Geng Shuang: The virtual global vaccine summit held yesterday aims to raise funds for Gavi, the Vaccine Alliance, with a view to ensuring vaccine accessibility worldwide. In particular, funds will be directed to accelerating research, development, production and distribution of a vaccine for COVID-19. Leaders from more than 30 countries and heads of international organizations, including the United Nations and WHO, attended the summit. All participants expressed their common desire to strengthen cooperation in vaccine research and development, and conveyed the confidence and determination of the international community to join hands in fighting the virus. China congratulates the summit on its success.

As the challenges remain severe, vaccines represent a strong shield against the virus. Premier Li’s speech demonstrated China’s positive attitude towards vaccine research and development and international anti-virus cooperation. He emphasized that China will continue to support the core role of WHO in coordinating vaccine research and development, promote clinical trials in multiple centers, and facilitate market entrance as soon as possible, so as to provide the world with a safe, effective and high-quality global public good.

 

過(guò)去一段時(shí)間，中方積極支持聯(lián)大通過(guò)“關(guān)于新冠肺炎疫情中的藥物、疫苗和醫(yī)療設(shè)備國(guó)際合作”決議，積極參與世衛(wèi)組織“團(tuán)結(jié)試驗(yàn)項(xiàng)目”以及世衛(wèi)組織就加速新冠肺炎疫苗和藥物研發(fā)、生產(chǎn)和公平分配發(fā)出的全球合作倡議，前不久還參與了歐盟等方面發(fā)起的應(yīng)對(duì)新冠肺炎疫情國(guó)際認(rèn)捐大會(huì)。

Recently, China has offered its active support to the resolution “International cooperation to ensure global access to medicines, vaccines and medical equipment to face COVID-19” adopted by the UN General Assembly, and actively participated in WHO’s Solidarity Trial and its call for global cooperation to accelerate the development and production of vaccines and drugs against COVID-19 and ensure their equitable distribution. China also participated in the recent EU-initiated COVID-19 online pledging conference.

中國(guó)政府始終主張，不論在何時(shí)上市，上市公司都應(yīng)當(dāng)嚴(yán)格遵守上市地相關(guān)法律和規(guī)則，真實(shí)準(zhǔn)確完整地履行信息披露義務(wù)，保護(hù)投資者的合法權(quán)益。中方對(duì)上市公司財(cái)務(wù)造假行為始終秉持零容忍的態(tài)度，這一立場(chǎng)是一貫和明確的。

It is the consistent view of the Chinese government that listed companies should strictly abide by laws and rules of where they are listed no matter when they are listed, fulfill their information disclosure obligations faithfully, accurately and fully, and protect investors’ legitimate rights and interests. China holds a zero tolerance attitude towards financial fraudulent activities of listed companies. This position is consistent and clear.

 

美方關(guān)于中國(guó)公司不遵守美國(guó)相關(guān)規(guī)則的說(shuō)法以偏概全。的確，近來(lái)個(gè)別中國(guó)公司出現(xiàn)財(cái)務(wù)造假行為，但這不能代表全部在美上市的中國(guó)公司。美方近期針對(duì)中國(guó)公司的一些言論和做法帶有明顯偏見(jiàn)。

The US is sentencing the whole for the behavior of a few in alleging that Chinese companies do not abide by relevant rules in the US. It is true that accounting fraud has recently been reported in certain Chinese companies, but that cannot represent all the Chinese companies listed in the US. Certain remarks and decisions by the US side lately are clearly marred by bias.

As a matter of fact, Chinese and American supervisory authorities have various means of cooperation in auditing oversight of cross-border listings, but what we are seeing now is relevant US supervisory body’s reluctance to fix the problem. The US remarks and actions targeting China amount to political manipulation of the oversight issue. Forcing Chinese companies to delist from US stock exchanges will seriously harm US investors’ interests. We hope the US will demonstrate its sincerity in solving the problem and following international common practice in cross-border listing oversight, resolve differences through equal cooperation so as to earnestly protect investors’ interests.

Geng Shuang: At present, the overall situation in the China-India border areas is stable and controllable. There are sound mechanisms for border-related matters between China and India. The two sides maintain close communication through diplomatic and military channels and are working to properly resolve relevant issues.

The virtual meeting was entitled “The Impact of Unilateral Coercive Measures (UCMs) on the Global Fight against COVID-19”: Supporting the UN Charter, Promoting International Cooperation and Ensuring that No One is Left Behind in Times of Pandemic”. Can you give us more details on the webinar? How does China view the impact of unilateral sanctions on the global fight against the pandemic?

