2000億條微博被國(guó)家圖書館保存 網(wǎng)友：后人不懂我的梗咋辦？

4月19日，國(guó)家圖書館互聯(lián)網(wǎng)信息戰(zhàn)略保存項(xiàng)目在北京啟動(dòng)，首家互聯(lián)網(wǎng)信息戰(zhàn)略保存基地落戶新浪。

More than 210 million news stories published on Sina.com, the news portal operated by the parent company of Weibo Sina Corp, together with 200 billion public posts on Weibo, will be archived under a non-profit project by the national library, according to a statement on Weibo’s official account on government services.

微博政務(wù)發(fā)布的消息稱，新浪網(wǎng)發(fā)布的2.1億多條新聞和微博上公開發(fā)布的2000億條博文都將被國(guó)家圖書館存檔并納入該非盈利項(xiàng)目。

【單詞講解】

Archive，讀作 [?ɑrka?v]，可作為動(dòng)詞或名詞使用，表示“存檔;檔案文件，檔案館”，比如，to archive documents(文件存檔);an archive of historical manuscripts(歷史手稿檔案館)。這里提到的互聯(lián)網(wǎng)信息存檔可以直接用web archiving或者online data archiving表示。

據(jù)介紹，該項(xiàng)目旨在聯(lián)合國(guó)內(nèi)各信息保存機(jī)構(gòu)，在全國(guó)范圍內(nèi)構(gòu)建分級(jí)分布的中文網(wǎng)絡(luò)信息資源采集與保存體系，保存互聯(lián)網(wǎng)時(shí)代的國(guó)家記憶和數(shù)字遺產(chǎn)(to preserve national memory and digital heritage in the internet era)。

國(guó)家圖書館館長(zhǎng)饒權(quán)表示：

The project is established for the long-term development of national information security and the informatization of society.

啟動(dòng)互聯(lián)網(wǎng)信息戰(zhàn)略保存項(xiàng)目，旨在著眼于國(guó)家信息安全與社會(huì)信息化建設(shè)的長(zhǎng)遠(yuǎn)發(fā)展。

根據(jù)相關(guān)規(guī)定，在信息數(shù)據(jù)保存方面，國(guó)家圖書館互聯(lián)網(wǎng)信息戰(zhàn)略保存基地將采取社會(huì)化保存模式，共建過程中信息數(shù)據(jù)仍由共建主體保存和管理(data collected from Weibo and Sina.com will be stored and managed on company servers)，共建主體需確保其提供的信息數(shù)據(jù)完整、有效、安全(the company needs to make sure that data collected are complete, valid and secure)，并擁有合法所有權(quán)(legal ownership)、知識(shí)產(chǎn)權(quán)(intellectual property right)或已獲得相應(yīng)授權(quán)(acquired authorization)。

國(guó)家圖書館將根據(jù)基地保存規(guī)范、數(shù)據(jù)遴選機(jī)制和服務(wù)需要提供使用需求，適時(shí)將部分基地?cái)?shù)據(jù)納入國(guó)家文獻(xiàn)信息戰(zhàn)略保存體系，并與共建主體聯(lián)合開展數(shù)據(jù)分析，服務(wù)于政策決策、學(xué)術(shù)研究等非商業(yè)用途(jointly analyze the data for policymaking and academic purposes)。

互聯(lián)網(wǎng)信息存檔 國(guó)際上早有先例

事實(shí)上，很多國(guó)家都在開展互聯(lián)網(wǎng)信息存檔工作。

Archiving online data has become an increasingly popular means of recording the cultural and intellectual legacy of the modern digital world. Countries like the UK and the Netherlands have established their own institutes dedicated to digital preservation. In France and Germany, national libraries play the role of preserver.

互聯(lián)網(wǎng)信息存檔已經(jīng)成為現(xiàn)代數(shù)字世界記錄文化和知識(shí)遺產(chǎn)一種日益普遍的方式。英國(guó)和荷蘭等國(guó)都已建立了自己專門的數(shù)字存儲(chǔ)機(jī)構(gòu)。法國(guó)和德國(guó)的國(guó)家圖書館都承擔(dān)了數(shù)字存檔的任務(wù)。

In 2003, an organization called the International Internet Preservation Consortium, or IIPC, was established to oversee the collection, preservation, and sharing of “knowledge from the global web.” Today, its members hail from 45 countries.

The National Library of China joined the IIPC in 2007 and has been archiving over 20,000 government websites since then, as well as information about events such as the SARS epidemic in 2003, the Great Wenchuan Earthquake of 2008, and the Beijing Olympics the same year.
