鳳凰衛(wèi)視記者:今天上午中美元首剛剛舉行視頻會(huì)晤,請(qǐng)問(wèn)中方如何評(píng)價(jià)會(huì)晤的結(jié)果?是否達(dá)到了預(yù)期目標(biāo)?將會(huì)采取哪些具體措施落實(shí)兩國(guó)元首共識(shí)?
Phoenix TV: The Chinese and US heads of state just held their virtual meeting this morning. How does China see the outcomes of the meeting? Were the expected goals reached? What specific measures will be adopted to implement the two heads of state's consensus?
趙立堅(jiān):今天上午,習(xí)近平主席同拜登總統(tǒng)舉行視頻會(huì)晤。外交部副部長(zhǎng)謝鋒在會(huì)晤后接受了采訪。這是中美關(guān)系史上兩國(guó)元首首次視頻會(huì)晤,也是中美關(guān)系和國(guó)際關(guān)系中的一件大事。會(huì)晤從北京時(shí)間上午8:45開(kāi)始,到12:25結(jié)束,持續(xù)了3個(gè)半小時(shí),超過(guò)原定時(shí)間。雙方圍繞中美關(guān)系戰(zhàn)略性、全局性、根本性問(wèn)題,各自發(fā)展議程與內(nèi)外政策,以及共同關(guān)心的國(guó)際地區(qū)問(wèn)題等廣泛交換了意見(jiàn)。
Zhao Lijian: President Xi Jinping held a virtual meeting with President Joe Biden this morning. Vice Foreign Minister Xie Feng briefed journalists on the meeting in an interview afterwards. It is the first head-of-state meeting in the virtual format in the history of China-US relations. It is of great significance to China-US relations and international relations. The meeting started at 8:45 Beijing time and lasted for three and a half hours, ending at 12:25, later than scheduled. The two sides had exchanges on a broad range of issues, including those of strategic, overarching and fundamental importance shaping the development of China-US relations, respective development agenda, domestic and foreign policies and regional and international issues of mutual interest.
這次會(huì)晤的主要內(nèi)容可以概括為“1234”,也就是:一是習(xí)近平主席就“一個(gè)重要問(wèn)題”深入做了美方工作,二是兩國(guó)領(lǐng)導(dǎo)人達(dá)成了“兩個(gè)原則共識(shí)”,三和四是習(xí)近平主席就發(fā)展中美關(guān)系提出了“三點(diǎn)原則”和“四個(gè)方面的優(yōu)先事項(xiàng)”。
The key points of the meeting can be summarized as one important question President Xi elaborated on, two principled consensuses reached between the two Presidents, three principles and four priorities put forward by President Xi on developing China-US relations.
“一個(gè)重要問(wèn)題”是臺(tái)灣問(wèn)題。臺(tái)灣問(wèn)題始終是中美關(guān)系中最重要最敏感的問(wèn)題,也是兩國(guó)元首每次交往必談的問(wèn)題。習(xí)近平主席在此次會(huì)晤中明確指出,一個(gè)中國(guó)原則和中美三個(gè)聯(lián)合公報(bào)是中美關(guān)系的政治基礎(chǔ),強(qiáng)調(diào)中國(guó)實(shí)現(xiàn)完全統(tǒng)一,是全體中華兒女的共同愿望。我們?cè)敢宰畲笳\(chéng)意、盡最大努力爭(zhēng)取和平統(tǒng)一的前景。但是如果“臺(tái)獨(dú)”分裂勢(shì)力挑釁逼迫,甚至突破紅線(xiàn),我們將不得不采取斷然措施。在這個(gè)關(guān)系中國(guó)主權(quán)和領(lǐng)土完整的問(wèn)題上,中國(guó)沒(méi)有妥協(xié)的空間。拜登總統(tǒng)在會(huì)晤中再次重申,美方堅(jiān)持一個(gè)中國(guó)政策,不支持“臺(tái)獨(dú)”。
One important question is the Taiwan question, which remains the most important and sensitive issue in China-US relations and a topic always on the agenda whenever our heads of state meet. President Xi pointed out unequivocally in this meeting that the one-China principle and the three China-US Joint Communiqués are the political foundation of China-US relations. Achieving China's complete reunification is an aspiration shared by all sons and daughters of the Chinese nation. We will strive for the prospect of peaceful reunification with utmost sincerity and efforts. That said, should the separatist forces for "Taiwan independence" provoke us, force our hands or even cross the red line, we will be compelled to take resolute measures. On this question bearing on China's sovereignty and territorial integrity, there is no room for compromise. President Biden reiterated in the meeting that the US is committed to the one-China policy and does not support "Taiwan independence".
