 What is water scarcity 什么是水荒
     Water scarcity occurs where there are insufficient water resources to satisfy long-term average requirements. It refers to long-term water imbalances, combining low water availability with a level of water demand exceeding the supply capacity of the natural system.
     Water availability problems frequently appear in areas with low rainfall but also in areas with high population density, intensive irrigation and/or industrial activity. Large spatial and temporal differences in the amount of water available are observed across Europe.
     Beyond water quantity, a situation of water scarcity can also emerge from acute water quality issues (e.g. diffuse or point source pollutions) which lead to reduced fresh/clean water availability.
     Currently the main way of assessing Water Scarcity is by means of the Water Exploitation Index (WEI) applied on different scales (i.e. national, river basin). The WEI is the average demand for freshwater divided by the long-term average freshwater resources. It illustrates to which extent the total water demand puts pressure on the available water resource in a given territory and points out the territories that have high water demand compared to their resources.
     Water scarcity already affects every continent. Around 1.2 billion people, or almost one-fifth of the world's population, live in areas of physical scarcity, and 500 million people are approaching this situation. Another 1.6 billion people, or almost one quarter of the world's population, face economic water shortage (where countries lack the necessary infrastructure to take water from rivers and aquifers).
     Water scarcity is among the main problems to be faced by many societies and the World in the XXIst century. Water use has been growing at more than twice the rate of population increase in the last century, and, although there is no global water scarcity as such, an increasing number of regions are chronically short of water.
     Water scarcity is both a natural and a human-made phenomenon. There is enough freshwater on the planet for six billion people but it is distributed unevenly and too much of it is wasted, polluted and unsustainably managed.
     水荒(water scarcity)是指在某些城市,由于天然水源(natural water source)供應(yīng)無(wú)法滿足所需用水量或水源受污染無(wú)法提供足夠清潔水的狀況。水荒應(yīng)當(dāng)通過(guò)如下措施來(lái)解決:
     1. 建造水庫(kù)(reservoir)或跨流域調(diào)水(inter-basin water transfer)來(lái)補(bǔ)給;
     2. 改革用水工藝,通過(guò)城市污水循環(huán)(sewage/waste water reticulating pump)再利用等多種方式來(lái)壓縮用水量(water consumption);
     3. 開(kāi)發(fā)新技術(shù)和利用新水源,如海水淡化(sea water desalinization)、人工降雨(artificial precipitation)等。

     Mom: I've told you for several times that don't keep the tap open when you leave.
     媽媽:我已經(jīng)和你說(shuō)過(guò)很多次了,當(dāng)你離開(kāi)的時(shí)候不要讓水龍頭一直開(kāi)著。
     Son: I answered a telephone and forget to close the tap.
     兒子:我剛剛接了一個(gè)電話,就忘記關(guān)水龍頭了。
     Mom: You always find excuses, don't you kwon that our country is short of water?
     媽媽:你總是找借口,難道你不知道我們國(guó)家是一個(gè)缺水的國(guó)家嗎?
     Son: I think the fact is not as bad as you said. We have enough water everyday.
     兒子:我認(rèn)為現(xiàn)實(shí)情況并不像你說(shuō)的那么糟糕。我們每天都有充足的水源。
     Mom: The fresh water resource that our mankind can use just accounts for 0.26% of the gross amount of water resources, 70% among that water are freezing under the ice cover in the Antarctic Pole and the Arctic Pole. Adding up the glaciers and accumulated snows that are difficult to use, there are 87% of fresh water resources cannot be used by human beings.
     媽媽:人類目前能夠利用的淡水資源只占全球水資源總量的0.26%,其中70%以上被凍結(jié)在南極和北極的冰蓋中,加上難以利用的高山冰川和永凍積雪,有87%的淡水資源難以被人類利用。
     Son: It sounds very serious.
     兒子:聽(tīng)上去真的很嚴(yán)重。
     Mom: You should know that many places suffer the water scarcity every year, and people's lives there are severely affected.
     媽媽:要知道很多地方常年都受到水荒的困擾,人們的生活受到了嚴(yán)重的影響。
     Son: Isn't there any related measurements of those countries to prevent or relieve this phenomenon?
     兒子:難道各國(guó)就沒(méi)有采取相關(guān)措施防止或者減緩這種現(xiàn)象嗎?
     Mom: Of course there are. Many countries set up dams to reserve water resources, and other countries are devoting to the research on sewage water reticulating pump in order to reuse these water resources. In some places that lack of water, the government takes artificial precipitation to relieve the drought.
     媽媽:當(dāng)然有。很多國(guó)家都通過(guò)建筑堤壩來(lái)儲(chǔ)存水資源,還有很多國(guó)家正在致力于研究污水循環(huán)再利用的技術(shù),使水資源能夠得到重復(fù)利用。在一些降雨稀少的地方,還采取了人工降雨的方法緩解干旱。
     Son: Is there any obvious effects?
     兒子:這些措施效果明顯嗎?
     Mom: There are, but still couldn't meet the social needs for water.
     媽媽:有一定的效果,但是依然無(wú)法滿足當(dāng)今社會(huì)對(duì)于水的需求量。
     Son: Apart from domestic water, is there any other fields that need water?
     兒子:除了生活用水,還有哪些地方需要水呢?
     Mom: Such as agricultural irrigation, industrial production, aquiculture and hydraulic electrogenerating, etc.
     媽媽:比如農(nóng)業(yè)灌溉、工業(yè)生產(chǎn)、水產(chǎn)養(yǎng)殖、水力發(fā)電等等。
     Son: Water is so important for the survival and development of human beings and I'll concern about saving water in the future.
     兒子:水對(duì)于人類的生存和發(fā)展太重要了,今后我一定會(huì)注意節(jié)約用水。
