十三屆全國人大常委會第二十八次會議表決通過鄉(xiāng)村振興促進(jìn)法，這部法律共74條，自2021年6月1日起施行。出臺鄉(xiāng)村振興促進(jìn)法，為全面實(shí)施鄉(xiāng)村振興戰(zhàn)略提供了有力法治保障。
A law on the promotion of rural vitalization was adopted after the third reading at the 28th session of the 13th National People's Congress Standing Committee, providing the country a legal guarantee in pursuit of the rural vitalization strategy. The law containing 74 articles will come into force on June 1, 2021.

“十四五”時期，是乘勢而上開啟全面建設(shè)社會主義現(xiàn)代化國家新征程、向第二個百年奮斗目標(biāo)進(jìn)軍的第一個五年。民族要復(fù)興，鄉(xiāng)村必振興。全面建設(shè)社會主義現(xiàn)代化國家，實(shí)現(xiàn)中華民族偉大復(fù)興，最艱巨最繁重的任務(wù)依然在農(nóng)村，最廣泛最深厚的基礎(chǔ)依然在農(nóng)村。
制定出臺鄉(xiāng)村振興促進(jìn)法，對于促進(jìn)農(nóng)業(yè)全面升級、農(nóng)村全面進(jìn)步、農(nóng)民全面發(fā)展，全面建設(shè)社會主義現(xiàn)代化國家，實(shí)現(xiàn)中華民族偉大復(fù)興中國夢，具有重要意義。
鄉(xiāng)村振興促進(jìn)法提出，促進(jìn)鄉(xiāng)村振興應(yīng)當(dāng)按照產(chǎn)業(yè)興旺、生態(tài)宜居、鄉(xiāng)風(fēng)文明、治理有效、生活富裕的總要求，統(tǒng)籌推進(jìn)農(nóng)村經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)、生態(tài)文明建設(shè)和黨的建設(shè)，充分發(fā)揮鄉(xiāng)村在保障農(nóng)產(chǎn)品供給和糧食安全、保護(hù)生態(tài)環(huán)境、傳承發(fā)展中華民族優(yōu)秀傳統(tǒng)文化等方面的特有功能。

全面推進(jìn)鄉(xiāng)村振興的深度、廣度、難度都不亞于脫貧攻堅，決不能有任何喘口氣、歇歇腳的想法。

要進(jìn)一步解放思想，推進(jìn)新一輪農(nóng)村改革，從農(nóng)業(yè)農(nóng)村發(fā)展深層次矛盾出發(fā)，聚焦農(nóng)民和土地的關(guān)系、農(nóng)民和集體的關(guān)系、農(nóng)民和市民的關(guān)系，推進(jìn)農(nóng)村產(chǎn)權(quán)明晰化、農(nóng)村要素市場化、農(nóng)業(yè)支持高效化、鄉(xiāng)村治理現(xiàn)代化，提高組織化程度，激活鄉(xiāng)村振興內(nèi)生動力。
We need to further free our minds and promote a new round of rural reform, beginning with the deep-seated problems in agriculture and rural development and focusing on the relationship between farmers and the land, between farmers and collectives, and between rural and urban residents. We need to define rural ownership more clearly, promote market-oriented allocation of rural resources, lend more effective support to agriculture, and modernize rural governance. We need to better organize ourselves and activate endogenous drivers of rural vitalization.
