The Paper: The US Consulate General in Chengdu was closed this morning. Do you have more information to offer on that?

 

汪文斌：7月21日，美方單方面挑起事端，突然要求中方關(guān)閉駐休斯敦總領(lǐng)事館。對此，中方向美方提出嚴(yán)正交涉，要求美方立即撤銷有關(guān)錯(cuò)誤決定，否則中方必將作出正當(dāng)和必要反應(yīng)。7月24日，中國外交部通知美方關(guān)閉美國駐成都總領(lǐng)事館。

Wang Wenbin: On July 21, the US launched a unilateral provocation by abruptly demanding that China close its Consulate General in Houston. China lodged stern representations over this with the US side, asking it to immediately revoke the erroneous decision, otherwise China would make a legitimate and necessary response. On July 24, the Ministry of Foreign Affairs of China told the US side to close its Consulate General in Chengdu.

 

今天上午，美方人員按照中方要求撤離總領(lǐng)館，美國駐成都總領(lǐng)館閉館。中方主管部門隨后從正門進(jìn)入，實(shí)行接管。中方要求美方關(guān)閉駐成都總領(lǐng)館并對其實(shí)行接管，是對美方關(guān)閉中國駐休斯敦總領(lǐng)館并強(qiáng)行進(jìn)入其館舍這一無理行徑的正當(dāng)和必要反應(yīng)，符合國際法和國際關(guān)系基本準(zhǔn)則，符合外交慣例。

This morning, the US personnel vacated the compound and the US Consulate General in Chengdu was closed as required by China. Competent Chinese authorities then entered through the front entrance and took over the premises. Demanding the closure of the US Consulate General in Chengdu and taking over the premises is China’s legitimate and necessary response to the unjustified US act of closing China’s Consulate General in Houston and breaking into the compound. What China has done conforms with international law, the basic norms of international relations, and customary diplomatic practices.

 

中美之間出現(xiàn)目前的局面，是我們不愿看到的，責(zé)任完全在美方。我們再次敦促美方立即糾正錯(cuò)誤，為兩國關(guān)系重回正常發(fā)展軌道創(chuàng)造必要條件。

The current situation in China-US relations is not what China desires to see, and the US is responsible for all this. We once again urge the US to immediately retract its wrong decision and create necessary conditions for bringing the bilateral relationship back on track.

 

日本共同社記者：中國領(lǐng)導(dǎo)人常常說要“堅(jiān)持底線思維”，我理解底線思維是指要為最壞的情況做好準(zhǔn)備，那么請問對中美關(guān)系而言，中方的底線在哪里？

Kyodo News: The Chinese leadership often talks about the bottom line mentality, which I understand to mean preparing for the worst case scenario. So what is your bottom line in China-US relations?

 

汪文斌：我剛才已經(jīng)說了，我們敦促美方立即糾正有關(guān)錯(cuò)誤決定，為兩國關(guān)系重回正常發(fā)展軌道創(chuàng)造必要條件。

Wang Wenbin: As I just said, we urge the US to immediately retract its wrong decision and create necessary conditions for bringing the bilateral relationship back on track.

 

新加坡《海峽時(shí)報(bào)》記者：據(jù)報(bào)道，上周五，一名新加坡籍男子因涉嫌為中國從事間諜活動而被美方定罪。中方對此有何回應(yīng)？

The Straits Times: Last Friday, we saw reports that a Singaporean man was convicted in the United States of spying for China. What is China’s response to this?

 

汪文斌：我不了解有關(guān)情況。但我想指出，美方執(zhí)法部門為了抹黑打壓中國，近來不斷炒作所謂“中國滲透”、“中國間諜問題”，已經(jīng)到了草木皆兵、杯弓蛇影的地步。眾所周知，美國在全球范圍內(nèi)猖獗地大搞間諜竊密活動，連自己盟友都不放過。這些都有實(shí)據(jù)可查。

Wang Wenbin: I’m not aware of what you just mentioned. But I would like to point out that lately US law enforcement has been busy hyping up the so-called China infiltration and espionage issues to the point of paranoia. It is open knowledge that the US runs an aggressive espionage and theft program all across the globe, sparing not even its allies. There’s solid evidence for this.

 

我們敦促美方停止“賊喊捉賊”，停止利用所謂間諜問題對中國進(jìn)行污蔑抹黑。

The world has seen the act of the real thief crying “stop the thief” too many times. We urge the US to stop using the so-called espionage issue to smear China.

