深圳衛(wèi)視記者：美國國務(wù)卿蓬佩奧11日發(fā)推特再次攻擊說，中國共產(chǎn)黨是對聯(lián)合國的最大威脅。蓬佩奧在推文中還批評中國在世衛(wèi)組織等國際機(jī)構(gòu)中的做法。中方對此有何評論？

Shenzhen TV: U.S. Secretary of State Pompeo tweeted on January 11 that the biggest threat to the UN. He also criticized China’s practice in international institutions such as WHO. Do you have a comment?

 

趙立堅：蓬佩奧為了散播政治病毒可謂煞費苦心，他羅織謊言、顛倒黑白的能力可謂登峰造極。我想回應(yīng)三點：

Zhao Lijian: Mr. Pompeo certainly went to great lengths to spread political viruses. He’s truly in a league of his own when it comes to weaving lies and distorting facts. I will just respond with three points.

 

首先，中國始終是世界和平的建設(shè)者和國際秩序的維護(hù)者。遠(yuǎn)的不說，習(xí)近平主席出席聯(lián)合國成立75周年系列高級別會議期間，宣布一系列重大倡議，包括向聯(lián)合國新冠肺炎疫情全球人道主義應(yīng)對計劃提供5000萬美元支持、設(shè)立規(guī)模5000萬美元的第三期中國－聯(lián)合國糧農(nóng)組織南南合作信托基金、未來5年內(nèi)將再向聯(lián)合國婦女署提供1000萬美元捐款等。這些措施是中國支持多邊主義的扎實行動。

First, China has always been a defender of world peace and international order. Only recently President Xi Jinping announced a series of major initiatives at the high-level meetings commemorating the 75th anniversary of the founding of the United Nations, including providing $50 million to the COVID-19 Global Humanitarian Response Plan, setting up the third FAO-China South-South Cooperation Trust Fund at $50 million, and making an additional donation of $10 million to UN Women in the next five years. These are concrete actions China has undertaken to support multilateralism.

 

第二，美國才是威脅全球和平與安全、破壞多邊合作的最大不穩(wěn)定因素。美國大搞單邊主義，肆意毀約退群，動輒制裁威脅，迄今已經(jīng)退出十多個國際條約和國際組織。美方單方面宣布安理會恢復(fù)對伊朗制裁，并借聯(lián)合國等平臺大肆污蔑別國，遭到國際社會普遍反對。美方行為嚴(yán)重削弱國際社會諸多領(lǐng)域的共同合作，嚴(yán)重破壞現(xiàn)有國際秩序和國際機(jī)制，嚴(yán)重?fù)p害世界和平、穩(wěn)定與安全。

Second, it is the United States that is the biggest destabilizing factor threatening global peace and security and undermining multilateral cooperation. In rampant pursuit of unilateralism, it blatantly withdraws from treaties and organizations and arbitrarily resorts to the threat of sanctions. To date it has exited a dozen of international conventions and organizations. The United States unilaterally announced the restoration of UN Security Council sanctions against Iran, and abused the venue of the UN to flagrantly smear other countries, drawing wide opposition from the international community. Such behaviors gravely undermine international cooperation in various areas, the existing international order and mechanism, and world peace, stability and security.

 

第三，蓬佩奧的“謊言外交”再次展現(xiàn)了世界馳名的“美式雙標(biāo)”：凡是對美國沒有好處的就“不合則棄”，凡是中國參與的國際合作就“存在問題”，這就是美方的邏輯。歷史和現(xiàn)實一再證明，對中國污名化、凡事歸咎中國的錯誤行徑絕不會使美國再次偉大，絕不會使美國的單邊霸凌合法化，更無益于美國自身的形象和國際信譽。國際社會應(yīng)該睜大眼睛、明辨是非，不要讓一些人的毒液侵蝕國際社會的團(tuán)結(jié)與合作。

Third, Pompeo’s lying diplomacy has once again exposed the infamous “American double standard”: whatever doesn’t serve American interests can be cast aside, while any international cooperation with the participation of China is problematic. This is the logic of the U.S. side. As has been proven by history and reality time and again, erroneous actions that stigmatize and scapegoat China can by no means make America great again, or justify its bullying, or help with its international image and reputation. The international community should keep its eyes wide open to distinguish right from wrong and refuse to allow certain people’s venom to erode global solidarity and cooperation.

 

今日俄羅斯記者：美國國務(wù)卿昨天發(fā)表聲明稱，美國重新將古巴列入支持恐怖主義國家名單。中方對此有何評論？

RIA Novosti: U.S. Secretary of State Pompeo announced in a statement yesterday that the United States has again designated Cuba as a State Sponsor of Terrorism. Do you have any comment on this?

