中共中央印發(fā)《中國共產(chǎn)黨問責條例》

The revised regulation on Party accountability, made public on Wednesday, targets Party organizations and leading officials of Party committees and discipline inspection committees.

修訂后的《中國共產(chǎn)黨問責條例》于9月4日公布，主要針對各級黨組織、黨委領(lǐng)導干部以及紀委(紀檢組)。

《條例》規(guī)定，黨組織、黨的領(lǐng)導干部有下列情形之一，應當予以問責：

poor leadership of the Party;

黨的領(lǐng)導弱化;

insufficient promotion of political, theoretical, organizational and disciplinary work within the Party;

黨的政治建設抓得不實，黨的思想建設缺失，黨的組織建設薄弱，黨的紀律建設抓得不嚴;

insufficient combating of corruption;

反腐敗斗爭不堅決、不扎實;

improper conduct in the most pressing issues that concern the people, including education, medical services, ecological protection, fod and drug safety, poverty relief and social security.

在教育醫(yī)療、生態(tài)環(huán)境保護、食品藥品安全、扶貧脫貧、社會保障等涉及人民群眾最關(guān)心最直接最現(xiàn)實的利益問題上作為不當。

對黨組織的問責，根據(jù)危害程度以及具體情況，可以采取以下方式：

(一)檢查。責令作出書面檢查并切實整改(be ordered to write a letter of remorse and rectify)。

(二)通報。責令整改，并在一定范圍內(nèi)通報(be named and shamed within certain ranks)。

(三)改組。對失職失責，嚴重違犯黨的紀律、本身又不能糾正的，應當予以改組(be restructured for serious dereliction of duty and violation of Party regulations)。

對黨的領(lǐng)導干部的問責，根據(jù)危害程度以及具體情況，可以采取以下方式：

(一)通報。進行嚴肅批評，責令作出書面檢查、切實整改，并在一定范圍內(nèi)通報(be named and shamed within certain ranks)。

(二)誡勉。以談話或者書面方式進行誡勉(receive oral or written warnings)。

(三)組織調(diào)整或者組織處理。對失職失責、危害較重，不適宜擔任現(xiàn)職的，應當根據(jù)情況采取停職檢查、調(diào)整職務、責令辭職、免職、降職等措施(be suspended from their posts, transferred, or forced to resign, demotion, or dismissal)。

(四)紀律處分。對失職失責、危害嚴重，應當給予紀律處分的，依照《中國共產(chǎn)黨紀律處分條例》追究紀律責任(be subject to punishment for violating Party discipline)。

《條例》還明確，實行終身問責(lifelong accountability)，對失職失責性質(zhì)惡劣、后果嚴重的，不論其責任人是否調(diào)離轉(zhuǎn)崗、提拔或者退休等，都應當嚴肅問責(officials will be held responsible for serious breaches of duty for life, even if they are transferred, promoted or retire)。