 

法新社記者：美國駐成都總領(lǐng)館的美方人員是否必須離開中國？中國駐休斯敦總領(lǐng)館的中方人員是否也被要求離開美國？

AFP: On the Chengdu consulate, do the US consulate employees have to leave China and what about the Chinese consulate staff in Houston? Have they also been ordered to leave the US?

 

汪文斌：關(guān)于中國駐休斯敦總領(lǐng)館館員的有關(guān)情況，相信你已經(jīng)從媒體上看到了。我這里要說的是，對于中國駐休斯敦總領(lǐng)館的人員，中方將會作出妥善的安排。

Wang Wenbin: I’m sure you have already seen from media reports the conditions of our Houston Consulate General staff. I will just say that the Chinese side will make proper arrangements for them.

 

BBC記者：你剛才說，美方強(qiáng)行進(jìn)入中國駐休斯敦總領(lǐng)館，能否提供更多信息？

BBC: I think you referred to the US side breaking into the compound in Houston. Could you explain a bit more about that?

 

汪文斌：中國駐休斯敦總領(lǐng)館館舍是外交領(lǐng)事館舍，也是中國的國家財(cái)產(chǎn)。根據(jù)《維也納領(lǐng)事關(guān)系公約》和《中美領(lǐng)事條約》，美方不得以任何方式侵犯中國駐休斯敦總領(lǐng)館館舍。對于美方強(qiáng)行進(jìn)入中國駐休斯敦總領(lǐng)館館舍的行徑，中方表示強(qiáng)烈不滿和堅(jiān)決反對，已提出嚴(yán)正交涉。

Wang Wenbin: China’s Consulate General in Houston is China’s diplomatic and consular premises and state property. According to the Vienna Convention on Consular Relations and the China-US Consular Convention, the US side shall not infringe upon the premises in any way. The Chinese side deplores and firmly opposes the US forcible entry into the compound and has lodged solemn representations.

 

澳大利亞廣播公司記者：上周，澳大利亞常駐聯(lián)合國代表團(tuán)致函聯(lián)合國秘書長，稱中方在南海問題上的主張沒有法律依據(jù)，中方對此有何評論？

Australian Broadcasting Corporation: The Australian government wrote to the United Nations last week, saying China’s territorial claim in the South China Sea has no legal basis. What’s China’s comment on this?

 

汪文斌：中國在南海的領(lǐng)土主權(quán)和海洋權(quán)益是在長期歷史過程中形成的，為中國歷屆政府所堅(jiān)持，符合包括《聯(lián)合國海洋法公約》在內(nèi)的國際法，不會因個(gè)別國家無端指責(zé)而改變。

Wang Wenbin: China’s territorial sovereignty and maritime rights and interests in the South China Sea were developed throughout the long course of history. They are upheld by successive Chinese governments and in conformity with international law including the UNCLOS, which won’t be altered by certain countries’ wanton accusations.

 

澳大利亞有關(guān)言論罔顧事實(shí)，違背國際法和國際關(guān)系基本準(zhǔn)則，中方對此表示堅(jiān)決反對。

China firmly opposes the Australian side’s comments which run counter to facts, international law and basic norms governing international relations.

Reuters: Chinese state media said this morning that Chinese officials were able to enter the Consulate General in Chengdu via the front door. If I may ask, why was the door of the Consulate General in Houston locked?

CGTN: Richard Haass, president of the Council on Foreign Relations, recently cited his article in Washington Post titled “What Mike Pompeo doesn’t understand about China, Richard Nixon and U.S. foreign policy” on Twitter to criticize Secretary of State Pompeo’s speech at the Richard Nixon Presidential Library. In his words, “Pompeo’s China speech on Thursday not only misrepresented history but advocated a policy for the most important relationship of this era that is neither viable nor coherent. That he delivered it at the Nixon Library only added insult to injury.” I wonder what is your comment on his words?

 

汪文斌：蓬佩奧全面否定四十多年來的中美關(guān)系，大肆污蔑攻擊中國共產(chǎn)黨，鼓吹全面對華圍堵遏制，聳人聽聞，狂言亂語，受到包括美國有識之士在內(nèi)的，所有愛好和平、有正義感的人們的批評和譴責(zé)。

Wang Wenbin: Pompeo negated every aspect of China-US relations over the past 40 years, flagrantly attacked the CPC and called on countries to gang up on China. His outrageously deranged words have been criticized and condemned by all people who love peace and have a sense of justice, including those in the US.

