　　很高興出席上海合作組織比什凱克峰會(huì)，感謝主席國吉爾吉斯斯坦為峰會(huì)順利舉行所做的精心準(zhǔn)備和周到安排。一年來，吉方為推動(dòng)本組織發(fā)展做了大量富有成效的工作，中方對(duì)此高度評(píng)價(jià)。

　　I’m glad to attend the Bishkek Summit of SCO, and I’m very thankful for the elaborate preparation and considerate arrangement that the presidency state Kyrgyzstan has done for the summit being held smoothly. Over the past year, we have spoken highly of a large number of effective works Kyrgyzstan has done to promote the development of SCO.

　　面對(duì)國際和地區(qū)形勢(shì)的最新發(fā)展變化，并根據(jù)成員國維護(hù)穩(wěn)定、發(fā)展經(jīng)濟(jì)、改善民生的共同訴求，本次峰會(huì)把落實(shí)《上海合作組織成員國長期睦鄰友好合作條約》作為主題，并將批準(zhǔn)《條約》實(shí)施綱要，規(guī)劃本組織未來5年發(fā)展的宏偉藍(lán)圖，這將為本組織開辟更加廣闊的發(fā)展前景。

　　Facing the latest development change of both international situation and regional situation, and according to the shared desires of member states, namely, to maintain stability, to develop economy and to improve people’s livelihood, the theme of this summit is to put the Long-term Treaty of Good-neighborliness and Friendly Cooperation of SCO Member States into practice, and this summit will authorize the implementation program of Treaty, and map out a five-year great development blueprint of this organization in the future, which will open up a wider development prospect for the organization.

　　當(dāng)前，上海合作組織發(fā)展既面臨難得機(jī)遇，也面臨嚴(yán)峻挑戰(zhàn)。“三股勢(shì)力”、販毒、跨國有組織犯罪威脅著本地區(qū)安全穩(wěn)定。受國際金融危機(jī)影響，各國經(jīng)濟(jì)發(fā)展都不同程度遇到困難，進(jìn)入調(diào)整期和恢復(fù)期。

　　Nowadays, SCO development faces both god-given opportunities and abominable challenge. “Three forces”, drug trafficking and cross-country organized crime have threatening the security and stability in this region. Under the impact of financial crisis, each country’s economy has varying degrees difficulty in developing, and will begin the phase of adjustment and recovery.

　　對(duì)這些挑戰(zhàn)，任何一個(gè)國家都難以獨(dú)自應(yīng)對(duì)。我們必須加強(qiáng)合作，聯(lián)合自強(qiáng)?；谏鲜銮闆r，我建議本組織在以下幾方面加強(qiáng)合作。

　　And it’s difficult for any other countries to deal with these challenges alone. We must strengthen cooperation and stress the joint coalition for self-strengthening. Based on the above-mentioned situation, I suggest that we should strengthen cooperation in the following aspects.

　　第一，弘揚(yáng)“上海精神”。落實(shí)“上海精神”，不斷增進(jìn)成員國互信，在平等、協(xié)商、互諒互讓的基礎(chǔ)上開展互利合作，順應(yīng)和平與發(fā)展的時(shí)代潮流，符合各成員國人民利益和訴求。

　　Firstly, develop and expand “Shanghai Spirits”. Put “Shanghai Sprits” into practice, and continually promote mutual trust between each member state, and develop cooperation on the basis of equality, negotiation and mutual understanding and mutual accommodation, to conform to the trend of times of peace and development which is satisfactory to people’s benefits and desires of each member state.

　　我們要高舉這面旗幟，切實(shí)落實(shí)《上海合作組織成員國長期睦鄰友好合作條約》，真心實(shí)意推動(dòng)本組織框架內(nèi)各領(lǐng)域合作，使成員國成為和睦相處的好鄰居、同舟共濟(jì)的好朋友、休戚與共的好伙伴。

　　We’ll highly hold the banner, and make the Long-term Treaty of Good-neighborliness and Friendly Cooperation of SCO Member States into practice thoroughly, and promote all fields cooperation in the framework genuinely and sincerely, which will make member states become good neighbors, good friends in the same boat and good partners who share joys and sorrows.(share weal and woe)

　　第二，共同維護(hù)地區(qū)安全穩(wěn)定。安全穩(wěn)定的環(huán)境是開展互利合作、實(shí)現(xiàn)共同發(fā)展繁榮的必要條件。要落實(shí)《打擊恐怖主義、分裂主義和極端主義上海公約》及合作綱要，完善本組織執(zhí)法安全合作體系，賦予地區(qū)反恐怖機(jī)構(gòu)禁毒職能，并在此基礎(chǔ)上建立應(yīng)對(duì)安全威脅和挑戰(zhàn)綜合中心。

　　Secondly, jointly maintain the security and stability in this region. Safe and stable environment is the essential condition for the development of mutual beneficial cooperation and realization of joint development prospect. Shanghai convention on combating terrorism, splittism and extremism and its cooperation grogram must be put into practice, cooperation system of law enforcement security must be improved, local anti-terrorism institute function of drug-control should be given, and comprehensive center to deal with security threat and challenge must be established on the basis of these conditions.

