China will promote liberalization and facilitation of trade and investment, and steadily promote the opening-up of financial sectors including banking, securities, insurance, and futures, said the outline.

當(dāng)前，在國際環(huán)境日趨復(fù)雜、不穩(wěn)定性不確定性明顯增加的大背景下，我國實行高水平對外開放，堅持實施更大范圍、更寬領(lǐng)域、更深層次的對外開放，建設(shè)更高水平開放型經(jīng)濟新體制，是構(gòu)建新發(fā)展格局的客觀要求，是發(fā)揮我國14億人口大市場優(yōu)勢推動全球自由貿(mào)易進程、建設(shè)開放型世界經(jīng)濟的重大舉措。總的來看，這要求我們把擴大內(nèi)需與擴大開放有機統(tǒng)一起來，以強大內(nèi)需市場為依托，發(fā)展更高層次的開放型經(jīng)濟，形成有利于吸引全球資源要素、更有效參與國際競爭合作的體制機制。通過建設(shè)更高水平開放型經(jīng)濟新體制，在范圍上實現(xiàn)從以沿海開放為主向陸海內(nèi)外聯(lián)動、東西雙向互濟的全方位開放轉(zhuǎn)變，從以引進來為主向高質(zhì)量引進來和高水平走出去并重的雙向開放轉(zhuǎn)變；在領(lǐng)域上實現(xiàn)從以制造業(yè)開放為主向制造業(yè)和服務(wù)業(yè)開放并舉轉(zhuǎn)變；在層次上實現(xiàn)從主要依靠優(yōu)惠政策吸引外資向以一流營商環(huán)境吸引全球資源要素轉(zhuǎn)變。

【重要講話】
中國的發(fā)展離不開世界，世界的繁榮也需要中國。中國正在加快形成以國內(nèi)大循環(huán)為主體、國內(nèi)國際雙循環(huán)相互促進的新發(fā)展格局，建設(shè)更高水平開放型經(jīng)濟新體制。中國將堅定不移奉行互利共贏的開放戰(zhàn)略，從世界汲取發(fā)展動力，也讓中國發(fā)展更好惠及世界。
China cannot be separated from the world in achieving development, and the world also needs China for prosperity. Now, China is speeding up efforts to foster a new development paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other.