關(guān)于兩項(xiàng)原則共識(shí),一是兩國(guó)元首都強(qiáng)調(diào)中美關(guān)系的重要性。習(xí)近平主席表示,推動(dòng)中美各自發(fā)展,維護(hù)和平穩(wěn)定的國(guó)際環(huán)境,都需要一個(gè)健康穩(wěn)定的中美關(guān)系。雙方應(yīng)該加強(qiáng)溝通與合作,既辦好各自國(guó)內(nèi)的事情,又承擔(dān)起應(yīng)盡的國(guó)際責(zé)任,引領(lǐng)中美關(guān)系積極向前發(fā)展,共同推進(jìn)人類(lèi)和平與發(fā)展的崇高事業(yè)。這是造福兩國(guó)人民的需要,也是國(guó)際社會(huì)的共同期待。拜登總統(tǒng)表示,中美關(guān)系不僅事關(guān)兩國(guó),也攸關(guān)世界。我們不僅應(yīng)對(duì)兩國(guó)負(fù)責(zé),也應(yīng)為世界負(fù)責(zé)。他贊同中美關(guān)系不能搞砸。美方的目標(biāo)絕不是改變中國(guó)的體制。雙方應(yīng)該相互尊重,和平共處。當(dāng)務(wù)之急是雙方就中美關(guān)系中廣泛的實(shí)質(zhì)議題進(jìn)行坦誠(chéng)對(duì)話(huà),確保競(jìng)爭(zhēng)是健康的,不會(huì)導(dǎo)致沖突對(duì)抗。
One of the two principled consensuses is the importance of China-US relations. President Xi said that a sound and stable China-US relationship is required for advancing the two countries' respective development and for safeguarding a peaceful and stable international environment. The two sides should increase communication and cooperation, each run their domestic affairs well and, at the same time, shoulder their share of international responsibilities, take active steps to move China-US relations forward in a positive direction, and work together to advance the noble cause of world peace and development. Doing so will advance the interests of the two peoples and meet the expectation of the international community. President Biden said that how our bilateral relationship evolves will have a profound impact not only on our countries but also the rest of the world. We have a responsibility to the world, as well as to our people. He agrees that we cannot afford to mess up our relationship. He reiterated that the US does not seek to change China's system and is willing to work with China on the basis of mutual respect and peaceful coexistence. The most pressing task at hand is to engage in candid dialogue on a broad range of substantive issues in bilateral relations to make sure that competition is healthy and does not veer into conflict.
第二個(gè)共識(shí)是,兩國(guó)元首都表示反對(duì)打“新冷戰(zhàn)”。中方一貫反對(duì)任何形式的“新冷戰(zhàn)”。拜登總統(tǒng)也明確表示美方不尋求“新冷戰(zhàn)”。實(shí)際上,各國(guó)包括美國(guó)盟友,都不愿意再走冷戰(zhàn)老路,也不愿意在中美間選邊站隊(duì)。習(xí)近平主席在會(huì)晤中指出,搞意識(shí)形態(tài)劃線(xiàn)、陣營(yíng)分割、集團(tuán)對(duì)抗,結(jié)局必然是世界遭殃。中方要求美方把不打“新冷戰(zhàn)”表態(tài)落到實(shí)處,希望美方在亞太地區(qū)發(fā)揮建設(shè)性、有利于團(tuán)結(jié)的作用。
The second consensus is rejection of a "new Cold War". China consistently opposes a "new Cold War" in any form. President Biden has also explicitly stated that the US does not seek a "new Cold War". Actually, no country, not even US allies, wants to see another Cold War or choose sides between China and the US. President Xi stressed during the meeting that drawing ideological lines or dividing the world into different camps or rival groups will only make the world suffer. The Chinese side called on the US side to meet its word of not seeking a "new Cold War" with concrete actions. It is hoped that the US will play a constructive role in the Asia-Pacific that is conducive to enhancing solidarity.
