應(yīng)國務(wù)委員兼外交部長王毅邀請，哈薩克斯坦共和國外交部長別伊布特·巴基羅維奇·阿塔姆庫洛夫?qū)⒂?月28日至29日對中國進(jìn)行正式訪問。

At the invitation of State Councilor and Foreign Minister Wang Yi, Foreign Minister Beibut Bakirovich Atamkulov of the Republic of Kazakhstan will pay an official visit to China from March 28 to 29.

 

問：昨天中國海關(guān)總署宣布暫停第二家加拿大企業(yè)向中國出口油菜籽。這是否是中加貿(mào)易摩擦的一部分？這對原本就因孟晚舟事件和兩名在華加拿大人被捕事而趨于緊張的中加關(guān)系有什么影響？

Q: Yesterday, Chinese customs announced that they’ve suspended canola imports from a second Canadian company. Is this part of a wider trade dispute and will it have any effect on the broader China-Canada relations which have already strained after Meng Wanzhou’s arrest and continued detention of two Canadian citizens in China?

答：關(guān)于你提到的加拿大企業(yè)，中國海關(guān)總署已就停止其向中國出口油菜籽發(fā)布了公告。我想強(qiáng)調(diào)的是，中方采取的措施是正常的檢疫安全防范，科學(xué)合理，符合中國相關(guān)法律法規(guī)，也符合國際慣例。中方有關(guān)部門已就加拿大輸華油菜籽有關(guān)問題向加方作了通報(bào)，并同加方在技術(shù)層面保持著溝通。

A: China’s General Administration of Customs has issued a notice on halting imports of canola seeds from the Canadian company you mentioned. I want to stress that the Chinese side has taken these precautionary quarantine measures to ensure safety. These are scientifically-sound and reasonable measures that comply with the relevant Chinese laws and regulations and international practices. The competent department in China has notified the Canadian side on the issue regarding Canada’s canola seeds exports to China and remains in communication with the Canadian side on technical matters.

 

至于你問到中加雙邊關(guān)系，我可以告訴你的是，我們希望加方能夠同中方一道努力，相向而行，推動(dòng)中加關(guān)系健康穩(wěn)定發(fā)展。在此方面，加方應(yīng)該切切實(shí)實(shí)地采取一些舉措，糾正前一段時(shí)間所犯的錯(cuò)誤。

追問：關(guān)于月初被暫停出口的另一家加拿大油菜籽企業(yè)Richardson International，您是否有最新信息？

Follow-up: Do you have any updates on Richardson International, the first one that got suspended earlier this month?

答：這家公司已經(jīng)被暫停向中國出口油菜籽。我掌握的就是這個(gè)情況。

A: China has suspended importing canola seeds from this company. That is all I know.

 

問：我們注意到習(xí)近平主席訪法期間，與法國總統(tǒng)、德國總理和歐盟委員會主席共同出席了中法兩國舉辦的全球治理論壇，這樣的活動(dòng)形式在中國領(lǐng)導(dǎo)人出訪某一國家期間并不多見，算是一個(gè)特殊的安排，尤其默克爾總理專程到巴黎出席活動(dòng)。請問中方在這一特殊安排背后有何考慮？

Q: As we have noted, during President Xi’s visit to France, a global governance forum was co-hosted by China and France, which was attended by President Xi, President Macron of France, Chancellor Merkel of Germany and President Juncker of the European Commission. An event like this is not commonly seen during Chinese leaders’ visit to a foreign country, especially when you consider Chancellor Merkel specifically traveled to France for it. I wonder what is China’s consideration behind this special arrangement?

答：習(xí)近平主席剛剛結(jié)束對歐洲的訪問，此次訪問取得圓滿成功，為下一階段中歐關(guān)系發(fā)展注入了新的動(dòng)力。訪法期間，中法共同舉辦的全球治理論壇受到國際社會高度關(guān)注。中方已經(jīng)發(fā)布了有關(guān)消息，你可以關(guān)注一下。

A: The recently-concluded European visit by President Xi was a success injecting new impetus into China-Europe relations. The global governance forum co-hosted by China and France during this visit was closely followed by the international community. China has released relevant information, which you may look up for if you are interested.

