我國(guó)“千人計(jì)劃”再次降低門檻

近日，中組部、人社部、國(guó)家外專局印發(fā)《關(guān)于為外籍高層次人才來華提供簽證及居留便利備案工作有關(guān)問題的通知》，將“回國(guó)(來華)定居工作專家項(xiàng)目”“北京市海外人才聚集工程”等55項(xiàng)省部級(jí)以上開展的海外高層次人才引進(jìn)計(jì)劃，納入第一批全國(guó)重點(diǎn)海外高層次人才引進(jìn)計(jì)劃備案。

China will expand the favorable visa policies of its 1,000 Talents Plan to 55 programs nationwide to attract leading professionals to work in the country.

中國(guó)將增加55項(xiàng)人才引進(jìn)計(jì)劃，可比照 “千人計(jì)劃”享受有利的簽證政策，以吸引高級(jí)人才來華工作。

“千人計(jì)劃”即我們所說的“海外高層次人才引進(jìn)計(jì)劃”，可以用1,000 Talents Plan/Thousand Talents Program 表示。2008年，中央決定實(shí)施“千人計(jì)劃”， 經(jīng)過此計(jì)劃引進(jìn)的人才在申請(qǐng)簽證(visa application)，居住許可證(residence permit)，在華落戶(settling in China)及出入境(exit and entry)等方面享受優(yōu)惠政策。

《通知》明確說明被納入備案的55項(xiàng)各地人才計(jì)劃項(xiàng)目，均可比照國(guó)家“千人計(jì)劃”為引進(jìn)的外籍高層次人才和家屬辦理人才簽證、永久居留(permanent residence)等手續(xù)，即中國(guó)綠卡(Chinese green cards)。

此次《通知》下發(fā)后，降低了人才引進(jìn)的門檻(lower threshold for talent)，擴(kuò)大了人才簽證的適用范圍(expanding the scope of talent visas)。自“千人計(jì)劃”實(shí)施以來，引進(jìn)高層次人才(high-end talents)總數(shù)4100余人。