關(guān)于三點(diǎn)原則,習(xí)近平主席在會(huì)晤中指明了新時(shí)期中美相處之道,即三點(diǎn)原則:一是相互尊重。尊重彼此社會(huì)制度和發(fā)展道路,尊重對(duì)方核心利益和重大關(guān)切,尊重各自發(fā)展權(quán)利,平等相待,管控分歧,求同存異。二是和平共處。不沖突不對(duì)抗是雙方必須堅(jiān)守的底線(xiàn)。三是合作共贏。中美利益深度交融。地球足夠大,容得下中美各自和共同發(fā)展。要堅(jiān)持互利共贏,不玩零和博弈,不搞你輸我贏。
President Xi pointed out three principles for China and the US to get along in the new era. First, mutual respect. The two countries need to respect each other's social systems and development paths, respect each other's core interests and major concerns, and respect each other's right to development. They need to treat each other as equals, keep differences under control, and seek common ground while reserving differences. Second, peaceful coexistence. No conflict and no confrontation is a line that both sides must hold. Third, win-win cooperation. The two sides' interests are deeply intertwined. The world is big enough for the two countries to develop individually and collectively. The right thing to do is to choose mutual benefit over zero-sum game or the I-win-you-lose approach.
關(guān)于四個(gè)方面的優(yōu)先事項(xiàng)。習(xí)近平主席在會(huì)晤中表示,中美當(dāng)前要著力推動(dòng)四個(gè)方面的優(yōu)先事項(xiàng):一是展現(xiàn)大國(guó)擔(dān)當(dāng),引領(lǐng)國(guó)際社會(huì)合作應(yīng)對(duì)突出挑戰(zhàn),包括氣變和全球公共衛(wèi)生、能源、產(chǎn)業(yè)鏈供應(yīng)鏈安全等等。中美合作也許不是萬(wàn)能的,但沒(méi)有中美合作是萬(wàn)萬(wàn)不能的。中方提出的全球性倡議對(duì)美國(guó)都開(kāi)放,希望美方也能如此。二是本著平等互利精神,推進(jìn)各領(lǐng)域各層級(jí)交往,為中美關(guān)系注入更多正能量。兩國(guó)元首通過(guò)多種方式保持密切聯(lián)系,為中美關(guān)系指明方向、注入動(dòng)力。中美在經(jīng)濟(jì)、能源、兩軍、執(zhí)法、教育、科技、網(wǎng)絡(luò)、環(huán)保、地方等諸多領(lǐng)域有著廣泛共同利益,應(yīng)該互通有無(wú)、取長(zhǎng)補(bǔ)短,做大合作“蛋糕”。中美可以利用兩國(guó)外交安全、經(jīng)貿(mào)財(cái)金、氣候變化團(tuán)隊(duì)的對(duì)話(huà)渠道和機(jī)制,推動(dòng)務(wù)實(shí)合作,解決具體問(wèn)題。三是以建設(shè)性方式管控分歧和敏感問(wèn)題,防止中美關(guān)系脫軌失控。中美存在分歧很自然,關(guān)鍵是要建設(shè)性管控,避免激化和擴(kuò)大化。中方維護(hù)自身主權(quán)、安全、發(fā)展利益堅(jiān)定不移。美方務(wù)必要謹(jǐn)慎處理好相關(guān)問(wèn)題。四是加大在重大國(guó)際和地區(qū)熱點(diǎn)問(wèn)題上的協(xié)調(diào)與合作,為世界提供更多公共產(chǎn)品。天下并不太平。中美應(yīng)該同國(guó)際社會(huì)一道,共同捍衛(wèi)世界和平,促進(jìn)全球發(fā)展,維護(hù)公正合理的國(guó)際秩序。
With regard to the four priority areas, President Xi identified four areas where China and the US should focus their efforts on. First, shouldering responsibilities of major countries and leading global response to outstanding challenges, such as climate change, global public health, energy, and industrial and supply chain security. China-US cooperation may not solve all problems, but few problems can be solved without China-US cooperation. The global initiatives China has proposed are all open to the US. We hope the reverse is also true. Second, acting in the spirit of equality and mutual benefit to move forward exchanges at all levels and in all areas and generate more positive energy for China-US relations. The two heads of state can stay in touch with each other through multiple means to set the direction and inject more momentum into bilateral relations. The two countries, with broad common interests in a wide range of areas including economy, energy, mil-to-mil, law-enforcement, education, science and technology, cyber, environmental protection and sub-national interactions, should complement each other to make the cake