中法共同舉辦此次論壇并邀請德國和歐盟領(lǐng)導(dǎo)人出席的主要考慮，就是通過共同推進(jìn)全球治理來維護(hù)多邊主義，通過維護(hù)多邊主義來共同應(yīng)對全球性挑戰(zhàn)，促進(jìn)世界和平與發(fā)展。

Our two countries, by hosting this event and inviting German and EU leaders to attend, aim to uphold multilateralism in jointly advancing global governance and, on this basis, address global challenges and promote world peace and development.

當(dāng)前，國際形勢中不穩(wěn)定性、不確定性上升，中歐作為世界上兩支重要的力量，在維護(hù)以聯(lián)合國為核心的國際體系、捍衛(wèi)國際關(guān)系基本準(zhǔn)則、倡導(dǎo)自由貿(mào)易、構(gòu)建開放型世界經(jīng)濟(jì)等方面擁有廣泛的共同立場和共同利益。習(xí)主席訪法期間，中法兩國發(fā)表了關(guān)于共同維護(hù)多邊主義、完善全球治理的聯(lián)合聲明。前一時(shí)期，中國同許多歐洲國家及歐盟方面也多次發(fā)出同樣的聲音。這些都充分體現(xiàn)了新形勢下，中歐作為經(jīng)濟(jì)全球化和世界多極化的主要推動(dòng)者和參與者的歷史擔(dān)當(dāng)和積極作為。

With rising instability and uncertainties worldwide, China and Europe, as two important forces, share broad common position on and mutual interests in upholding an international system with the UN at its core and the basic norms governing international relations, promoting free trade, and fostering an open world economy. During President Xi’s visit, China and France issued a joint statement on upholding multilateralism and improving global governance. Before that, similar voices had been heard from China, the EU and many European countries. It speaks volumes about how China and Europe, as major facilitators of and participants in globalization and multipolarization, carry out their historical mission and make proactive efforts under the new circumstances.

問：你能否透露哈薩克斯坦外長訪華更多具體細(xì)節(jié)？此訪與近期哈國內(nèi)局勢變化是否有關(guān)？

Q: Could you give us more details on the visit of Kazakhstan Foreign Minister? Is this visit connected with the recent changes in that country?

答：此次訪問系阿塔姆庫洛夫外長去年12月上任后首次正式訪華。訪問期間，中國國家領(lǐng)導(dǎo)人將會見阿塔姆庫洛夫外長，國務(wù)委員兼外交部長王毅將同阿塔姆庫洛夫外長舉行會談，雙方將就中哈關(guān)系、年內(nèi)重要高層交往、共建“一帶一路”合作及其他共同關(guān)心的問題交換意見。

A: This is Foreign Minister Atamkulov’s first official visit to China after taking office last December. During this visit, he will have meetings with Chinese leaders and have talks with State Councilor and Foreign Minister Wang Yi. The two sides will exchange views on bilateral relations, important high-level exchanges within this year, the Belt and Road cooperation and other issues of mutual interests. 

當(dāng)前中哈關(guān)系保持高水平運(yùn)行，加大相互支持，深化互利合作符合兩國共同利益，也是雙方共同愿望。前不久，哈薩克斯坦通過重大政治議程，國際社會對此高度關(guān)注。阿塔姆庫洛夫外長此刻來訪，體現(xiàn)了哈薩克斯坦政府對發(fā)展中哈關(guān)系的重視。中方希望通過此次阿塔姆庫洛夫外長訪華，推動(dòng)落實(shí)兩國領(lǐng)導(dǎo)人達(dá)成的共識，促進(jìn)兩國關(guān)系和各領(lǐng)域合作不斷向前發(fā)展。

As China-Kazakhstan relationship continues to deliver high-quality performance, it serves our common interests and is our common aspiration to increase mutual support and deepen win-win cooperation. Major political agenda was adopted just recently in Kazakhstan, which was closely followed by the international community. Foreign Minister Atamkulov’s visit reflects the importance attached by the Kazakh government on developing our bilateral relations. China hopes this visit can help implement the important consensus reached by our leaders and advance the bilateral ties and cooperation in various fields.

Q: I have a couple of questions about New Zealand Prime Minister Adern’s upcoming visit to Beijing. First of all, I want to ask what China hopes to achieve from meetings and talks with the prime minister? Second, the visit was originally scheduled for seven days but now is only going to be one day. Will that cause any issues or problems in the scheduling? Finally, as the relationship between New Zealand and China has been tense recently, do you think her visit will change that?