 

耿爽：當(dāng)前新冠肺炎疫情正在全球擴(kuò)散蔓延，國(guó)際社會(huì)積極開(kāi)展抗疫合作，但個(gè)別國(guó)家仍然頑固地實(shí)施單邊強(qiáng)制措施，使有關(guān)國(guó)家難以獲得抗疫物資和資金支持，形勢(shì)雪上加霜，面臨更大的人道主義困境。

Geng Shuang: As COVID-19 is spreading across the world, the international community is cooperating in fighting the pandemic, while a certain country is still imposing unilateral coercive measures that impede the countries sanctioned from getting anti-epidemic material and financial support, thus aggravating their situation and causing greater humanitarian difficulties.

Against this backdrop, on June 2, the Chinese permanent mission to the UN jointly held a webinar with permanent missions of Russia and other countries, which was chaired by María Fernanda Espinosa Garcés, President of the 73rd session of the UN General Assembly. Remarks were made by representatives of participating countries’ permanent missions to the UN and some member states, as well as experts of the UN Office of the High Commissioner for Human Rights, UNCTAD and Columbia University. All parties believe that UCMs seriously violate the purposes and principles of the UN Charter, run counter to the norms of international law, undermine sanctioned countries’ right to development and ability to achieve sustainable development goals, and turn innocent civilians into biggest victims. The international community should stay united to effectively tackle the impact of unilateral sanctions, and help developing countries defeat the virus and achieve inclusive, sustainable development.

In his speech, Ambassador Zhang Jun of China’s permanent mission to the UN said that the international community should respond positively to Secretary-General’s appeals, make every effort to tackle the impact of unilateral coercive measures, and help sanctioned countries overcome the difficulties. The UN and other international organizations should provide sanctioned countries with timely and effective support to help them address the economic and social impact of the pandemic, and ease people’s difficulties. China has provided a large amount of assistance to countries in need and will continue to do so.

Geng Shuang: China highly appreciates Ms. Zakharova’s remarks. Recently, Foreign Minister Lavrov, Ms. Zakharova and other Russian officials have voiced their support for China’s just position on issues related to Hong Kong and urged external forces to not interfere in China’s internal affairs. This reflects not only the high level of China-Russia relations, but also the unanimous voice of people with a sense of justice in the international community.

 

香港特區(qū)維護(hù)國(guó)家安全立法純屬中國(guó)內(nèi)政，任何外國(guó)無(wú)權(quán)干預(yù)。如果有人執(zhí)意損害中國(guó)利益，中方必將采取一切必要措施予以回應(yīng)。

Geng Shuang: China believes that the consensus reached by the Venezuelan government and opposition on COVID-19 cooperation is conducive to curbing the spread of the virus in the country, safeguarding life and health of the Venezuelan people, and promoting the political settlement of the Venezuelan issue, which is the shared expectation of the international community.

耿爽：媒體是各國(guó)人民加強(qiáng)溝通、增進(jìn)理解的重要橋梁和紐帶。任何外國(guó)媒體機(jī)構(gòu)，只要其活動(dòng)符合駐在國(guó)法律法規(guī)，遵守職業(yè)操守，就應(yīng)該被一視同仁，不應(yīng)該被區(qū)別對(duì)待。

Geng Shuang: Media works as an important bridge and bond for people of all countries to enhance communication and understanding. Foreign media agencies should be treated equally, not differently, as long as they abide by host countries’ laws and regulations and adhere to professional ethics.

 

我們希望有關(guān)社交媒體平臺(tái)放棄意識(shí)形態(tài)偏見(jiàn)，本著開(kāi)放包容的精神看待各國(guó)媒體在促進(jìn)國(guó)際交流與合作中的作用，不要選擇性地設(shè)置障礙，更不要將問(wèn)題政治化。

We hope the social media platform concerned will rise above its ideological bias and look at the roles of all countries’ media in promoting international exchange and cooperation in an open and inclusive manner. It should not place barriers selectively, even less politicize issues.

耿爽：我們敦促少數(shù)政客尊重事實(shí)、尊重國(guó)際關(guān)系基本準(zhǔn)則，摒棄冷戰(zhàn)思維和意識(shí)形態(tài)偏見(jiàn)，停止利用各種問(wèn)題干涉中國(guó)內(nèi)政，停止為一己私利搞政治操弄。我們希望他們能夠多為國(guó)際社會(huì)團(tuán)結(jié)合作發(fā)揮建設(shè)性作用。

Geng Shuang: We urge this handful of politicians to respect facts and basic norms of international relations, discard their Cold War mentality and ideological prejudice, and stop exploiting various issues to interfere in China’s internal affairs and political manipulation for selfish gains. We hope that they will find ways to contribute constructively to international solidarity and cooperation.

