中央全面深化改革委員會第十一次會議指出，要破除阻礙要素自由流動的體制機(jī)制障礙，實現(xiàn)要素市場化配置，為推動高質(zhì)量發(fā)展、建設(shè)現(xiàn)代化經(jīng)濟(jì)體系打下堅實制度基礎(chǔ)。

The 11th meeting of the central committee for deepening overall reform demanded efforts to remove institutional obstacles that impede free flows of factors and secure the market-based allocation in order to provide an institutional foundation for promoting high-quality growth and building a modern economic system.

黨的十九屆四中全會審議通過的《中共中央關(guān)于堅持和完善中國特色社會主義制度、推進(jìn)國家治理體系和治理能力現(xiàn)代化若干重大問題的決定》提出，推進(jìn)要素市場制度建設(shè)，實現(xiàn)要素價格市場決定、流動自主有序、配置高效公平。我國商品市場發(fā)育較為充分，市場決定商品價格基本實現(xiàn)全覆蓋，但要素市場發(fā)育不充分，存在市場決定要素配置范圍有限、要素流動存在體制機(jī)制障礙等問題。要推進(jìn)要素市場制度建設(shè)，重點是在土地、金融、科技、數(shù)據(jù)等領(lǐng)域健全制度規(guī)則，深化市場化改革，實現(xiàn)要素價格市場決定、流動自主有序、配置高效公平。

經(jīng)濟(jì)體制改革必須以完善產(chǎn)權(quán)制度和要素市場化配置為重點，實現(xiàn)產(chǎn)權(quán)有效激勵、要素自由流動、價格反應(yīng)靈活、競爭公平有序、企業(yè)優(yōu)勝劣汰。

In our economic reforms, we must concentrate on improving the property rights system and ensuring the market-based allocation of factors of production, so that property rights act as effective incentives, and we should ensure free flows of factors, flexible prices, fair and orderly competition, and that business survival is determined by competition.
