婚戀網(wǎng)站須嚴(yán)格執(zhí)行實(shí)名制 嚴(yán)打違法婚介

9月18日下午，民政部官方網(wǎng)站公布，為貫徹《中長(zhǎng)期青年發(fā)展規(guī)劃(2016-2025年)》，推動(dòng)服務(wù)青年婚戀工作，共青團(tuán)中央、民政部、國(guó)家衛(wèi)生計(jì)生委聯(lián)合印發(fā)《關(guān)于進(jìn)一步做好青年婚戀工作的指導(dǎo)意見》(以下簡(jiǎn)稱《意見》)，要求依法整頓婚介服務(wù)市場(chǎng)，嚴(yán)厲打擊婚托、婚騙等違法婚介行為，促進(jìn)婚戀市場(chǎng)規(guī)范發(fā)展。

Government bodies will coordinate to promote real-name registrations and authentication on dating sites and crack down on marital fraud and other crimes related to matchmaking services, according to the guideline issued by the Central Committee of the Communist Youth League of China, the Ministry of Civil Affairs and the National Health and Family Planning Commission.

共青團(tuán)中央、民政部、國(guó)家衛(wèi)生計(jì)生委聯(lián)合印發(fā)的意見指出，政府部門將協(xié)調(diào)推進(jìn)婚戀網(wǎng)站實(shí)名注冊(cè)及驗(yàn)證，打擊婚騙等違法婚介行為。

婚戀詐騙，在英語中可以用marital fraud或者romance fraud/scam表示，多是假裝以戀愛或結(jié)婚為由(involving feigned romantic intentions)，贏得對(duì)方好感(gaining affection)，然后騙取對(duì)方錢財(cái)?shù)姆缸镄袨?using that goodwill to commit fraud)。

在網(wǎng)絡(luò)無處不在的今天，越來越多單身男女通過網(wǎng)絡(luò)婚戀平臺(tái)(online dating platforms)尋找戀愛和結(jié)婚的對(duì)象，但是網(wǎng)絡(luò)身份信息難辨真?zhèn)?，讓不少人身陷婚騙的漩渦。

《意見》指出將拓展青年婚戀線上線下服務(wù)平臺(tái)(online and offline matchmaking service platform for the youth)，整合民政部門、團(tuán)組織、市場(chǎng)機(jī)構(gòu)、社會(huì)組織的陣地和平臺(tái)資源，打造一批便于青年參與、服務(wù)實(shí)效顯著、有較高誠(chéng)信度的婚戀公益服務(wù)平臺(tái)(to build public matchmaking service platforms that are easy to use, highly efficient and trustworthy)。

同時(shí)，將協(xié)調(diào)推動(dòng)工商、工信、公安、網(wǎng)監(jiān)、機(jī)關(guān)職能等部門的協(xié)同聯(lián)動(dòng)，推動(dòng)實(shí)名認(rèn)證和實(shí)名注冊(cè)(real-name registrations and authentication)在婚戀交友平臺(tái)的嚴(yán)格執(zhí)行，加強(qiáng)對(duì)個(gè)人用戶信息保護(hù)(protection of personal information)的監(jiān)督執(zhí)法，依法整頓婚介服務(wù)市場(chǎng)(regulate the market of matchmaking services)，嚴(yán)厲打擊婚托、婚騙等違法婚介行為。

今年5月，共青團(tuán)中央書記處常務(wù)書記賀軍科表示，大齡未婚是中國(guó)青年迫切關(guān)注的重大問題。共青團(tuán)將幫助青年人樹立正確的婚戀觀、家庭觀(help the youth establish a correct view of marriage and family);聯(lián)合青年組織，聯(lián)合各種群團(tuán)組織、社會(huì)組織多開展便于青年交流交往的活動(dòng)，擴(kuò)大青年人交流的圈子(carry out events and activities by cooperating with other social organizations in order to expand the youth’s social circles)，為他們結(jié)交朋友創(chuàng)造更多的機(jī)會(huì)和條件;協(xié)調(diào)和推動(dòng)政府有關(guān)部門，規(guī)范婚姻介紹和婚姻服務(wù)，打擊婚戀介紹中虛假欺騙行為(coordinate relevant government departments to promote well-regulated matchmaking services and combat fraud)，幫助青年人找到合意的伴侶。

而在今年4月印發(fā)的《中長(zhǎng)期青年發(fā)展規(guī)劃(2016-2025年)》也提出，要導(dǎo)青年樹立文明、健康、理性的婚戀觀(civilized, healthy and rational view of marriage and dating)。
