China's top legislature adopted a decision on improving the electoral system of the Hong Kong Special Administrative Region (HKSAR) on March 11, unveiling a series of measures that will reform how the region's chief executive and local lawmakers are elected to ensure "patriots administering Hong Kong". The decision was endorsed by an overwhelming majority vote at the fourth session of the 13th National People's Congress (NPC).

完善香港特別行政區(qū)選舉制度，必須全面準(zhǔn)確貫徹落實(shí)“一國(guó)兩制”、“港人治港”、高度自治的方針，維護(hù)憲法和香港基本法確定的香港特別行政區(qū)憲制秩序，確保以愛(ài)國(guó)者為主體的“港人治港”，切實(shí)提高香港特別行政區(qū)治理效能，保障香港特別行政區(qū)永久性居民的選舉權(quán)和被選舉權(quán)。

香港由亂及治的重大轉(zhuǎn)折，再次昭示了一個(gè)深刻道理，那就是要確保“一國(guó)兩制”實(shí)踐行穩(wěn)致遠(yuǎn)，必須始終堅(jiān)持“愛(ài)國(guó)者治港”。這是事關(guān)國(guó)家主權(quán)、安全、發(fā)展利益，事關(guān)香港長(zhǎng)期繁榮穩(wěn)定的根本原則。
Hong Kong's transition from chaos to stability has once again demonstrated that the principle of "patriots governing Hong Kong" must be always upheld to ensure the steady and sustained implementation of "one country, two systems".
