辭舊歲，共迎新年。首先，我謹代表中華人民共和國外交部，對各位朋友出席今天的招待會表示熱烈歡迎，對國內各部門一年來給予外交工作的大力支持表示衷心感謝，對各位使節(jié)一年來為增進中國同各國友好合作作出的寶貴貢獻表示誠摯敬意。
It is a great pleasure to join all of you here to bid farewell to the old year and usher in the new. Let me begin by extending, on behalf of the Ministry of Foreign Affairs of the People’s Republic of China, my warmest welcome to all the friends attending today’s reception and my heartfelt thanks to all the ministries and departments at home for the strong support they have given to the diplomatic work over the past year. I would also like to pay tribute to all the diplomatic envoys who have made invaluable contribution over the year to stronger ties of friendship and cooperation between China and the countries they represent.
回首2013年，國際社會維護和平的呼聲進一步增強，推進變革的潮流更加強勁，世界經濟緩慢復蘇，地區(qū)格局加速演變，國際力量對比朝著更趨均衡的方向發(fā)展。與此同時，傳統(tǒng)與非傳統(tǒng)安全問題相互交織，網絡安全、氣候變化等全球性問題進一步凸顯。身處這樣一個調整、變革、創(chuàng)新的時代，各國唯有因時而變、與時俱進，才能把握主動、開創(chuàng)未來。
Looking back at 2013, we have seen an even stronger appeal for peace and more vigorous support for change in the international community. World economy has recovered slowly. Changes of regional landscapes have picked up speed. And international balance of power is moving towards greater equilibrium. At the same time, traditional and non-traditional security issues are interwoven with cyber security, climate change and other global challenges becoming a lot more salient. Living in such an era of adjustment, transformation and innovation, the only way for all countries to seize the initiative and find the way to the future is to be highly adaptive and keep pace with the times.
2013年是以習近平同志為總書記的黨中央外交開局之年。在中央領導下，中國外交不斷推出新理念，采取新舉措，展示新氣象。新形勢下的中國外交更具全球視野、更富進取意識、更有開創(chuàng)精神，打開了中國同各國友好合作的新局面。
The year 2013 has seen the groundbreaking of diplomacy under the Central Committee of the Communist Party of China (CPC) with Comrade Xi Jinping as General Secretary. With the CPC Central Committee at the helm, China has put forth a series of new concepts, taken new measures and demonstrated a new look in the country’s diplomacy. Such diplomacy, showing greater global perspective and being more enterprising and innovative under the new circumstances, has opened up a new vista of friendly cooperation between China and other countries.
我們更加堅定地走和平發(fā)展的道路。今年伊始，中共中央政治局就堅持走和平發(fā)展道路進行集體學習。習近平總書記指出，中國將堅定不移做和平發(fā)展的實踐者、共同發(fā)展的推動者、多邊貿易體制的維護者、全球經濟治理的參與者。一年來，中國領導人的足跡遍及亞非拉和歐洲、北美各大洲，同100多位外國領導人會見接觸，并邀請了數十個國家的領導人訪華。我們同各國達成數百項合作協(xié)議，同冰島、瑞士簽署自貿協(xié)定。中國的和平發(fā)展正在轉化為越來越多各國合作共贏的切實成果。當然，實現世界的和平與發(fā)展決不僅僅是中國一家的事，而是各國共同的責任，中國愿與各國攜手努力，在此過程中不斷作出我們應有的貢獻。
We have become more determined in pursuing the path of peaceful development. Earlier this year, the Political Bureau of the CPC Central Committee conducted a collective study session on adhering to the path of peaceful development. General Secretary Xi Jinping pointed out that China will unswervingly pursue peaceful development, promote common development, uphold the multilateral trading system and participate in global economic governance. Over the year, Chinese leaders have travelled extensively to Asia, Africa, Latin America, Europe and North America where they met and contacted over 100 foreign leaders, and invited leaders from several dozen countries to visit China. We have reached several hundred cooperation agreements with various countries and concluded free trade agreements with Iceland and Switzerland. China’s peaceful development has been translated into tangible benefits flowing from the win-win cooperation among world’s countries of increasing numbers. Achieving world peace and development, needless to say, is not a job for China alone but a shared responsibility of all countries. China stands ready to work with other countries and keep making our due contribution to this end.
我們更加積極地構建健康穩(wěn)定的大國關系。中國有決心也有信心通過與其他國家攜手努力，共同走出一條大國和平共處、良性互動的新路。今年6月，習近平主席同奧巴馬總統(tǒng)在美國加州安納伯格莊園舉行會晤，就中美構建不沖突不對抗、相互尊重、合作共贏的新型大國關系達成重要共識，為兩國關系長遠發(fā)展指明了方向。習近平主席就任后首訪俄羅斯，同普京總統(tǒng)年內5次會晤，凸顯中俄全面戰(zhàn)略協(xié)作伙伴關系的高水平和特殊性。歲末之際，中歐高層交往掀起新高潮，中歐關系迎來新的發(fā)展機遇。
We have made greater efforts to build major-country relationships that are healthy and stable. China has the determination and confidence to blaze a new path of major-country relationship based on peaceful co-existence and sound interaction through joint efforts with the relevant countries. Last June, President Xi Jinping and President Barack Obama met at the Annenberg Estate, California where they reached the important agreement on building a new model of major-country relationship between China and the United States featuring non-conflict, non-confrontation, mutual respect and win-win cooperation and pointed out the direction for the long-term development of bilateral relations. President Xi Jinping made Russia the destination of his first overseas trip after becoming China’s head of state and has since met President Putin five times, indicating the high level and extraordinary nature of China-Russia comprehensive strategic partnership of coordination. Toward the end of the year, China-EU high-level exchanges set off a new upsurge, blessing China-Europe relations with new opportunities of development.
