中共中央辦公廳、國(guó)務(wù)院辦公廳近日印發(fā)《關(guān)于全面推行林長(zhǎng)制的意見(jiàn)》，加強(qiáng)對(duì)森林和草原的保護(hù)。意見(jiàn)提出，2022年6月在全國(guó)全面建立林長(zhǎng)制。
China has issued a guideline to implement a forest chief scheme nationwide amid the country's continuous efforts to protect forests and grasslands. It was issued by the general offices of the Communist Party of China Central Committee and the State Council and urged that the forest chief scheme will be rolled out nationwide by June 2022.

【知識(shí)點(diǎn)】
林長(zhǎng)制是以保護(hù)發(fā)展森林草原資源為目標(biāo)，以壓實(shí)地方黨政領(lǐng)導(dǎo)干部責(zé)任為核心，以制度體系建設(shè)為保障，以監(jiān)督考核為手段，構(gòu)建由地方黨委、政府主要領(lǐng)導(dǎo)擔(dān)任林長(zhǎng)，省、市、縣、鄉(xiāng)、村分級(jí)設(shè)立林(草)長(zhǎng)，聚焦森林草原資源保護(hù)發(fā)展重點(diǎn)難點(diǎn)工作，實(shí)現(xiàn)黨委領(lǐng)導(dǎo)、黨政同責(zé)、屬地負(fù)責(zé)、部門協(xié)同、全域覆蓋、源頭治理的長(zhǎng)效責(zé)任體系。
黨的十八大以來(lái)，我國(guó)的林草生態(tài)建設(shè)取得了舉世矚目的成就。然而，我國(guó)森林覆蓋率23.04％，低于全球30.7％的平均水平，特別是人均森林面積不足世界人均森林面積的1/3?？傮w而言，我國(guó)森林資源總量相對(duì)不足、質(zhì)量不高、森林生態(tài)系統(tǒng)功能脆弱的狀況尚未得到根本改變，生態(tài)產(chǎn)品短缺依然是制約我國(guó)可持續(xù)發(fā)展的突出問(wèn)題，所以在繼續(xù)加大林草生態(tài)建設(shè)的同時(shí)，必須構(gòu)建最嚴(yán)格的森林資源保護(hù)發(fā)展制度體系。
2017年以來(lái)，安徽、江西在全國(guó)率先探索林長(zhǎng)制改革，建立以黨政領(lǐng)導(dǎo)負(fù)責(zé)制為核心的保護(hù)發(fā)展森林資源責(zé)任體系。截至目前，全國(guó)已有23個(gè)省區(qū)市開(kāi)展林長(zhǎng)制改革試點(diǎn)。全面推行林長(zhǎng)制是提升我國(guó)生態(tài)文明領(lǐng)域治理體系和治理能力現(xiàn)代化的必然要求，也是今后一個(gè)時(shí)期森林草原資源保護(hù)發(fā)展的重大制度保障和長(zhǎng)效工作機(jī)制。

必須樹(shù)立和踐行綠水青山就是金山銀山的理念，堅(jiān)持節(jié)約資源和保護(hù)環(huán)境的基本國(guó)策，像對(duì)待生命一樣對(duì)待生態(tài)環(huán)境，統(tǒng)籌山水林田湖草系統(tǒng)治理，實(shí)行最嚴(yán)格的生態(tài)環(huán)境保護(hù)制度，形成綠色發(fā)展方式和生活方式。
We must realize that lucid waters and lush mountains are invaluable assets and act on this understanding, implement our fundamental national policy of conserving resources and protecting the environment, and cherish the environment as we cherish our own lives. We will adopt a holistic approach to conserving our mountains, rivers, forests, farmlands, lakes, and grasslands, implement the strictest possible systems for environmental protection, and develop eco-friendly growth models and ways of life.
