我國“千人計劃”再次降低門檻

近日，中組部、人社部、國家外專局印發(fā)《關于為外籍高層次人才來華提供簽證及居留便利備案工作有關問題的通知》，將“回國(來華)定居工作專家項目”“北京市海外人才聚集工程”等55項省部級以上開展的海外高層次人才引進計劃，納入第一批全國重點海外高層次人才引進計劃備案。

China will expand the favorable visa policies of its 1,000 Talents Plan to 55 programs nationwide to attract leading professionals to work in the country.

中國將增加55項人才引進計劃，可比照 “千人計劃”享受有利的簽證政策，以吸引高級人才來華工作。

“千人計劃”即我們所說的“海外高層次人才引進計劃”，可以用1,000 Talents Plan/Thousand Talents Program 表示。2008年，中央決定實施“千人計劃”， 經(jīng)過此計劃引進的人才在申請簽證(visa application)，居住許可證(residence permit)，在華落戶(settling in China)及出入境(exit and entry)等方面享受優(yōu)惠政策。

《通知》明確說明被納入備案的55項各地人才計劃項目，均可比照國家“千人計劃”為引進的外籍高層次人才和家屬辦理人才簽證、永久居留(permanent residence)等手續(xù)，即中國綠卡(Chinese green cards)。

此次《通知》下發(fā)后，降低了人才引進的門檻(lower threshold for talent)，擴大了人才簽證的適用范圍(expanding the scope of talent visas)。自“千人計劃”實施以來，引進高層次人才(high-end talents)總數(shù)4100余人。