bigger for China-US cooperation. The two sides could fully harness the dialogue channels and mechanisms between their diplomatic and security, economic and financial, and climate change teams, in an effort to advance practical cooperation and resolve specific issues. Third, managing differences and sensitive issues in a constructive way to prevent China-US relations from getting derailed or out of control. It is only natural for the two countries to have differences. The key is to manage them constructively so that they don't magnify or exacerbate. China is firmly determined to defend its sovereignty, security and development interests, and it is important that the US properly handle the relevant issues with prudence. Fourth, strengthening coordination and cooperation on major international and regional hotspot issues to provide more public goods to the world. The world is not tranquil. China and the US need to work together with the rest of the international community to defend world peace, promote global development, and safeguard a fair and equitable international order.
兩國(guó)元首都認(rèn)為,此次會(huì)晤是坦率、建設(shè)性、實(shí)質(zhì)性和富有成效的,有利于增進(jìn)雙方相互了解,增加國(guó)際社會(huì)對(duì)中美關(guān)系的正面預(yù)期,向中美兩國(guó)和世界發(fā)出了強(qiáng)有力信號(hào)。雙方同意繼續(xù)通過(guò)各種方式保持密切聯(lián)系,推動(dòng)中美關(guān)系重回健康穩(wěn)定發(fā)展的正確軌道,造福中美兩國(guó)人民和世界各國(guó)人民。
The two Presidents agreed that their meeting is candid, constructive, substantive and productive. It helps increase mutual understanding, adds to the positive expectation of the international community for this relationship, and sends a powerful message to the two countries and the world. The two sides agreed to maintain close communication in different forms and steer China-US relations back on the right track of sound and steady development, for the good of the people in both countries and around the world.

Zhao Lijian: The virtual summit today is another example of the two heads of state steering and guiding China-US relations at a critical moment. It is of great, far-reaching significance to the development of China-US relations in the next stage. President Xi Jinping and President Joe Biden agreed to stay in touch through various forms. We are open to all forms of communication between the two heads of state, including face-to-face interactions. We should let things take their course. They will happen when conditions are ripe. The key is for the two sides to work in the same direction, create an enabling atmosphere with actions and ensure positive outcomes from the summit.
中美關(guān)系如果回不到過(guò)去,就應(yīng)當(dāng)面向未來(lái)。中方不抱幻想,但有信心,將繼續(xù)保持定力。凡是有利于中美關(guān)系發(fā)展的選項(xiàng),中方都持開(kāi)放態(tài)度。同時(shí)我們又是講原則的,概括起來(lái)就是習(xí)近平主席今天講的三點(diǎn)原則:相互尊重,和平共處,合作共贏。
If we cannot bring China-US relations back to where they were, then we should be forward-looking. China holds no illusions, but it is confident and will continue to stay focused. China is open to all options that are conducive to the development of China-US relations. In the meantime, we uphold principles, which can be summed up as the three principles President Xi Jinping talked about today: mutual respect, peaceful coexistence and win-win cooperation.

