中國(guó)共產(chǎn)黨第十九屆中央委員會(huì)第五次全體會(huì)議在遠(yuǎn)景目標(biāo)中提出全體人民共同富裕取得更為明顯的實(shí)質(zhì)性進(jìn)展，具體目標(biāo)是：中等收入群體顯著擴(kuò)大，基本公共服務(wù)實(shí)現(xiàn)均等化，城鄉(xiāng)區(qū)域發(fā)展差距和居民生活水平差距顯著縮小，人均國(guó)內(nèi)生產(chǎn)總值達(dá)到中等發(fā)達(dá)國(guó)家水平。

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to achieve more substantial progress in common prosperity for everyone in China's long-range objectives, with the aim to expand remarkably the size of the middle-income group, ensure equitable access to basic public services, and significantly reduce disparities in urban-rural development and in living standards. The per capita GDP will reach the level of moderately developed countries.

實(shí)現(xiàn)共同富裕，反映了社會(huì)主義的本質(zhì)要求，是我們黨堅(jiān)持全心全意為人民服務(wù)根本宗旨的重要體現(xiàn)。在波瀾壯闊的歷史進(jìn)程中，中國(guó)共產(chǎn)黨始終堅(jiān)持以人民為中心，團(tuán)結(jié)帶領(lǐng)全國(guó)各族人民為創(chuàng)造美好生活、實(shí)現(xiàn)共同富裕而不懈奮斗，在實(shí)踐中形成了先富帶動(dòng)后富、逐步實(shí)現(xiàn)共同富裕的規(guī)律性認(rèn)識(shí)，推動(dòng)人民生活質(zhì)量和社會(huì)共享水平顯著提升。

“十四五”時(shí)期將扎實(shí)推動(dòng)共同富裕，堅(jiān)持按勞分配為主體、多種分配方式并存，提高勞動(dòng)報(bào)酬在初次分配中的比重，健全工資合理增長(zhǎng)機(jī)制，著力提高低收入群體的收入，擴(kuò)大中等收入群體;完善按要素分配政策制度，增加中低收入群體的要素收入;完善再分配機(jī)制，加大稅收、社保、轉(zhuǎn)移支付等調(diào)節(jié)力度和精準(zhǔn)性;發(fā)揮第三次分配的作用，發(fā)展慈善事業(yè)。

我們要以更大的力度、更實(shí)的措施保障和改善民生，加強(qiáng)和創(chuàng)新社會(huì)治理，堅(jiān)決打贏脫貧攻堅(jiān)戰(zhàn)，促進(jìn)社會(huì)公平正義，在幼有所育、學(xué)有所教、勞有所得、病有所醫(yī)、老有所養(yǎng)、住有所居、弱有所扶上不斷取得新進(jìn)展，讓實(shí)現(xiàn)全體人民共同富裕在廣大人民現(xiàn)實(shí)生活中更加充分地展示出來(lái)。

We will devote more energy and take more concrete measures in ensuring and improving people's living standards, strengthening and developing new approaches to social governance, resolutely winning the battle against poverty, promoting social fairness and justice, making steady progress in ensuring people's access to childcare, education, employment, medical services, elderly care, housing, and social assistance, so as to better demonstrate the realization of common prosperity for everyone in people's real life.
