2017年11月，國務院印發(fā)《劃轉部分國有資本充實社?；饘嵤┓桨浮罚鞔_了國資劃轉社?；鸬臅r間表和路線圖。按照試點先行、分級組織、穩(wěn)步推進的原則完成劃轉工作。第一步，2017年選擇部分中央企業(yè)和部分省份開展試點。中央企業(yè)包括國務院國資委監(jiān)管的中央管理企業(yè)3至5家、中央金融機構2家。試點省份的劃轉工作由有關省(區(qū)、市)人民政府具體組織實施。第二步，在總結試點經驗的基礎上，2018年及以后，分批劃轉其他符合條件的中央管理企業(yè)、中央行政事業(yè)單位所辦企業(yè)以及中央金融機構的國有股權，盡快完成劃轉工作。各省(區(qū)、市)人民政府負責組織實施本地區(qū)地方國有企業(yè)的國有股權劃轉工作。方案明確，將中央和地方國有及國有控股大中型企業(yè)、金融機構納入劃轉范圍，統(tǒng)一劃轉比例為企業(yè)國有股權的10%。劃轉的國有資本具有充實社?；鸬奶囟ㄓ猛竞驼吣繕?，運營收益根據基本養(yǎng)老保險基金的支出需要上繳，專項用于彌補企業(yè)職工基本養(yǎng)老保險基金缺口。劃轉的國有資本應集中持有，獨立運行，單獨核算，接受考核和監(jiān)督。