　　各成員國相關(guān)部門也應(yīng)該建立日常信息溝通渠道，探討聯(lián)合行動(dòng)方式，合力打擊“三股勢(shì)力”，為本地區(qū)各國人民生產(chǎn)生活創(chuàng)造良好環(huán)境。

　　Relevant departments of each member state should also establish daily information communication channel, discuss the way of joint actions and combat “three forces” jointly, and create favorable environment for people’s production life of each country in the region.

　　阿富汗是本組織觀察員國，阿富汗局勢(shì)走向與本地區(qū)安全穩(wěn)定息息相關(guān)。本組織應(yīng)該支持阿富汗民族和解進(jìn)程，幫助阿富汗早日實(shí)現(xiàn)和平穩(wěn)定，共同維護(hù)地區(qū)安全。

　　Afghanistan is SCO’s observer country, the situation trend of Afghanistan is closely linked to the security and stability of this region. Our organization should support national reconciliation process of Afghanistan, help Afghanistan early realize peace and stability and to jointly maintain regional security.

　　第三，著力發(fā)展務(wù)實(shí)合作。務(wù)實(shí)合作是上海合作組織發(fā)展的物質(zhì)基礎(chǔ)和原動(dòng)力。上海合作組織6個(gè)成員國和5個(gè)觀察員國都位于古絲綢之路沿線。作為上海合作組織成員國和觀察員國，我們有責(zé)任把絲綢之路精神傳承下去，發(fā)揚(yáng)光大。

　　Thirdly, strongly develop pragmatic cooperation. Pragmatic cooperation is material basis and motive power for the development of SCO. The 6 member states and 5 observer states are all situated along the ancient Silk Road. As the member states and observer states of SCO, it’s our duty to inherit and develop the Silk Road spirits.

　　一是開辟交通和物流大通道。盡快簽署《國際道路運(yùn)輸便利化協(xié)定》。《協(xié)定》簽署后，建議按照自愿原則廣泛吸收觀察員國參與，從而通暢從波羅的海到太平洋、從中亞到印度洋和波斯灣的交通運(yùn)輸走廊。

　　First, open up great channels for transportation and logistics. Sign facilitation agreement of international road transportation. After signing the agreement, I suggest that observer states should be extensively absorbed in the agreement on the basis of voluntary principle, so that the corridors of transportation from the Baltic Sea to Pacific Ocean, from Central Asia to India Ocean and the Persian Gulf can be unobstructed.

　　二是商談貿(mào)易和投資便利化協(xié)定。在充分照顧各方利益和關(guān)切基礎(chǔ)上尋求在貿(mào)易和投資領(lǐng)域廣泛開展合作，充分發(fā)揮各成員國合作潛力，實(shí)現(xiàn)優(yōu)勢(shì)互補(bǔ)，促進(jìn)共同發(fā)展繁榮。

　　Second, negotiate trade and investment facilitation agreement. Fully taken care of the interests and concerns of all parties as basis to carry out extensive cooperation in the field of trade and investment, give full play to the cooperation of Member States, to realize complementary advantages and promote common development and prosperity.

　　三是加強(qiáng)金融領(lǐng)域合作。推動(dòng)建立上海合作組織開發(fā)銀行，為本組織基礎(chǔ)設(shè)施建設(shè)和經(jīng)貿(mào)合作項(xiàng)目提供融資保障和結(jié)算平臺(tái)。同時(shí)，盡快設(shè)立上海合作組織專門賬戶，為本組織框架內(nèi)項(xiàng)目研究和交流培訓(xùn)提供資金支持。用好上海合作組織銀行聯(lián)合體這一機(jī)制，加強(qiáng)本地區(qū)各國金融機(jī)構(gòu)交流合作。

　　Third, strengthen cooperation in financial field. Promote to establish Development Bank of SCO, to provide financial guarantee and settlement platform for the organization of the infrastructure and economic and trade cooperation projects. Meanwhile, set up a special account of the Shanghai cooperation organization to provide financial support for the project research and exchange training within the framework of the organization. Make good use of the mechanism of the Bank of Shanghai cooperation organization, strengthen communication and cooperation between financial institutions in the region.

　　四是成立能源俱樂部。協(xié)調(diào)本組織框架內(nèi)能源合作，建立穩(wěn)定供求關(guān)系，確保能源安全，同時(shí)在提高能效和開發(fā)新能源等領(lǐng)域開展廣泛合作。

　　Fourth, set up energy club. Coordinate energy cooperation within the framework of the organization to establish a stable relationship between supply and demand, to ensure energy security, and to carry out extensive cooperation in the field of improving energy efficiency and developing new energy and other fields.

　　五是建立糧食安全合作機(jī)制。在農(nóng)業(yè)生產(chǎn)、農(nóng)產(chǎn)品貿(mào)易、食品安全等領(lǐng)域加強(qiáng)合作，確保糧食安全。

　　Fifth, establish food security cooperation mechanism. Strengthen cooperation in the field of agricultural production, agricultural trade, food safety and other fields to ensure food security.

　　第四，加強(qiáng)人文交流和民間交往，為上海合作組織發(fā)展打牢民意基礎(chǔ)和社會(huì)基礎(chǔ)。我們要在文化、教育、影視、衛(wèi)生、體育、旅游等領(lǐng)域廣泛開展合作。

　　Fourthly, strengthen people-to-people and cultural exchanges and non-governmental exchanges, to lay a solid public opinions and social foundation for the development of the Shanghai cooperation organization. We should carry out extensive cooperation in the fields of culture, education, film and television, health, sports, tourism and so on.

　　中方在北京峰會(huì)上已經(jīng)宣布未來10年為其他成員國提供3萬名政府獎(jiǎng)學(xué)金名額。我們?cè)敢馔鞒蓡T國密切合作，落實(shí)好這一項(xiàng)目。

　　China has announced to provide 30 thousand government scholarships for other state members in the next 10 years at the Beijing summit. We are willing to working closely with Member States to implement the project.

　　中方將在上海政法學(xué)院設(shè)立“中國—上海合作組織國際司法交流合作培訓(xùn)基地”，愿意利用這一平臺(tái)為其他成員國培養(yǎng)司法人才。

　　China will set up a "China - Shanghai Cooperation Organization International Judicial communication and cooperation training base" in Shanghai Institute of Political Science and Law, and is willing to use this platform to train judicial talents for other member states.

　　傳統(tǒng)醫(yī)學(xué)是各方合作的新領(lǐng)域，中方愿意同各成員國合作建設(shè)中醫(yī)醫(yī)療機(jī)構(gòu)，充分利用傳統(tǒng)醫(yī)學(xué)資源為成員國人民健康服務(wù)。

　　Traditional medicine is a new field of cooperation between the parties, China is willing to work with the member states to establish traditional Chinese medical institutions, to fully use traditional medical resources to serve people's health of all member states.

　　根據(jù)各方達(dá)成的共識(shí)，中方已經(jīng)率先成立上海合作組織睦鄰友好合作委員會(huì)。建議各成員國和觀察員國也成立類似社會(huì)團(tuán)體，增進(jìn)各國人民相互了解和傳統(tǒng)友誼。

　　According to the consensus reached by the parties, the Chinese side has taken the lead in establishing good-neighborliness and friendly cooperation committee of Shanghai cooperation organization. we suggest that the Member States and observer states should also set up similar social groups to promote mutual understanding and traditional friendship between the peoples of all countries.

　　本次峰會(huì)發(fā)表的《比什凱克宣言》已就敘利亞問題闡述了上海合作組織成員國的立場(chǎng)。我愿在此強(qiáng)調(diào)，中方高度關(guān)注敘利亞局勢(shì)，支持國際社會(huì)積極推動(dòng)?；鹬贡?、勸和促談，呼吁敘利亞沖突雙方通過政治途徑解決危機(jī)。中方支持俄方提出的將敘利亞化學(xué)武器交由國際社會(huì)監(jiān)管并銷毀的建議，愿通過聯(lián)合國安理會(huì)與有關(guān)各方加強(qiáng)溝通和協(xié)調(diào)，為推動(dòng)政治解決敘利亞問題繼續(xù)做出不懈努力。

　　The Bishkek declaration issued by the summit has stated the position of the member states of the Shanghai cooperation organization on the Syria issue. I would like to reiterate here that China is highly concerned about the situation in Syria, support the international community to actively promote the ceasefire and ending of violence and to promote peace talks, and call for the two sides of the conflict in Syria to resolve the crisis through political approaches. China supports the suggestion raised by Russia that Syria chemical weapons should be handed over to the international community to regulate and destroy, China is willing to strengthen communication and coordination with relevant parties through the Security Council of the United Nations and continue to make unremitting efforts to promote a political settlement of the Syrian issue.
