3月19日，位于南海珠江口盆地的中國海油恩平15-1平臺正式開啟二氧化碳回注井鉆井作業(yè)。這是我國第一口海上二氧化碳回注井，填補(bǔ)了我國海上二氧化碳封存技術(shù)的空白。
China's first undersea carbon dioxide (CO2) re-injection well, developed by the China National Offshore Oil Corporation (CNOOC), started drilling in the Pearl River mouth basin, the South China Sea, on Sunday, filling in a void in the country's offshore CO2 storage technology.The drilling work was undertaken by CNOOC's Enping 15-1 oil platform.

恩平15-1平臺是目前亞洲最大的海上石油生產(chǎn)平臺，去年12月7日投入使用。該平臺搭載我國首套海上二氧化碳封存裝置，模塊重約750噸，核心設(shè)備包括二氧化碳壓縮機(jī)橇、分子篩、冷卻器等。回注井投產(chǎn)后，恩平15-1平臺將規(guī)?；蚝５椎貙幼⑷搿⒎獯姘殡S海上油氣開采產(chǎn)生的二氧化碳。恩平15-1平臺預(yù)計高峰階段每年可封存二氧化碳30萬噸，累計封存二氧化碳150萬噸以上，相當(dāng)于植樹近1400萬棵，或停開近100萬輛轎車。
中國海油方面介紹，恩平15-1油田是我國南海首個高含二氧化碳油田。中國海油開展適應(yīng)海上二氧化碳封存的地質(zhì)油藏、鉆完井和工程一體化關(guān)鍵技術(shù)研究，最終確定將二氧化碳封存在距離恩平15-1平臺約3公里處的“穹頂”式地質(zhì)構(gòu)造中。該種地質(zhì)構(gòu)造仿佛一個倒扣在地底下的“巨碗”，具有強(qiáng)大的自然封閉性，能夠長期穩(wěn)定地罩住二氧化碳。該口井水垂比高達(dá)3.4，意味著在鉆進(jìn)過程中，垂直方向每向下增加1米的深度，水平方向就要前進(jìn)3米以上。
這口海上二氧化碳封存回注井全部由我國自主設(shè)計實施，標(biāo)志著我國初步形成海上二氧化碳注入、封存和監(jiān)測的全套鉆完井技術(shù)和裝備體系，填補(bǔ)了海上二氧化碳封存技術(shù)的空白。

立足我國能源資源稟賦，堅持先立后破，有計劃分步驟實施碳達(dá)峰行動。完善能源消耗總量和強(qiáng)度調(diào)控，重點控制化石能源消費，逐步轉(zhuǎn)向碳排放總量和強(qiáng)度“雙控”制度。推動能源清潔低碳高效利用，推進(jìn)工業(yè)、建筑、交通等領(lǐng)域清潔低碳轉(zhuǎn)型。
Based on China’s energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
