11月23日，貴州省宣布剩余的9個(gè)貧困縣消除絕對(duì)貧困。至此，我國(guó)832個(gè)貧困縣全部脫貧。第三方機(jī)構(gòu)本月初進(jìn)行的評(píng)估顯示，貴州省這9個(gè)縣的貧困發(fā)生率已降為0，群眾認(rèn)可度超過99%。

China has achieved the feat of removing all 832 counties from the country's poverty list. The last nine impoverished counties, all in southwest China's Guizhou province, have eliminated absolute poverty, the provincial government announced on Nov 23. An assessment conducted by third-party agencies earlier this month showed that the overall incidence of poverty in the nine counties in Guizhou had been reduced to zero percent, and the satisfaction rate among locals was over 99 percent.

黨的十八大以來(lái)，以習(xí)近平同志為核心的黨中央把貧困人口脫貧作為全面建成小康社會(huì)的底線任務(wù)和標(biāo)志性指標(biāo)，在全國(guó)范圍全面打響脫貧攻堅(jiān)戰(zhàn)，創(chuàng)造了人類減貧史上的奇跡。

按照貧困縣退出的有關(guān)政策規(guī)定，貧困縣退出以貧困發(fā)生率為主要衡量標(biāo)準(zhǔn)，原則上貧困縣貧困發(fā)生率降至2%以下，西部地區(qū)降至3%以下。各省(自治區(qū)、直轄市)統(tǒng)一組織退出貧困縣的檢查，并對(duì)退出貧困縣的質(zhì)量負(fù)責(zé)。貧困縣退出以后，國(guó)務(wù)院扶貧開發(fā)領(lǐng)導(dǎo)小組組織中央和國(guó)家機(jī)關(guān)有關(guān)部門及相關(guān)力量對(duì)退出情況進(jìn)行抽查，確保脫貧成果經(jīng)得起檢驗(yàn)。已經(jīng)退出的貧困縣、貧困村和貧困戶在脫貧攻堅(jiān)期內(nèi)，有關(guān)扶持政策不變。

到2020年現(xiàn)行標(biāo)準(zhǔn)下的農(nóng)村貧困人口全部脫貧，是黨中央向全國(guó)人民作出的鄭重承諾，必須如期實(shí)現(xiàn)。
