國家郵政局發(fā)展研究中心近日發(fā)布《中國郵政快遞業(yè)綠色發(fā)展報告(2019-2020年)》。報告稱，2019年我國在快遞包裝綠色治理方面取得顯著成效，行業(yè)正加速構(gòu)建綠色發(fā)展體系。報告重申，到2025年年底，全國范圍郵政快遞網(wǎng)點禁止使用不可降解的塑料包裝袋、塑料膠帶和一次性塑料編織袋。

China made remarkable progress on the green governance of express packaging in 2019, with a more environment-friendly development framework taking shape, according to a recent report on the green development of China's post and express industry. Compiled by the development and research center of the State Post Bureau, the report reaffirmed the country's plan to cease the use of non-degradable plastic packaging, plastic tape, and single-use plastic woven bags at postal and express service outlets by 2025.

2019年，我國快遞業(yè)務(wù)量完成635.2億件，同比增長25.3%，連續(xù)6年穩(wěn)居世界第一。隨著電商快遞的快速發(fā)展，產(chǎn)生的快遞包裝廢棄物問題引起各界關(guān)注，推進快遞包裝綠色治理刻不容緩。

為了適應(yīng)新形勢新要求，推進快遞包裝綠色治理，國家郵政局堅持系統(tǒng)治理，強化責(zé)任分工和部署落實，印發(fā)了《2020年行業(yè)生態(tài)環(huán)境保護工作要點》，圍繞快遞包裝綠色治理明確年度工作任務(wù)和措施，提出實施“9792”工程，即“瘦身膠帶”封裝比例達90%，電商快件不再二次包裝率達70%，循環(huán)中轉(zhuǎn)袋使用率達90%，新增2萬個設(shè)置標(biāo)準(zhǔn)包裝廢棄物回收裝置的郵政快遞網(wǎng)點。

下一步，國家郵政局將制定出臺《郵政業(yè)綠色發(fā)展行動計劃(2021—2025)》，明確未來五年的目標(biāo)任務(wù)和主要措施，確定路線圖。同時，將深入推進責(zé)任落實，指導(dǎo)各地郵政管理部門認真履行監(jiān)管責(zé)任，加快建立與綠色理念相適應(yīng)的法律標(biāo)準(zhǔn)和政策體系，加強監(jiān)督管理和行政執(zhí)法，推動寄遞企業(yè)落實主體責(zé)任，推動落實郵政業(yè)污染治理的地方屬地責(zé)任。