China-US relations have now come to a crucial crossroads. As for the impact of the China-US virtual summit on the situation across the Taiwan Strait, President Xi has fully stated China's principled position on the Taiwan question during the meeting. The US should abide by the formal bilateral agreements reached between China and the US and the formal resolutions adopted at the UN General Assembly with an overwhelming majority, face up to the fact and will of the overwhelming majority of countries to adhere to the one-China principle, and win the trust of the Chinese people and the international community with actions.

I have noted that the Chinese Consulate General in Osaka announced earlier that online commemorative events will be held together with the Japanese side. What is your comment on that?
趙立堅(jiān):相信大家和我一樣都關(guān)注到,今天社交媒體有很多人轉(zhuǎn)發(fā)40年前中國(guó)女排以七戰(zhàn)全勝的成績(jī)?cè)诖筅媸椎鞘澜绻谲婎I(lǐng)獎(jiǎng)臺(tái),由此開(kāi)啟中國(guó)女排“五連冠”輝煌的往事。祖國(guó)至上、團(tuán)結(jié)協(xié)作、頑強(qiáng)拼搏、永不言敗的女排精神讓我們動(dòng)容,它也成為中華民族銳意進(jìn)取的強(qiáng)大精神動(dòng)力。
Zhao Lijian: I believe many of you have noticed, as I did, that many people reposted on social media the victory of the Chinese women's volleyball team that was claimed after winning all seven matches on this day 40 years ago in Osaka. It was the first time for the team to win world championship and also the first in its glorious history of five consecutive world titles. We are touched by the spirit of the women's volleyball team featuring patriotism, solidarity, teamwork, tenacity and unyieldingness, which has become a powerful inner driving force for the Chinese nation to forge ahead.
中日兩國(guó)在文化體育領(lǐng)域一直開(kāi)展著廣泛深入的交流合作,留下不少膾炙人口的佳話(huà)。今明兩年是“中日文化體育交流促進(jìn)年”。明年中日將紀(jì)念邦交正?;?0周年,中國(guó)將舉辦北京冬奧會(huì)。希望雙方以此為契機(jī),謀劃實(shí)施好人文交流活動(dòng),為中日關(guān)系營(yíng)造積極友善的社會(huì)氛圍。
China and Japan have maintained extensive and deep exchanges and cooperation in culture and sports, leaving behind many well-known stories. This year and the next are the "China-Japan Cultural and Sports Exchange Promotion Year". In 2022, the two countries will mark the 50th anniversary of the normalization of diplomatic ties and China will also host the Beijing Winter Olympics. We hope both sides will take this as an opportunity to properly plan and carry out cultural and people-to-people exchange activities and foster a positive and friendly social atmosphere for bilateral relations.

Zhao Lijian: The World Economic Forum (WEF) will hold a special virtual dialogue for global business leaders on November 16, where Premier Li Keqiang will be invited to hold dialogue and exchanges with hundreds of business leaders from over 40 countries. The dialogue will be chaired by Executive Chairman of the WEF Klaus Schwab.
當(dāng)前,疫情仍在延宕,世界經(jīng)濟(jì)復(fù)蘇面臨不少不穩(wěn)定不確定因素。國(guó)際社會(huì)特別是跨國(guó)企業(yè)高度關(guān)注中國(guó)經(jīng)濟(jì)發(fā)展前景和政策走向,普遍期待同中國(guó)深化、拓展合作。
As COVID-19 continues to spread, the world economic recovery faces many destabilizing and uncertain factors. The international community, multinational corporations in particular, is following closely China's economic growth prospects and policy trajectory, and hopes to deepen and expand cooperation with China.