 

蓬佩奧誣蔑中國共產(chǎn)黨“為霸權(quán)主義而生”不僅是由于無知，更是出于偏見。蓬佩奧不知道，中國共產(chǎn)黨之所以能夠從一個(gè)只有幾十名黨員的小黨發(fā)展成為今天擁有9100多萬黨員、在世界人口最多的國家長期執(zhí)政的大黨，原因就在于中國共產(chǎn)黨始終把人民的利益放在第一位，始終與人民風(fēng)雨同舟、生死與共。最近哈佛大學(xué)肯尼迪政府學(xué)院發(fā)表的一項(xiàng)研究報(bào)告指出，在中國共產(chǎn)黨領(lǐng)導(dǎo)下，中國政府在中國人民中享有的支持率和滿意度超過93%。最近，美國知名公關(guān)公司愛德曼也發(fā)布信任度調(diào)查顯示，中國民眾對本國政府的信任度高達(dá)95%，在受訪國中排名第一，而美國只有48%，倒數(shù)第二。

Pompeo’s accusation of “CPC’s designs for hegemony” is out of not only ignorance but also bias. The CPC started with only dozens of members, and today it has grown into a major party with over 91 million members and has long been the ruling party in the world’s most populous country. The reason for it, which Pompeo’s ignorant of, is that the CPC always puts people’s interests as the first priority, and always sticks together with the people through thick and thin. As revealed in a research recently published by the John F. Kennedy School of Government of Harvard University, under the leadership of the CPC, the Chinese people’s overall support and satisfaction towards the Central Government exceeds 93%. According to a research result released by Edelman, 95% of the Chinese people trust the Chinese government, ranking the top of all countries surveyed, while the US is the second to last with trust from only 48% citizens.

 

中國共產(chǎn)黨的目標(biāo)是實(shí)現(xiàn)中華民族偉大復(fù)興，而不是取代美國。美國的國際地位歸根結(jié)底取決于美國自己，而不應(yīng)歸咎他人。中國共產(chǎn)黨是為中國人民謀幸福的政黨，也是為人類進(jìn)步事業(yè)而奮斗的政黨。中國是和平共處五項(xiàng)原則的倡導(dǎo)者和實(shí)踐者，是聯(lián)合國安理會五個(gè)常任理事國中派出維和人員最多的國家，為和平解決朝鮮半島核、伊朗核等國際地區(qū)熱點(diǎn)問題以及應(yīng)對氣候變化等全球性挑戰(zhàn)發(fā)揮了積極作用，近年來對世界經(jīng)濟(jì)增長的貢獻(xiàn)率超過30%，為國際社會應(yīng)對亞洲金融危機(jī)、國際金融危機(jī)作出重大貢獻(xiàn)。這些事實(shí)世人有目共睹，是蓬佩奧抹殺不了的。

The CPC’s goal is to realize the great renewal of the Chinese nation, not replacing the US. In the end, the international status of the US depends on itself, not others. The CPC is a political party that strives for the well-being of the Chinese people as well as the progress of mankind. China champions and practices the Five Principles of Peaceful Coexistence. China is the largest contributor of peacekeepers among the five permanent members of the Security Council, and has been contributing to the peaceful settlement of the Korean Peninsula nuclear issue, the Iranian nuclear issue and other regional and international hotspots, as well as the response to climate change and other global challenges. In recent years China has contributed over 30 percent to the world economic growth, and has helped a lot in the international response to the financial crisis in Asia and the global financial crisis. These are all facts witnessed by the whole world, which cannot be erased by Pompeo.

 

蓬佩奧在講話中極力挑動反華聯(lián)盟，但他忘了，人類早已邁入21世紀(jì)，鼓吹仇恨、挑唆對立，這與時(shí)代潮流格格不入，是開歷史倒車，不得人心。蓬佩奧口口聲聲說要維護(hù)所謂的民主自由，實(shí)際上他代表不了民主自由，他是為了美國的霸權(quán)、為了他身后的利益集團(tuán)服務(wù)。但今天早已不是挑動意識形態(tài)對立的年代了。世界多極化潮流勢不可擋。

Pompeo was calling for an anti-China coalition in his speech, but he seems to have forgotten that in the 21st century, instigation of hatred and confrontation runs counter to the trend of the times. The US gains no support in trying to reverse the wheel of history. Pompeo talks all about safeguarding democracy and freedom, but he doesn’t represent democracy and freedom at all. He serves the US hegemony and the interest groups behind him. But long gone are the days of ideological confrontation. The world today is on an unstoppable trend towards multi-polarity.