耿爽：世界經(jīng)濟(jì)論壇宣布2021年年會(huì)主題為“世界的復(fù)興”，這反映了國(guó)際社會(huì)攜手應(yīng)對(duì)新冠肺炎疫情挑戰(zhàn)、共同促進(jìn)世界經(jīng)濟(jì)恢復(fù)穩(wěn)定發(fā)展的迫切愿望，具有積極意義。

Geng Shuang: The World Economic Forum announced that the theme for its 2021 summit is “the Great Reset”, a positive tone that reflects the urgent aspiration of all countries to address the pandemic challenge together and work to stabilize and resume world economic growth.

 

此次新冠肺炎疫情構(gòu)成二戰(zhàn)以來(lái)最大的全球性危機(jī)，世界經(jīng)濟(jì)陷入上世紀(jì)30年代大蕭條以來(lái)最嚴(yán)重的衰退。但正如施瓦布主席所說(shuō)，此次危機(jī)也給我們提供了一個(gè)反思、重構(gòu)、推動(dòng)世界復(fù)興并打造更加健康、公平和繁榮未來(lái)的機(jī)會(huì)。能否化危為機(jī)，早日戰(zhàn)勝疫情，推動(dòng)世界經(jīng)濟(jì)在新的起點(diǎn)上實(shí)現(xiàn)更大發(fā)展，取決于國(guó)際社會(huì)的共同努力。

As the biggest global crisis after the WWII, this pandemic has dragged the world economy into the most severe recession since the Great Depression in the 1930s. But just as Professor Schwab said, this crisis represents a “window of opportunity to reflect, reimagine, and reset our world to create a healthier, more equitable, and more prosperous future”. It is up to the concerted efforts of all countries to turn the crisis into an opportunity, defeat the virus at an early date and realize greater world economic development at a new starting point.

 

此次疫情有力地說(shuō)明，各國(guó)命運(yùn)緊密相連，人類(lèi)是一個(gè)命運(yùn)共同體。面對(duì)全球公共衛(wèi)生和世界經(jīng)濟(jì)的雙重危機(jī)，唯有發(fā)揚(yáng)伙伴精神，加強(qiáng)團(tuán)結(jié)協(xié)作，才能戰(zhàn)而勝之。中方愿同包括世界經(jīng)濟(jì)論壇在內(nèi)的各方加強(qiáng)合作，秉持多邊主義精神和人類(lèi)命運(yùn)共同體理念，密切宏觀經(jīng)濟(jì)政策協(xié)調(diào)，推動(dòng)構(gòu)建開(kāi)放型世界經(jīng)濟(jì)，促進(jìn)貿(mào)易投資自由化與便利化，維護(hù)全球產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定暢通，攜手推動(dòng)世界經(jīng)濟(jì)早日實(shí)現(xiàn)強(qiáng)勁、可持續(xù)、平衡、包容增長(zhǎng)。

The pandemic has vividly demonstrated that all countries and all mankind are a close-knit community with a shared future. Faced with the dual crisis in terms of global public health and world economy, it takes partnership, solidarity and collaboration to secure the final victory. China is ready to step up cooperation with all parties including the WEF to uphold multilateralism and the vision of a community with a shared future for mankind, conduct close coordination in macro-economic policies, foster an open world economy, facilitate trade and investment liberation and facilitation, safeguard stable and unimpeded global industrial and supply chains, and work for the strong, sustainable, balanced and inclusive growth of the world economy.

 

耿爽：由于工作安排原因，我即將奔赴新的崗位。今天應(yīng)該是我作為外交部發(fā)言人最后一次主持例行記者會(huì)。借此機(jī)會(huì)，也對(duì)大家在過(guò)去近四年時(shí)間里給予我的關(guān)心、幫助、支持、鼓勵(lì)表示衷心感謝！

Geng Shuang: Due to work arrangement, I will be leaving for a new post. Today is my last press conference as the MFA Spokesperson. I would like to take this occasion to thank all of you for your care, assistance, support and encouragement during the past almost four years.

 

作為一名中國(guó)外交官，無(wú)論走到哪里，我都會(huì)繼續(xù)講好中國(guó)故事，傳遞中國(guó)聲音，為促進(jìn)中國(guó)與世界的相互了解、增進(jìn)中國(guó)人民與世界人民的友好情誼作出自己的努力與貢獻(xiàn)。

As a Chinese diplomat, wherever I am, I will always do my best to tell the Chinese story, let the voice of China be heard and contribute to promoting mutual understanding between China and the world and deepening the friendship between the Chinese people and people across the world.
