1問(wèn)：據(jù)了解，中國(guó)外交部拉美司司長(zhǎng)趙本堂將于2月26日在北京會(huì)見(jiàn)俄羅斯外交部拉美局長(zhǎng)謝吉寧先生并舉行兩國(guó)外交部事務(wù)磋商。這次磋商的主要議題是什么?

Q: Director-General Zhao Bentang of the Department of Latin American and Caribbean Affairs of the Ministry of Foreign Affairs of China will meet with his Russian counterpart Shchetinin Aleksander Valentinovich and hold relevant consultation in Beijing on February 26. What would be the main topics of their consultation?

答：中俄拉美事務(wù)磋商是兩國(guó)外交部磋商機(jī)制的組成部分。自2001年起，雙方已經(jīng)舉行了十次磋商，起到了增進(jìn)相互了解，促進(jìn)各自對(duì)拉關(guān)系的積極效果。根據(jù)雙方上次磋商達(dá)成的共識(shí)，第十一次中俄外交部拉美事務(wù)磋商將于近日在北京舉行，雙方將就拉美地區(qū)形勢(shì)、各自同拉美國(guó)家關(guān)系等議題交換意見(jiàn)。除俄羅斯外，中方還同韓國(guó)、日本、美國(guó)等國(guó)建立并保持著拉美事務(wù)磋商機(jī)制。

A: As part of the consultation mechanism between the two foreign ministries, the China-Russia consultation on Latin American affairs has been held for ten rounds since 2001, contributing to better mutual understanding and China-Latin America and Russia-Latin America ties. The two sides agreed at the last round of consultation to hold the 11th round in Beijing in the near term to exchange views on the situation in Latin America, China-Latin America and Russia-Latin America relations. Besides Russia, China also has such kind of consultation mechanism on Latin American affairs with the ROK, Japan and the US.

2問(wèn)：據(jù)報(bào)道，中國(guó)—吉爾吉斯斯坦—烏茲別克斯坦公路將于25日正式通車(chē)。你能否介紹有關(guān)情況?

Q: According to reports, the China-Kyrgyzstan-Uzbekistan highway will open to traffic on February 25. Can you give us more details?

答：2017年10月30日至11月1日，中吉烏三方共同舉行了沿塔什干—安集延—奧什—伊爾克什坦—喀什線路的國(guó)際道路貨運(yùn)試運(yùn)行活動(dòng)，取得了圓滿(mǎn)成功?；谠囘\(yùn)行活動(dòng)成果，中吉烏三方正在加快推進(jìn)相關(guān)工作程序，計(jì)劃于本月實(shí)現(xiàn)中吉烏國(guó)際道路貨運(yùn)的正式運(yùn)行。

A:China, Kyrgyzstan and Uzbekistan successfully carried out a trial operation of the International Road Transport of Goods along the route Tashkent-Andijan-Osh-Irkeshtam-Kashgar from October 30 to November 1, 2017. Based on that, the three parties plan to officially put the International Road Transport of Goods into operation within this month and are stepping up efforts to achieve that.

中吉烏公路是地區(qū)重要互聯(lián)互通項(xiàng)目。中方愿以道路貨運(yùn)正式運(yùn)行為契機(jī)，加大同吉、烏等國(guó)交通運(yùn)輸合作，推動(dòng)共建“一帶一路”取得更多實(shí)實(shí)在在的成果。

The China-Kyrgyzstan-Uzbekistan highway is an important connectivity project for this region. China would like to take this opportunity to enhance its transportation cooperation with Kyrgyzstan and Uzbekistan so that the Belt and Road Initiative would deliver more tangible benefits.

3問(wèn)：據(jù)報(bào)道，22日，法國(guó)總統(tǒng)馬克龍稱(chēng)，他將采取措施防止外國(guó)投資者購(gòu)買(mǎi)法國(guó)農(nóng)場(chǎng)。報(bào)道稱(chēng)該措施與擔(dān)心中國(guó)企業(yè)在法國(guó)廉價(jià)收購(gòu)農(nóng)業(yè)用地有關(guān)。中方對(duì)此有何回應(yīng)?

Q: According to reports, on February 22, French President Emmanuel Macron promised that he is going to take measures to prevent foreign investors from buying French farms, and these measures are related to concerns that Chinese businesses are purchasing French agricultural land at cheap prices. What is your response to that?

答：我不了解有關(guān)商業(yè)合作的具體情況。作為原則，中國(guó)政府始終要求中國(guó)企業(yè)在對(duì)外開(kāi)拓市場(chǎng)時(shí)依法依規(guī)經(jīng)營(yíng)。我們也希望有關(guān)方面為中國(guó)企業(yè)在當(dāng)?shù)氐耐顿Y興業(yè)活動(dòng)創(chuàng)造良好氛圍，提供公平環(huán)境，為促進(jìn)雙邊經(jīng)貿(mào)合作健康發(fā)展作出努力。

A: I am not aware of the specifics of the relevant business cooperation. The Chinese government always asks its enterprises to observe laws and regulations when expanding markets overseas. We also hope that the relevant party could provide an enabling environment and a level-playing field for Chinese enterprises' investments and operations there and contribute to the sound development of bilateral economic cooperation and trade.

