Q: We have noted that a foreign ministers’ meeting on the Iranian nuclear issue was convened at the UN Headquarters in New York which gathered together Chinese State Councilor and Foreign Minister Wang Yi, foreign ministers of Russia, the UK and Iran, the EU High Representative for Foreign Affairs and Security Policy, and the Director General of Department of Political Affairs of Germany’s Foreign Ministry. The meeting published a joint statement. Could you offer us more information on that?

 

答：當(dāng)?shù)貢r間9月24日，國務(wù)委員兼外交部長王毅在紐約聯(lián)合國總部出席伊朗核問題外長會。與會各方討論了確保全面有效執(zhí)行全面協(xié)議所有規(guī)定的途徑，評估了尋找及落實務(wù)實解決方案的進(jìn)展。

A: On September 24 local time, State Councilor and Foreign Minister Wang Yi attended a foreign ministers’ meeting on the Iranian nuclear issue at the UN Headquarters in New York. All participants discussed pathways to ensure the comprehensive and effective implementation of the Joint Comprehensive Plan of Action (JCPOA) and evaluated the progress made in identifying and executing practical measures to achieve that goal.

 

伊核問題全面協(xié)議是經(jīng)過安理會核可的多邊協(xié)議，具有國際法效力，是多邊主義重要成果，符合國際社會共同利益。維護(hù)和執(zhí)行好伊核問題全面協(xié)議，就是維護(hù)聯(lián)合國和安理會的權(quán)威，維護(hù)國際協(xié)議的嚴(yán)肅性和權(quán)威性，維護(hù)多邊主義和國際法基本準(zhǔn)則，維護(hù)國際核不擴(kuò)散體系及中東和平穩(wěn)定。

The JCPOA is a multilateral agreement ratified by the Security Council. As a major outcome of multilateralism with the legal force of international law, it serves the common interests of the international community. To preserve and implement the JCPOA is to uphold the authority of the UN and the Security Council, the seriousness and sanctity of international agreements, multilateralism, the basic norms of international law, international nuclear non-proliferation regime and peace and stability in the Middle East.

 

正如王毅國務(wù)委員指出的，此次外長會主要對外發(fā)出了四個信息：一是對美國退出伊朗核問題全面協(xié)議深表遺憾；二是認(rèn)可伊朗履行了全面協(xié)議規(guī)定的核領(lǐng)域承諾；三是重申繼續(xù)維護(hù)并執(zhí)行伊核問題全面協(xié)議；四是致力于妥善解決同伊朗維持正常經(jīng)貿(mào)合作面臨的困難。

Just like State Councilor Wang Yi pointed out, the meeting carried four messages. First, the meeting expressed deep regrets over the US withdrawal from the JCPOA. Second, it recognized Iran’s compliance with its nuclear-related commitments made in the JCPOA. Third, it reaffirmed commitments to continue to preserve and implement the JCPOA. Forth, it was devoted to properly addressing difficulties in maintaining normal economic and trade cooperation with Iran.

 

外長會發(fā)表的聯(lián)合聲明指出，與會各方強(qiáng)調(diào)保護(hù)其經(jīng)濟(jì)實體與伊朗自由開展合法貿(mào)易的決心，這完全符合聯(lián)合國安理會第2231號決議。與會各方重申繼續(xù)致力于采取切實有效措施保護(hù)對伊朗結(jié)算渠道，以及使伊朗繼續(xù)出口石油、凝析油、石油和石化產(chǎn)品。歡迎建立促進(jìn)伊朗包括石油在內(nèi)的進(jìn)出口結(jié)算的“專門機(jī)制”。

The joint statement issued by the meeting highlighted all participants’ determination to protect the freedom of their economic operators to pursue legitimate business with Iran, in full accordance with UN Security Council Resolution 2231. All participants reaffirmed that they will continue to take effective measures to secure payment channels with Iran, and the continuation of Iran’s export of oil and gas condensate, petroleum products and petrochemicals. All the participants welcomed the proposals to establish a Special Purpose Vehicle to facilitate payments related to Iran’s exports and imports (including oil).

 

近三年來的實踐充分證明，伊朗核問題全面協(xié)議行之有效，只要有利于維護(hù)全面協(xié)議的事情，中方都會支持。與此同時，中方也會全力維護(hù)好中國自身的正當(dāng)合法權(quán)益。

The JCPOA’s effectiveness has been proved by its implementation over the past three years. China supports all things that will help preserve the JCPOA. In the meantime, we will do our utmost to ensure China’s legitimate and lawful rights and interests.

 

問：關(guān)于上周末中國與梵蒂岡簽署的協(xié)議，你能否透露更多細(xì)節(jié)？協(xié)議中是否提到了梵蒂岡與臺灣的關(guān)系？是否制定了中國希望梵蒂岡與臺灣“斷交”并與大陸建交的時間表？

Q: Do you have any further details on the agreement that China reached with the Vatican over the weekend? And more specifically, in the agreement is there the mention of the Vatican’s relations with Taiwan and is there a timetable China expects the Vatican to abandon Taiwan and to establish diplomatic relations with the mainland?

 

答：關(guān)于中國與梵蒂岡簽署的主教任命臨時性協(xié)議，中方已經(jīng)發(fā)布了消息稿。

A: With regard to the temporary agreement on appointment of bishops signed between China and the Vatican, the Chinese side has issued the press release.

 

至于中梵簽署這一協(xié)議對臺灣與梵蒂岡所謂“邦交關(guān)系”的影響問題，我想說的是，中方對改善中梵關(guān)系始終抱有誠意，也為此作出了不懈努力。中梵雙方就主教任命達(dá)成臨時性協(xié)議，這是雙方在關(guān)系改善進(jìn)程中取得的重要階段性成果。中方愿繼續(xù)與梵方相向而行，進(jìn)行建設(shè)性對話，增進(jìn)理解，積累互信，推動雙方關(guān)系改善進(jìn)程不斷向前發(fā)展。

As to how signing this agreement between China and the Vatican will affect Taiwan’s so-called diplomatic ties with the Vatican, I want to say that the Chinese side is always sincere about improving its ties with the Vatican and has been making unremitting efforts in this regard. Reaching the temporary agreement on appointment of bishops on the part of China and the Vatican is an important initial outcome in the process of improving our bilateral ties. China is willing to meet the Vatican halfway to conduct constructive dialogue, increase understanding, accumulate mutual trust and keep improving our bilateral relations.

 

問：據(jù)日媒報道，中共中央政治局委員、中央外事工作委員會辦公室主任楊潔篪9月25日在江蘇蘇州同日本國家安全保障局長谷內(nèi)正太郎共同主持中日第五次高級別政治對話。雙方就半島無核化及全面履行聯(lián)合國安理會決議的重要性達(dá)成一致，同意繼續(xù)就此保持密切合作。請問中方對此有何評論？

 

Q: According to Japanese media, member of the Political Bureau of the Central Committee of the Communist Party of China and Director of the Office of the Central Commission for Foreign Affairs Yang Jiechi co-hosted the fifth round of China-Japan High-level Political Dialogue with Japan’s National Security Advisor Shotaro Yachi in Suzhou, Jiangzu on September 25. The two sides agreed on the denuclearization of the Korean Peninsula and the importance of implementing the relevant resolutions of the UN Security Council in a comprehensive way. They also agreed to maintain close communication in this regard. What is your comment?

 

答：9月25日，中日第五次高級別政治對話在蘇州舉行，雙方就中日關(guān)系及共同關(guān)心的國際和地區(qū)問題坦誠深入交換意見。中方全面闡述了在朝鮮半島問題上一貫而明確的立場。中方堅持實現(xiàn)半島無核化，堅持維護(hù)半島和平穩(wěn)定，堅持通過對話協(xié)商解決問題。同時，中方主張應(yīng)全面平衡執(zhí)行安理會決議，當(dāng)前形勢下有關(guān)各方應(yīng)珍惜維護(hù)半島形勢來之不易的改善勢頭，為推動半島問題政治解決進(jìn)程發(fā)揮建設(shè)性作用。

A: On September 25, the fifth round of China-Japan High-level Political Dialogue was held in Suzhou. Our two sides had a candid and in-depth exchange of views on China-Japan ties and international and regional issues of mutual interest. The Chinese side expounded its consistent and clear-cut position on the Korean Peninsula issue. China is committed to achieving the denuclearization of the Korean Peninsula, maintaining peace and stability on the Peninsula and resolving the issue through dialogue and consultation. Meanwhile, China maintains that the relevant resolutions adopted by the UN Security Council should be implemented in a comprehensive and balanced manner. Under the current circumstances, all relevant parties should cherish and uphold the hard-won improving situation on the Korean Peninsula and play a constructive role in promoting the political settlement process of the Peninsula issue.

Q: We have noted that a smart phone app “Foreign Ministry 12308” just got online. Could you introduce more about this app?

 

答：王毅國務(wù)委員兼外長在今年兩會記者會上宣布將推出12308手機(jī)應(yīng)用客戶端。目前，“外交部12308”手機(jī)應(yīng)用客戶端已如約上線。該客戶端將與“領(lǐng)事直通車”微信公眾號和“領(lǐng)事之聲”微博同步發(fā)布海外安全提醒、涉及中國公民的海外重大突發(fā)事件處置情況，介紹重要的中外簽證制度安排、涉及中國公民各類領(lǐng)事證件的重要政策信息。

A: On the sidelines of the annual session of the National People’s Congress this year, State Councilor and Foreign Minister Wang Yi announced at his press conference that a smart phone app version of 12308 will be launched. Now, this app is officially launched as scheduled to complement the Wechat and weibo versions of 12308. They will simultaneously issue safety advisories, the handling of major consular emergency cases involving Chinese nationals, important Chinese and foreign visa regulations, and important policies and information concerning the issuance of consular documents for Chinese nationals.

The most noteworthy feature of this app is that through it, Chinese nationals could make free 12308 helpline calls using internet. There is no need to pay global roaming charges. This will make it more convenient for Chinese nationals who encounter difficulties overseas to receive consular protection and assistance from the Foreign Ministry and China's diplomatic missions at the earliest time possible.

問：昨天，美國領(lǐng)導(dǎo)人在聯(lián)大一般性辯論演講中提到了關(guān)于中美貿(mào)易戰(zhàn)相關(guān)問題，稱中國加入世界貿(mào)易組織后，美國企業(yè)和工人都受到了極大傷害，美國不會再容忍中國的行為。中方對此作何回應(yīng)？另外，中方對美國領(lǐng)導(dǎo)人的演講有何評論？

Q: Yesterday, in his speech at the General Debate of the UN General Assembly, the US leader talked about the China-US trade war, saying that after China joined the WTO, the American companies and workers have been victimized and that the US will not tolerate China’s acts any more. What is your response and what is your comment on the US leader’s speech?

 

答：日前，國務(wù)院新聞辦發(fā)表了《關(guān)于中美經(jīng)貿(mào)摩擦的事實與中方立場》白皮書。昨天，國新辦舉行了新聞發(fā)布會，介紹了情況，回答了問題，應(yīng)該說中方的立場和態(tài)度已經(jīng)很明確了。

A: The Information Office of the State Council has issued a White Paper on the Facts and China’s Position on China-US Trade Friction. Yesterday, the Information Office of the State Council held a press conference to brief you on the situation and take your questions. You can see that China’s position and attitude cannot be more clear-cut.

 

對于美方的最新表態(tài)，我想說的是，第一，美國與其他國家存在的大額貿(mào)易逆差，以及國內(nèi)制造業(yè)崗位的流失，這是美國內(nèi)儲蓄不足的結(jié)果，是國際分工和跨國公司生產(chǎn)布局變化的結(jié)果，是美元作為主要國際貨幣的結(jié)果，也是美國與其他國家產(chǎn)業(yè)比較優(yōu)勢互補(bǔ)的客觀反映。把貿(mào)易逆差和崗位流失都?xì)w咎于中國，或者歸咎于中國加入WTO，這絲毫沒有道理。

In response to the latest statement made by the US, I would like to make the following points. Firstly, the large trade deficit that the United States has with other countries and the loss of US manufacturing jobs are the result of the shortage of savings in the United States. It is the result of changes in the international division of labor and the production layout of multinational companies as well as using the US dollar as a major international currency. It is also an objective reflection of the complementary comparative advantages of the industries in the United States and those in other countries. It makes no sense to only blame China for the trade deficit and job losses, or attribute them to China’s entry into the WTO.

 

第二，關(guān)于中美經(jīng)貿(mào)摩擦，無論在白皮書中還是在昨天的發(fā)布會上，中方立場已經(jīng)闡述得非常鮮明了。我們一直在強(qiáng)調(diào)，中美經(jīng)貿(mào)合作本質(zhì)是互利共贏。近40年來，中美經(jīng)貿(mào)合作給兩國人民帶來了實實在在的利益和好處。兩國之間存在一些貿(mào)易分歧、摩擦不奇怪，也在所難免。關(guān)鍵是雙方要通過平等、誠信、相互尊重的對話協(xié)商解決，而不是搞什么單邊主義和保護(hù)主義。
