投標與招標是相對應的概念，它是指投標人應招標人的邀請或投標人滿足招標人最低資質(zhì)要求而主動申請，按照招標的要求和條件，在規(guī)定的時間內(nèi)向招標人遞價，爭取中標的行為。

投標的基本做法是投標人首先取得招標文件，認真分析研究后，編制投標書。投標書實質(zhì)上是一項有效期至規(guī)定開標日期為止的發(fā)盤，內(nèi)容必須十分明確，中標后與招標人簽訂合同所要包含的重要內(nèi)容應全部列入，并在有效期內(nèi)不得撤回標書、變更標書報價或對標書內(nèi)容作實質(zhì)性修改。

為防止投標人在投標后撤標或在中標后拒不簽訂合同，招標人通常都要求投標人提供一定比例或金額的投標保證金。招標人決定中標人后，未中標的投標人已繳納的保證金即予退還。

當參加投標的時候你會說

我此行的重要目的之一就是弄清招標條件的所有細節(jié)。

aims在此處的意思是“目的”，相當于purpose的用法。

3．Would you please tell us something about your conditions for bid?

你能否詳細介紹一下你們招標的條件。

4．We're interested in this bid, and we will do our best to win the award.

我們對這次招標很感興趣，我們會盡力爭取中標。

5．Do you think we can win the tender ?

你相信我們會中標嗎？

win the tender表示“中標”，其同義的表達還可以是win the bidding。

6．We have prepared a competitive bid.

我們已準備好了競爭力極強的報價。

7．Before submitting the tender, we must know all the details about the bid conditions.

投標前，我們必須知道招標條件的細節(jié)。

注意事項

B：Catalogue sheets submitted with the bid must be originals and not copies.

投標提供的產(chǎn)品樣本必須是原件而不是復印件。

The bidders should read carefully all the provisions in the bid document including the technical specifications.

投標人應仔細閱讀標書中包括技術指標在內(nèi)的所有條款。

All bids should be opened in public at the stipulated time.

所有的標書都應該在規(guī)定的時間當眾開標。

Usually extension of validity of bids should not be requested.

一般不應該要求延長投標有效期。

You're required to come to our office for the tender documents against payment of 500 dollars.

你們須到我方辦事處來領取標書，每份500美元。

at the stipulated time表示“在規(guī)定的時間”，而the stipulated time前還可以加“within”或“in”，表示“在規(guī)定的時間之內(nèi)”。

場景應用

林先生在拿到招標單位的規(guī)劃和說明書后，表示會回去和自己的工程師商量商量，之后考慮進行投標。

A：We are inviting tenders for the construction of a new office building.

B：What does the work include?

A：Erecting buildings, providing facilities, etc.

B：Can we have the designer's plan and specifications after the meeting?

A：Sure.

B：When should the work be completed?

A：Before the end of next October. If you are interested in it. Please contact us.

B：Thank you. I'll study the plan and specifications with my engineers and offer you our quotation as soon as possible.

A：我們要建一座新的辦公大樓，正在招標。

B：工程包括哪些項目。

A：蓋大樓、配備設施等等。

B：會后我們可以得到設計師的規(guī)劃和說明書嗎？

A：當然可以了。

B：工程什么時候完工？

invite tenders的字面意思是“要求投標者”。很明顯，邀請投標者的目的就是招標，所以invite tenders的意思就是“招標”。

B：Yes. We are confident that we will be successful in this tender, as our prices are competitive.

A：Have you brought the submission of tender?

B：Yes, here it is, together with the information on the cost, construction time and volume of work for the project.

A：Are the prices stated in the Chinese RMB?

B：Yes, definitely.

A：What kind of guarantee will you provide us with?

B：A standby letter of credit established by the City Bank.

A：你仔細研究過投標文件了嗎？

B：是的，我們有信心此次投標能獲得成功，因為我們的價格很有競爭力。

A：標書帶來了嗎？

B：在這兒。附有該項目的費用、施工時間和工程量。