 

趙立堅：中方一貫主張國際社會應(yīng)該攜手打擊恐怖主義，但堅決反對美國以反恐為名對古巴進(jìn)行政治打壓和經(jīng)濟(jì)制裁。我們認(rèn)為，美方應(yīng)在平等和相互尊重的基礎(chǔ)上同古巴發(fā)展正常國家關(guān)系，這才符合兩國和兩國人民的根本利益，也有利于維護(hù)拉美地區(qū)的和平與穩(wěn)定。

Zhao Lijian: China always maintains that the international community should fight terrorism together, and firmly opposes U.S. political oppression and economic sanctions against Cuba under the pretext of counterterrorism. We believe the United States should develop normal state-to-state relations with Cuba on the basis of equality and mutual respect, which will serve the fundamental interests of the two countries and peoples, and contribute to peace and stability in Latin America.

 

總臺央廣記者：昨天，國務(wù)院副總理韓正在北京以視頻方式出席了“一個星球”峰會。你能否進(jìn)一步介紹相關(guān)情況？

CNR: Vice Premier Han Zheng of the State Council attended the One Planet Summit via video-conference in Beijing yesterday. Could you offer more information on that?

 

趙立堅：1月11日，國務(wù)院副總理韓正在北京以視頻方式出席“一個星球”峰會并發(fā)表題為“攜手邁向昆明，共啟生物多樣性治理新進(jìn)程”的講話。他在講話中提出三點倡議，呼吁各方走合作共贏之路、雄心與務(wù)實兼?zhèn)渲?、共同提升之路，對推動《生物多樣性公約》第十五次締約方大會進(jìn)程具有現(xiàn)實指導(dǎo)意義。

Zhao Lijian: On January 11, Vice Premier Han Zheng attended the One Planet Summit via video-conference in Beijing and delivered an address under the theme of “join hands on the road to Kunming toward a new journey of biodiversity governance”. He put forward three proposals and called upon all parties to take the path of win-win cooperation, the path that is both ambitious and practical, the path toward common progress, which is of practical guiding significance for promoting progress of COP-15.

 

中國始終是全球生態(tài)文明建設(shè)的重要參與者、貢獻(xiàn)者和引領(lǐng)者。中方認(rèn)真履行《生物多樣性公約》以及公約第十次締約方大會通過的“愛知目標(biāo)”。中國劃定生態(tài)保護(hù)紅線，建立國家公園體系，陸地和海洋生態(tài)環(huán)境得到明顯改善，“美麗中國”的絢麗畫面讓人眼前一亮。中方倡議成立“一帶一路”綠色發(fā)展國際聯(lián)盟，先后與100多個國家開展環(huán)保交流與合作。中國實施一大批生物多樣性合作項目，通過南南合作為其他發(fā)展中國家提供力所能及的幫助。

China has always been a participant, contributor and front-runner in ecological protection. We have been faithfully implementing the Convention on Biological Diversity and the Aichi Biodiversity Targets set out at COP-10. We have drawn red lines for ecological conservation, established a national parks system, and significantly improved land and marine ecological environment, presenting a refreshing and beautiful China. We have proposed building the Belt and Road Initiative International Green Development Coalition and conducted exchange and cooperation in environmental-protection with over 100 countries. We have launched a number of biodiversity cooperation projects and offered assistance to the best of our capability to fellow developing countries through South-South cooperation.

 

今年中國將在昆明舉辦《生物多樣性公約》第十五次締約方大會，大會將制定“2020年后全球生物多樣性框架”，繪制未來10年生物多樣性保護(hù)藍(lán)圖。中方愿以此為契機(jī)，同各方一道推動框架談判進(jìn)程，制定科學(xué)有效目標(biāo)，強化行動保障機(jī)制，共商全球生物多樣性保護(hù)大計。

This year, China will host COP-15 in Kunming, where a Post-2020 Global Biodiversity Framework will be formulated to serve as the blueprint for biodiversity protection in the next decade. We hope to use this opportunity to work with other parties to advance negotiation on the framework, set scientific and effective targets, strengthen safeguard mechanism for actions, and jointly contribute to the global cause of biodiversity protection.

Bloomberg: U.K. Prime Minister Boris Johnson on Monday appeared to blame the coronavirus crisis on traditional Chinese medicine, saying it “originates from bats or pangolins, from the demented belief that if you grind up the scales of a pangolin you will somehow become more potent.” Does the Foreign Ministry have any comment on this?

