What we want is a plan that can fill the bill, not just a fair to middling one.
我們要的策劃不能馬馬虎虎，必須十全十美。
fair to middling 在口語中表示：“馬馬虎虎，還過得去”，追求完美的人肯定不想要一個(gè)只是還過得去的，而是符合要求、出類拔萃、十全十美的。因此，當(dāng)美國人說"What we want is a plan that can fill the bill,not just a fair to middling one."時(shí)，他/她要表達(dá)的意思就是:"We expect a satisfying plan, not this casual one."、"We want a plan which is totally up to the must rad, not a passable one."。
