十三屆全國(guó)人大常委會(huì)第二十四次會(huì)議通過(guò)的長(zhǎng)江保護(hù)法將從2021年3月1日起實(shí)施。制定該法是為了加強(qiáng)長(zhǎng)江流域生態(tài)環(huán)境保護(hù)和修復(fù)，促進(jìn)資源合理高效利用，保障生態(tài)安全，實(shí)現(xiàn)人與自然和諧共生、中華民族永續(xù)發(fā)展。

Yangtze River Protection Law, passed at the 24th Standing Committee session of the 13th National People's Congress, will take effect on March 1, 2021. The law is formulated to strengthen the protection and restoration of the ecological environment in the Yangtze River basin, facilitate the effective and rational use of resources, safeguard ecological security, ensure harmony between human and nature, and achieve the sustainable development of the Chinese nation.

【知識(shí)點(diǎn)】

長(zhǎng)江流域，是指由長(zhǎng)江干流、支流和湖泊形成的集水區(qū)域所涉及的青海省、四川省、西藏自治區(qū)、云南省、重慶市、湖北省、湖南省、江西省、安徽省、江蘇省、上海市，以及甘肅省、陜西省、河南省、貴州省、廣西壯族自治區(qū)、廣東省、浙江省、福建省的相關(guān)縣級(jí)行政區(qū)域。長(zhǎng)江經(jīng)濟(jì)帶覆蓋沿江11省市，橫跨我國(guó)東中西三大板塊，人口規(guī)模和經(jīng)濟(jì)總量占據(jù)全國(guó)“半壁江山”，生態(tài)地位突出，發(fā)展?jié)摿薮蟆?/p>

依法維護(hù)長(zhǎng)江流域生態(tài)安全，推進(jìn)長(zhǎng)江流域綠色、可持續(xù)、高質(zhì)量發(fā)展，事關(guān)國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展的全局，事關(guān)中華民族和子孫后代的長(zhǎng)遠(yuǎn)利益，意義重大，影響深遠(yuǎn)。作為我國(guó)首部流域法律，長(zhǎng)江保護(hù)法堅(jiān)持生態(tài)優(yōu)先、綠色發(fā)展的戰(zhàn)略定位，突出共抓大保護(hù)、不搞大開(kāi)發(fā)的基本要求，針對(duì)長(zhǎng)江流域的特點(diǎn)和存在的突出問(wèn)題，采取特別的制度措施，推動(dòng)長(zhǎng)江流域經(jīng)濟(jì)社會(huì)發(fā)展全面綠色轉(zhuǎn)型，實(shí)現(xiàn)人與自然和諧共生。

【重要講話(huà)】

要把修復(fù)長(zhǎng)江生態(tài)環(huán)境擺在壓倒性位置。要加快建立生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)機(jī)制，讓保護(hù)修復(fù)生態(tài)環(huán)境獲得合理回報(bào)，讓破壞生態(tài)環(huán)境付出相應(yīng)代價(jià)。

The restoration of the ecological environment of the Yangtze River should be a major priority. The establishment of mechanism for value realization of ecological products should be accelerated whereby protection and restoration of the ecological environment shall be reasonably rewarded, while those responsible for the ecological environment destruction shall pay their due price.
