中共中央總書記、國家主席、中央軍委主席習近平3月9日在出席十三屆全國人大四次會議解放軍和武警部隊代表團全體會議時強調，要實現“十四五”時期國防和軍隊建設良好開局。他指出，要大幅提升國防科技創(chuàng)新能力和水平。
President Xi Jinping stressed achieving a good start in strengthening national defense and the armed forces during the 14th Five-Year Plan (2021-2025) period on March 9. Innovation in defense-related science and technology must be significantly boosted, he said. Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks while attending a plenary meeting of the delegation of the People's Liberation Army and People's Armed Police Force, at the fourth session of the 13th National People's Congress, the top legislature.

建議提出：提高國防和軍隊現代化質量效益。加快軍事理論現代化，與時俱進創(chuàng)新戰(zhàn)爭和戰(zhàn)略指導，健全新時代軍事戰(zhàn)略體系，發(fā)展先進作戰(zhàn)理論。加快軍隊組織形態(tài)現代化，深化國防和軍隊改革，推進軍事管理革命，加快軍兵種和武警部隊轉型建設，壯大戰(zhàn)略力量和新域新質作戰(zhàn)力量，打造高水平戰(zhàn)略威懾和聯合作戰(zhàn)體系，加強軍事力量聯合訓練、聯合保障、聯合運用。加快軍事人員現代化，貫徹新時代軍事教育方針，完善三位一體新型軍事人才培養(yǎng)體系，鍛造高素質專業(yè)化軍事人才方陣。加快武器裝備現代化，聚力國防科技自主創(chuàng)新、原始創(chuàng)新，加速戰(zhàn)略性前沿性顛覆性技術發(fā)展，加速武器裝備升級換代和智能化武器裝備發(fā)展。

要強化創(chuàng)新驅動，以更大力度、更實舉措加快科技自立自強，充分發(fā)揮科技對我軍建設戰(zhàn)略支撐作用。
We should use scientific and technological innovation to drive its development. We must intensify efforts and take more concrete measures in the pursuit of independent innovation in science and technology, to fully leverage the role of science and technology as the strategic support for military development.
