You often hear about the diplomacy or tactful negotiation between government officials. That`s your answer and that`s shoutout.

A lot of diplomacy between the U.S. and China this week. One result, a major agreement between the two countries` leaders on reducing greenhouse gases, carbon dioxide, ozone, methane. Most scientists blame greenhouse gases for polluting the atmosphere and contributing to climate change.

本周中美之間簽訂了一系列的外交協(xié)議。其中兩國(guó)間最主要的外交協(xié)議是需要為減少溫室氣體,二氧化碳,臭氧和甲烷氣體的排放共同合作。大多數(shù)科學(xué)家指責(zé)稱排放過多溫室氣體會(huì)造成環(huán)境污染和氣候變化。

But critics say, setting limits on greenhouse gases eliminates jobs and hurts the U.S. economy.

但也有批評(píng)人士認(rèn)為對(duì)溫室氣體排放量做出一定限制的話會(huì)減少工作崗位破壞美國(guó)經(jīng)濟(jì)發(fā)展。

Americans emit more greenhouse gases per capita than the people of any of the world`s major economies. China with the population more than four times out of the U.S. emits more greenhouse gases than any country on Earth.

美國(guó)人每人溫室氣體排放量超過世界上其他任何主要大國(guó)人均排放量。而作為擁有美國(guó)人口四倍多的中國(guó)人均溫室氣體排放量比世界上任何國(guó)家都要多。

Together, they account for about 40 percent of the entire planet`s greenhouse gas pollution.

所以兩國(guó)總共溫室氣體排放量是整個(gè)世界排放量的40%。

Visiting Beijing this week, a city infamous for its foul air, President Obama had high hopes.

在本周對(duì)北京的訪問,奧巴馬總統(tǒng)寄予了很高的期望。

OBAMA: I`d like to recall the Chinese saying that reflects the spirit of possibility. Nothing is too difficult as long as people have resolve.

我想借用中國(guó)一句形容決心的話來(lái)形容,就是,世上無(wú)難事只怕有心人。

MANN: But resolve alone may not be enough for the greenhouse gas agreement he struck with China. The deal calls for the United States to build on efforts already under way to cut its carbon emissions with dramatic cuts by 2025. China would be permitted to keep generating more and more emissions until 2030 when its output would be capped. Beijing would also aim to get 20 percent of its energy from zero carbon emission sources like wind or sun by the same year.

Some environmentalists are already praising the agreement, but it won`t be an enormous challenge to both nations.

但是單單靠雙方達(dá)成的溫室氣體排放協(xié)議是不夠的。協(xié)議稱美國(guó)需要為減少二氧化碳排放量任務(wù)作出努力,在2025年實(shí)現(xiàn)二氧化碳排放量大幅減少。中國(guó)將到2030年,開始減少二氧化碳排放量。也就是在減少二氧化碳排放量的同一年,北京方面需要從風(fēng)能或者太陽(yáng)能方面獲得20%的能源。一些環(huán)保人士贊揚(yáng)了此協(xié)議的簽訂,但是對(duì)于雙方來(lái)講這并不是一個(gè)非常有難度的挑戰(zhàn)。
