137所高校入選“雙一流”建設名單

9月21日，教育部、財政部、國家發(fā)展改革委公布世界一流大學和一流學科(簡稱“雙一流”)建設高校及建設學科名單，共有137所高校入圍。其中，一流大學建設高校共計42所,一流學科建設高校共計95所。

The Ministry of Education, the Ministry of Finance, and the National Development and Reform Commission on Thursday jointly released a selected list of universities and colleges, which will participate in the country’s construction plan of world-class universities and first-class disciplines.

9月21日，教育部、財政部、國家發(fā)展改革委公布世界一流大學和一流學科建設高校及建設學科名單。

“雙一流”("Double First-Class" initiative)是黨中央、國務院作出的重大戰(zhàn)略決策。2015年8月18日，中央全面深化改革領導小組(the Central Leading Group for Comprehensively Continuing Reform)第十五次會議討論《統(tǒng)籌推進世界一流大學和一流學科建設總體方案》，并在當年10月由國務院印發(fā)。

《方案》提出，到2020年，若干所大學和一批學科進入世界一流行列(a number of universities and disciplines are developed into world-class ones)，若干學科進入世界一流學科前列(a number of disciplines are in the leading position among world-class disciplines);到本世紀中葉，一流大學和一流學科的數(shù)量和實力進入世界前列(the number and capability of first-class universities and disciplines ranks among the best in the world)，基本建成高等教育強國(make China an international higher education power)。

本次公布的“雙一流”建設高校及學科名單中共有137所高校，其中，一流大學建設高校共計42所(42 universities and colleges will be developed into first-class educational institutions)，這里面A類高校36所，包括北京大學、中國人民大學、清華大學、北京航空航天大學等，B類高校6所，包括東北大學、鄭州大學、湖南大學、云南大學、西北農(nóng)林科技大學、新疆大學。一流學科建設高校共計95所(95 universities will focus on building their preponderant disciplines into first-rate ones)，包括北京交通大學、北京工業(yè)大學、北京科技大學等。

“雙一流”建設高校通過競爭優(yōu)選(competitive selection)、專家評選(expert evaluation)、政府比選(government assessment)、動態(tài)篩選(periodic screening)產(chǎn)生。有關負責人強調，此次遴選認定所產(chǎn)生的是“建設”高校及“建設”學科，重點在“建設”(developing)，是邁向世界一流的起點，而不是認定這些學校和學科就是世界一流大學和一流學科(it doesn’t mean that those universities and disciplines have already been recognized as first-class ones)，能否成為世界一流大學和一流學科還要看最終的建設成效。

我國曾經(jīng)在1995年和1998年分別推出了兩個高等教育重點建設項目，即“211工程”和“985工程”。

“211工程”(Project 211)，即面向21世紀、重點建設100所左右的高等學校和一批重點學科的建設工程(the project of building 100 or so key higher educational institutions and a number of key disciplines for the 21st century)，于1995年11月經(jīng)國務院批準后正式啟動。“211工程”是新中國成立以來由國家立項在高等教育領域進行的規(guī)模最大、層次最高的重點建設工作，是中國政府實施“科教興國”戰(zhàn)略(the strategy of reinvigorating the country through science and education)的重大舉措、中華民族面對世紀之交的中國國內(nèi)外形勢而作出的發(fā)展高等教育的重大決策。

“985工程”(Project 985)，是由時任國家主席江澤民1998年5月4日在慶祝北京大學建校100周年大會上率先提出的。1999年，國務院批轉教育部《面向21世紀教育振興行動計劃(Action Plan for Education Rejuvenation for the 21st Century)》，“985工程”正式啟動建設。截止2011年3月31日，全國共有39所“985”高校。

有關負責人介紹，“雙一流”建設不搞全體發(fā)動、推倒重來，既充分考慮“211工程”“985工程”等高等教育重點建設基礎，繼承好已有建設成效，同時堅持競爭開放、動態(tài)調整，打破身份固化，強化績效激勵，深化綜合改革，切實推動高校內(nèi)涵式發(fā)展、提高質量。
