First, let me repeat a principle I put forward at theoutset of my presidency:

The United States will use military force unilaterally ifnecessary, when our core interests demand it

when our people are threatened, when our livelihoods are at stake when the security of our allies is in danger

In these circumstances, we still need to ask tough questions about whether our actions areproportional and effective and just
不過哪怕這些情況下 我們?nèi)匀恍枰_保 行動(dòng)有效正義 而且不會(huì)得不償失
International opinion matters but America should never ask permission to protect our people,our homeland or our way of life
國際輿論非常重要 不過在需要保護(hù)人民 國土和生活方式的時(shí)候 美國無需征得任何人的同意
On the other hand when issues of global concern do not pose a direct threat to the UnitedStates
另一方面 當(dāng)某一全球焦點(diǎn)問題不會(huì)對美國形成直接威脅時(shí)
when such issues are at stake when crises arise that stir our conscience or push the world ina more dangerous direction
例如某場危機(jī)侵?jǐn)_了我們的良知 或是將世界推往更危險(xiǎn)的方向
but do not directly threaten us then the threshold for military action must be higher
但沒有直接威脅到我們 這時(shí) 軍事行動(dòng)的門檻需要提高
In such circumstances, we should not go it alone
這些情況下 我們不應(yīng)當(dāng)單獨(dú)行動(dòng)
Instead, we must mobilize allies and partners to take collective action
我們應(yīng)當(dāng)動(dòng)員盟友和合作伙伴采取聯(lián)合行動(dòng)
We have to broaden our tools to include diplomacy and development sanctions and isolationappeals to international law and,

if just, necessary and effective multilateral military action
在正義有效的前提下 實(shí)在有必要時(shí) 還可以采取多邊軍事行動(dòng)