 

趙立堅：呵呵（發(fā)言人和記者笑）。我們已經(jīng)多次重申相關(guān)立場。新冠病毒溯源是一個科學(xué)問題，需要科學(xué)家經(jīng)過細(xì)致嚴(yán)謹(jǐn)?shù)难芯恐?，得出?jīng)得起檢驗的科學(xué)結(jié)論。沒有根據(jù)的主觀臆測，或者借病毒溯源問題進(jìn)行炒作，只會對正常的溯源國際合作造成干擾。

Zhao Lijian: Interesting. We already reiterated our position on multiple occasions. Tracing the origin of COVID-19 is a scientific issue which requires careful and meticulous studies by scientists before tenable conclusions can be reached. Groundless conjecture or hype-up of the issue will only disrupt normal international cooperation on origin-tracing.

 

今日俄羅斯記者：世界衛(wèi)生組織專家來華后是否會被隔離？他們將在中國待多久？你能否提供具體工作安排？

RIA Novosti: Will WHO experts be quarantined after they arrive in China? How long will they stay? And could you offer more details of what’s on their agenda?

 

趙立堅：國家衛(wèi)生健康委昨天已經(jīng)發(fā)布了消息。經(jīng)雙方協(xié)商，世衛(wèi)組織新冠病毒溯源國際專家組將于1月14日來華考察，同中方科學(xué)家就新冠病毒溯源進(jìn)行聯(lián)合科研合作。根據(jù)目前計劃，他們將于14日從新加坡飛抵武漢。如果有進(jìn)一步的消息，中方愿與大家分享。你們也可以直接跟中方主管部門聯(lián)系。

Zhao Lijian: The NHC released information yesterday that upon consultation between the two sides, the WHO experts will visit China on January 14 and conduct scientific cooperation in origin-tracing with Chinese scientists. According to the current plan, they will fly to Wuhan from Singapore on by flight on January 14. We will share more information with you if there’s any update. You may also contact the Chinese competent authority directly.

 

《北京日報》記者：1月10日，吉爾吉斯斯坦舉行總統(tǒng)選舉。根據(jù)吉中央選舉委員會11日公布的初步結(jié)果，卡德爾·扎帕羅夫高票勝選。中方對此有何評論？

Beijing Daily: According to initial results released by Kyrgyzstan’s Central Election Commission on January 11, Sadyr Japarov won a landslide victory in the presidential election held the day before. Do you have a comment?

 

趙立堅：吉爾吉斯斯坦總統(tǒng)選舉順利舉行，扎帕羅夫先生以較大優(yōu)勢勝出，中方對此表示祝賀。我們相信吉爾吉斯斯坦新一屆政府一定能夠帶領(lǐng)吉人民在國家建設(shè)進(jìn)程中取得新的更大成就。中吉是山水相連的友好鄰邦，兩國人民友好交往源遠(yuǎn)流長。中方愿同吉方繼續(xù)深化各領(lǐng)域互利合作，鞏固兩國人民傳統(tǒng)友誼，不斷豐富中吉全面戰(zhàn)略伙伴關(guān)系的內(nèi)涵，造福兩國和兩國人民。

Zhao Lijian: China extends congratulations to the smooth presidential election in Kyrgyzstan, which Mr. Japarov has won with a large margin. China and Kyrgyzstan are friendly neighbors linked by mountains and rivers with a long tradition of people-to-people exchange. Reuters/Bloomberg: Taiwan’s representative to the Netherlands recently met with the U.S. Ambassador at the U.S. Embassy there after Secretary of State Pompeo lifted restrictions on U.S.-Taiwan interactions. The U.S. Assistant Secretary of State Cooper met with Taiwan’s Representative to the United States Bi-khim Hsiao on January 11. Does the foreign ministry have any response?

 

趙立堅：昨天我已經(jīng)就涉臺問題闡明了中方嚴(yán)正立場。

Zhao Lijian: I already stated China’s solemn position on Taiwan-related issues yesterday.

 

一個中國原則是中美建交的政治基礎(chǔ)和根本前提?！吨忻澜ń还珗蟆访鞔_指出，美國承認(rèn)中華人民共和國政府是中國的唯一合法政府，在此范圍內(nèi)美國人民將同臺灣人民保持文化、商務(wù)和其他非官方關(guān)系。不與中國臺灣地區(qū)進(jìn)行官方往來，是美方自己作出的嚴(yán)肅承諾。美方應(yīng)該言而有信，不得以任何借口曲解和背離。

The one-China principle is the political foundation and fundamental precondition for the establishment of diplomatic relations between China and the United States. The China-US Joint Communiqué on the Establishment of Diplomatic Relations clearly stipulates that “The United States of America recognizes the Government of the People’s Republic of China as the sole legal Government of China. Within this context, the people of the United States will maintain cultural, commercial, and other unofficial relations with the people of Taiwan.” It is the solemn pledge of the U.S. side not to have official interactions with the Taiwan region. It should honor its commitment and not misinterpret or deviate from it under any pretext.

 

我們敦促美方恪守一個中國原則和中美三個聯(lián)合公報規(guī)定，停止操弄涉臺議題，不要在錯誤和危險的道路上越走越遠(yuǎn)。

We urge the U.S. side to abide by the one-China principle and the three China-US joint communiqués, stop manipulating Taiwan-related issues and stop going further down the wrong and dangerous path.

 

《環(huán)球時報》記者：據(jù)報道，澳大利亞國庫部長弗萊登伯格以國家安全為由否決了中國建筑集團(tuán)對澳建筑承包巨頭Probuild的收購要約，該筆交易價值約3億澳元。中方對此有何評論?

Global Times: Australian Treasurer Josh Frydenberg has reportedly shot down a 300 million AUD offer made by China State Construction Engineering Corporation to acquire Australian-based construction giant Probuild on the grounds of national security. Does China have any comment?

 

趙立堅：我注意到有關(guān)報道。這是澳大利亞政府將貿(mào)易、投資問題政治化，違背市場經(jīng)濟(jì)原則和中澳自貿(mào)協(xié)定精神，對中國企業(yè)采取歧視性做法的最新例證。澳方的行為干擾了中澳務(wù)實合作的良好發(fā)展勢頭，也對澳大利亞自身形象和信譽造成損害。

Zhao Lijian: I have taken note of relevant reports. This is the latest example of how the Australian government has been politicizing trade and investment issues, violating market principles and the spirit of the China-Australia free trade agreement, and imposing discriminatory measures on Chinese companies. Such actions have disrupted the sound momentum in practical cooperation between China and Australia and hurt the image and reputation of Australia itself.

 

我想再次強調(diào)，中澳經(jīng)貿(mào)投資合作的本質(zhì)是互利雙贏。中國政府一貫要求中國企業(yè)在遵守國際規(guī)則和當(dāng)?shù)胤煞ㄒ?guī)的基礎(chǔ)上開展對外合作。任何將正常商業(yè)合作政治化，并以所謂“國家安全”為由進(jìn)行政治干預(yù)的做法都是錯誤的。希望澳方堅持開放市場、公平競爭的原則，為包括中國在內(nèi)的各國企業(yè)提供公平、開放、非歧視的營商環(huán)境。

I would like to stress again that China-Australia trade and investment cooperation is mutually-beneficial. The Chinese government always asks Chinese companies to abide by international rules and host country laws and regulations when conducting international cooperation. It is a mistake to politicize normal commercial cooperation and seek political interference in the name of national security. We hope Australia will adhere to the principle of open market and fair competition and provide a fair, open and non-discriminatory business environment for foreign companies including Chinese ones.

 

共同社記者：三家中國電信企業(yè)10日在紐約證券交易所正式摘牌，中方對此有何評論？

Kyodo News: On January 10, three Chinese telecom companies were officially delisted from the New York Stock Exchange. Do you have any comment?

 

趙立堅：關(guān)于這個問題，中方近日已經(jīng)多次應(yīng)詢表明原則立場。我可以再次強調(diào)，美國的國際金融中心地位，有賴于全球企業(yè)和投資者對其規(guī)則制度包容性和確定性的信任。近期美國一些政治勢力持續(xù)無端打壓在美上市外國公司，反映出其規(guī)則制度的隨意性、任意性、不確定性。美方打壓行為對中國相關(guān)公司的直接影響相當(dāng)有限，最終損害的將是美國國家利益和形象，以及美國資本市場的全球地位。美方應(yīng)該尊重法治、尊重市場，多做維護(hù)全球金融市場秩序、保護(hù)投資者合法權(quán)益和有益于全球經(jīng)濟(jì)穩(wěn)定發(fā)展的事情。我想，不僅中國，其他國家也都在看美國怎么做，美國的行為將決定它在世界人民心目中的形象可不可信、可不可靠、值不值得合作。

Zhao Lijian: We have stated China’s principled position on this issue repeatedly. I stress once again that the position of the United States as an international financial hub hinges on global companies and investors trusting the inclusiveness and certainty of its rules and mechanisms. Lately some political forces in the United States have been wantonly suppressing foreign companies listed in the country, exposing an arbitrary and capricious uncertainty in its rules and mechanisms. The suppression against Chinese companies will have very limited direct impact on them, but will harm the national interests and image of the United States and the global standing of the American capital market at the end of the day. We hope the United States will respect rule of law and market principles and do things conducive to upholding order in the global financial market, protecting investors’ lawful rights and interests, and promoting the steady development of the global economy. I’m sure all countries, not just China, are watching what the United States plans to do, which will determine whether it can be seen as a reliable and trustworthy partner for cooperation.
