direct側(cè)重行使領(lǐng)導(dǎo)或指導(dǎo)權(quán)。

govern側(cè)重指運(yùn)用任何控制的權(quán)力來(lái)統(tǒng)治或管理一個(gè)國(guó)家、一個(gè)社會(huì)或一個(gè)部門(mén)，暗含能力和知識(shí)的運(yùn)用。