4問(wèn)：據(jù)路透社報(bào)道，美國(guó)一位高級(jí)官員稱(chēng)，澳大利亞、美國(guó)、印度和日本正考慮建立一個(gè)聯(lián)合區(qū)域基礎(chǔ)設(shè)施計(jì)劃，作為中國(guó)“一帶一路”倡議的“替代方案”。中方對(duì)此有何評(píng)論?

Q: According to the Reuters, a senior US official said that Australia, the United States, India and Japan are talking about establishing a joint regional infrastructure scheme as an alternative to China's Belt and Road Initiative. What is your comment?

答：中方提出“一帶一路”倡議旨在通過(guò)推動(dòng)基礎(chǔ)設(shè)施建設(shè)和互聯(lián)互通，挖掘各國(guó)經(jīng)濟(jì)增長(zhǎng)動(dòng)力，促進(jìn)各國(guó)實(shí)現(xiàn)共同發(fā)展。“一帶一路”建設(shè)秉持共商共建共享的原則，以互利共贏為目標(biāo)。倡議提出5年來(lái)，取得了豐碩成果，產(chǎn)生了積極影響，受到了普遍歡迎。去年5月在北京舉行了“一帶一路”國(guó)際合作高峰論壇，當(dāng)時(shí)有140多個(gè)國(guó)家派代表出席，盛況空前。這是國(guó)際社會(huì)對(duì)“一帶一路”倡議投出的“信任票”。

A: The Belt and Road Initiative proposed by China is meant to realize development for all by strengthening infrastructure and connectivity and fully tapping into the growth potential of all economies. Following the principle of shared benefits through extensive consultation and joint contribution since its inception five years ago, the Belt and Road Initiative has achieved fruitful outcomes in its pursuit for win-win results. With its positive effects felt so extensively, this Initiative has won widespread popularity. When representatives from more than 140 countries gathered in Beijing for the International Cooperation Forum of the Belt and Road Initiative in May, 2017, it was clear that this Initiative had won the vote of confidence from the international community.

我們多次強(qiáng)調(diào)，“一帶一路”倡議是開(kāi)放包容的倡議，志同道合的國(guó)家均可參與，這也包括你剛才提到的那些國(guó)家，當(dāng)然這要在他們自愿的基礎(chǔ)上。

We have said many times that any country, as long as they share the same principle and vision, could take part in this open and inclusive initiative if they want to, including those mentioned by you.

最后，我要強(qiáng)調(diào)，基礎(chǔ)設(shè)施建設(shè)是經(jīng)濟(jì)發(fā)展的重要推動(dòng)力。中方歡迎世界各國(guó)加大對(duì)基礎(chǔ)設(shè)施建設(shè)的投入，希望各方本著開(kāi)放包容、合作共贏的精神推動(dòng)相關(guān)國(guó)際合作，共同促進(jìn)區(qū)域和全球的經(jīng)濟(jì)發(fā)展，造福各國(guó)人民。

One last point I want to make is that infrastructure is an important driving force for economic development. We welcome larger inputs into the infrastructure field from other countries. All countries should strengthen such kind of international cooperation under the principle of openness, inclusiveness and mutually beneficial cooperation so as to promote regional and global economic development for the benefit of all.

5問(wèn)：據(jù)美國(guó)一家網(wǎng)站的消息稱(chēng)，去年特朗普總統(tǒng)訪華時(shí)，中美雙方安保人員在工作中發(fā)生了肢體沖突。中方能否證實(shí)?對(duì)此有何評(píng)論?

Q: According to a US website, during President Trump's visit to China last year, a scuffle broke out between Chinese and US security officials. Can you confirm this and what is your comment?

答：我們注意到有關(guān)報(bào)道。據(jù)我了解，美方有關(guān)部門(mén)已就此做出了澄清，報(bào)道并不屬實(shí)。

A: We have taken note of this report. I know that the relevant authority on the US side has clarified the situation, saying that the report is false.

我想指出的是，特朗普總統(tǒng)2017年11月對(duì)中國(guó)進(jìn)行的國(guó)事訪問(wèn)取得了圓滿(mǎn)成功。雙方工作團(tuán)隊(duì)就此訪籌備和接待工作進(jìn)行了密切、友好、高效的溝通和協(xié)調(diào)，雙方對(duì)彼此工作都十分滿(mǎn)意。

I want to point out that President Trump's state visit to China last November was a great success. The working teams of the two sides closely communicated and coordinated with each other in a friendly and highly effective way before and during the visit. The two sides are quite satisfied with each other's work.
