投標(biāo)與招標(biāo)是相對應(yīng)的概念，它是指投標(biāo)人應(yīng)招標(biāo)人的邀請或投標(biāo)人滿足招標(biāo)人最低資質(zhì)要求而主動申請，按照招標(biāo)的要求和條件，在規(guī)定的時間內(nèi)向招標(biāo)人遞價，爭取中標(biāo)的行為。

投標(biāo)的基本做法是投標(biāo)人首先取得招標(biāo)文件，認(rèn)真分析研究后，編制投標(biāo)書。投標(biāo)書實(shí)質(zhì)上是一項(xiàng)有效期至規(guī)定開標(biāo)日期為止的發(fā)盤，內(nèi)容必須十分明確，中標(biāo)后與招標(biāo)人簽訂合同所要包含的重要內(nèi)容應(yīng)全部列入，并在有效期內(nèi)不得撤回標(biāo)書、變更標(biāo)書報價或?qū)?biāo)書內(nèi)容作實(shí)質(zhì)性修改。

為防止投標(biāo)人在投標(biāo)后撤標(biāo)或在中標(biāo)后拒不簽訂合同，招標(biāo)人通常都要求投標(biāo)人提供一定比例或金額的投標(biāo)保證金。招標(biāo)人決定中標(biāo)人后，未中標(biāo)的投標(biāo)人已繳納的保證金即予退還。

The bidders should read carefully all the provisions in the bid document including the technical specifications.

All bids should be opened in public at the stipulated time.

Usually extension of validity of bids should not be requested.

at the stipulated time表示“在規(guī)定的時間”，而the stipulated time前還可以加“within”或“in”，表示“在規(guī)定的時間之內(nèi)”。

invite tenders的字面意思是“要求投標(biāo)者”。很明顯，邀請投標(biāo)者的目的就是招標(biāo)，所以invite tenders的意思就是“招標(biāo)”。
