China unveiled its "No. 1 central document" for 2021 on Feb 21, stressing the efforts to comprehensively push forward rural vitalization and accelerate the modernization of agriculture and rural areas. The document clearly lists the targets and tasks concerning agriculture and rural areas for 2021, as well as a broader vision for the period up to 2025.

2021年中央一號(hào)文件是在“三農(nóng)”工作重心從脫貧攻堅(jiān)向全面推進(jìn)鄉(xiāng)村振興歷史性轉(zhuǎn)移的大背景下，黨中央、國(guó)務(wù)院作出的重大部署，對(duì)促進(jìn)農(nóng)業(yè)高質(zhì)高效、鄉(xiāng)村宜居宜業(yè)、農(nóng)民富裕富足有重大指導(dǎo)意義，將為全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家開好局、起好步提供堅(jiān)強(qiáng)有力的政策支撐。
沒有農(nóng)業(yè)農(nóng)村現(xiàn)代化，就沒有整個(gè)國(guó)家的現(xiàn)代化。將“農(nóng)村現(xiàn)代化”與“農(nóng)業(yè)現(xiàn)代化”一并作為“三農(nóng)”工作的總目標(biāo)，成為中央一號(hào)文件重要的指導(dǎo)思想。中央一號(hào)文件一個(gè)突出亮點(diǎn)是把農(nóng)業(yè)現(xiàn)代化和農(nóng)村現(xiàn)代化進(jìn)行一體設(shè)計(jì)、一并推進(jìn)，對(duì)農(nóng)業(yè)現(xiàn)代化提出了明確的時(shí)間節(jié)點(diǎn)目標(biāo)，明確了農(nóng)業(yè)現(xiàn)代化分步實(shí)施、梯次推進(jìn)的時(shí)間表。文件提出把農(nóng)業(yè)現(xiàn)代化示范區(qū)作為推進(jìn)農(nóng)業(yè)現(xiàn)代化的重要抓手，明確到2025年創(chuàng)建500個(gè)左右示范區(qū)，形成梯次推進(jìn)農(nóng)業(yè)現(xiàn)代化的格局。同時(shí)，通過(guò)鄉(xiāng)村建設(shè)行動(dòng)，讓鄉(xiāng)村面貌發(fā)生顯著變化，鄉(xiāng)村發(fā)展活力充分激發(fā)，鄉(xiāng)村文明程度得到新提升，農(nóng)村發(fā)展安全保障更加有力，農(nóng)民獲得感、幸福感、安全感明顯提高。
