教育部等六部門(mén)規(guī)范校外線上培訓(xùn) 不得超綱教學(xué)

從2018年2月開(kāi)始，根據(jù)中央部署，教育部聯(lián)合市場(chǎng)監(jiān)管等有關(guān)部門(mén)開(kāi)展了為期一年半的校外培訓(xùn)機(jī)構(gòu)專(zhuān)項(xiàng)治理行動(dòng)，當(dāng)成效初顯的時(shí)候，一些新的問(wèn)題也凸顯出來(lái)。一些培訓(xùn)機(jī)構(gòu)從線下轉(zhuǎn)戰(zhàn)線上，或者線下線上“多點(diǎn)開(kāi)花”。針對(duì)這些新問(wèn)題，教育部等六部門(mén)于7月15日印發(fā)《關(guān)于規(guī)范校外線上培訓(xùn)的實(shí)施意見(jiàn)》(以下簡(jiǎn)稱(chēng)《實(shí)施意見(jiàn)》)。

China will carry out a comprehensive inspection on all online after-school training institutions and set up records on the institutions, their training content and teacher credentials by the end of this year as part of its oversight of the rapidly expanding industry, the Ministry of Education said on Monday.

教育部表示，要對(duì)快速發(fā)展的校外線上培訓(xùn)進(jìn)行監(jiān)管，2019年12月底前完成對(duì)全國(guó)校外線上培訓(xùn)及機(jī)構(gòu)的全面排查，對(duì)培訓(xùn)機(jī)構(gòu)及其培訓(xùn)內(nèi)容和師資情況進(jìn)行備案。

《實(shí)施意見(jiàn)》要點(diǎn)包括：

培訓(xùn)內(nèi)容不得超出相應(yīng)的國(guó)家課程標(biāo)準(zhǔn)

Online training providers shall not offer courses beyond the official syllabus for elementary and secondary schools, while the courses shall remain proportionate to students' grades and individual competence, according to the guidelines.

學(xué)科類(lèi)課程培訓(xùn)內(nèi)容不得超出相應(yīng)的國(guó)家課程標(biāo)準(zhǔn)，須與招生對(duì)象所處年級(jí)相匹配、與學(xué)生個(gè)體能力相適應(yīng)。

To enable verification, the training content and data are asked to be kept for at least one year, while the livestreaming courses should be kept for no less than six months.

培訓(xùn)內(nèi)容和培訓(xùn)數(shù)據(jù)信息須留存1年以上，其中直播教學(xué)的影像須留存至少6個(gè)月。

合理設(shè)置課程培訓(xùn)時(shí)長(zhǎng)

The duration of each online training session shall not exceed 40 minutes and the interval between two sessions should not be less than 10 minutes.

每節(jié)課持續(xù)時(shí)間不得超過(guò)40分鐘，課程間隔不少于10分鐘。

In addition, it requires live broadcast lessons for mainland students in compulsory education to be completed no later than 9 pm.

面向境內(nèi)義務(wù)教育階段學(xué)生的直播類(lèi)培訓(xùn)活動(dòng)結(jié)束時(shí)間不得晚于21:00。

師資合格

Teachers employed by online educational institutions should not be in-service teachers from primary and secondary schools but must hold corresponding teachers' qualifications, according to the guidelines.

不得聘用中小學(xué)在職教師，從事學(xué)科知識(shí)培訓(xùn)的人員應(yīng)當(dāng)具有國(guó)家規(guī)定的相應(yīng)教師資格。

Foreign teachers recruited by the after-school training institutions should comply with relevant national regulations, it says, adding that institutions must publicize information on their foreign teachers, including names, photos, teaching credentials, learning, work and teaching experience as well as teachers' qualifications.

聘用外籍人員須符合國(guó)家有關(guān)規(guī)定。要在培訓(xùn)平臺(tái)和課程界面的顯著位置公示培訓(xùn)人員姓名、照片和教師資格證等信息，公示外籍培訓(xùn)人員的學(xué)習(xí)、工作和教學(xué)經(jīng)歷。

不得收取超3個(gè)月費(fèi)用

Online training institutions should not charge fees for more than three months or 60 classes ahead of training, and training fees should not be used for other investment, the guideline said.

按課時(shí)收費(fèi)的，每科不得一次性收取超過(guò)60課時(shí)的費(fèi)用;按培訓(xùn)周期收費(fèi)的，不得一次性收取時(shí)間跨度超過(guò)3個(gè)月的費(fèi)用。收取的培訓(xùn)費(fèi)用不得用于其他投資。

經(jīng)排查發(fā)現(xiàn)問(wèn)題的校外線上培訓(xùn)機(jī)構(gòu)應(yīng)當(dāng)按整改意見(jiàn)進(jìn)行整改(rectify their problems)，于2020年6月底前完成整改并重新提交相關(guān)材料。

省級(jí)教育行政部門(mén)要聯(lián)合網(wǎng)信、電信、公安等部門(mén)對(duì)逾期未完成整改或整改不到位的校外線上培訓(xùn)機(jī)構(gòu)進(jìn)行查處，視情節(jié)暫?；蛲Ｖ古嘤?xùn)平臺(tái)運(yùn)營(yíng)(operation suspended or closed)、下架培訓(xùn)應(yīng)用(apps removed)、關(guān)閉微信公眾號(hào)(小程序)、依法進(jìn)行經(jīng)濟(jì)處罰等。
