2026年起，含汞體溫計和含汞血壓計產(chǎn)品將全面禁止生產(chǎn)

China will ban the production of mercury thermometers and sphygmomanometers nationwide starting in 2026, according to the statement.

通知指出，自2026年起，我國將全面禁止生產(chǎn)含汞體溫計和含汞血壓計產(chǎn)品。

【單詞講解】

Mercury除了在這里表示“汞(水銀)”之外，首字母大寫的時候Mercury還是太陽系八大行星之一“水星”的英文名稱，水星也是太陽系八大行星(eight planets in the solar system)中離太陽最近、體積最小的行星。其他幾個行星按照距離太陽由近及遠的順序排列分別是：Venus(金星)、Earth(地球)、Mars(火星)、Jupiter(木星)、Saturn(土星)、Uranus(天王星)、Neptune(海王星)。

Thermometer讀作[θ?(r)'m?m?t?(r)]，指“溫度計;體溫計”，這個詞由thermo和meter兩部分組成，thermo表示“熱的，熱力的”，一般用作合成詞的前綴，比如，thermoanalysis(熱分析)等，我們冬季常用的保溫杯就是thermos;meter在這里并不是我們所熟知的距離單位“米”，而是“計量器”，比如，出租車上計程打表的儀器就叫taxi meter。新冠肺炎疫情期間銷售火爆的“額溫槍”是forehead thermometer，機場、地鐵使用的“紅外測溫儀”就是infrared-enabled thermometer。

Medical equipment manufacturers with valid registration certificates and production licenses are allowed to continue their production of such medical devices and will be granted renewal of their certificates until Dec 31, 2025.

已經(jīng)取得醫(yī)療器械注冊證的含汞體溫計和含汞血壓計產(chǎn)品，原注冊證在證書有效期內(nèi)繼續(xù)有效，注冊證有效期屆滿可以申請延續(xù)注冊，但限定其注冊證有效期不得超過2025年12月31日。

In terms of those who are in the process of acquiring production certification, the administration still will issue registration certificates and production licenses in accordance with the regulation, with the validity period not exceeding Dec 31, 2025.

已經(jīng)按照醫(yī)療器械受理的含汞體溫計和含汞血壓計產(chǎn)品，繼續(xù)按照醫(yī)療器械進行審評審批，準予注冊的，發(fā)給醫(yī)療器械注冊證，限定其注冊證書有效期不得超過2025年12月31日。

汞俗稱水銀，是常溫下唯一呈液態(tài)的金屬(metal which is liquid at ordinary temperatures)，大量應用于各種產(chǎn)品和工藝中。汞及其化合物(mercury and its compounds)的產(chǎn)生、使用和排放會造成環(huán)境污染(environmental pollution)，嚴重時引起人類和哺乳類動物神經(jīng)、免疫、生殖系統(tǒng)(neural, immune and reproductive systems)的機能紊亂，尤其對胎兒和孕婦有較大影響。

我國是首批加入《關于汞的水俁公約》(the Minamata Convention on Mercury)的國家，該公約簡稱為 《水俁公約》，其目標是保護人體健康和環(huán)境免受汞和汞化合物人為排放和釋放的危害(to protect human health and the environment from the adverse effects of anthropogenic releases of mercury)?！端畟R公約》得名于日本城市水俁，1950年代后期，水俁當?shù)鼐用袷艿奖还廴镜墓I(yè)廢水(the release of mercury into industrial wastewater)的毒害。全球通過了《關于汞的水俁公約》，以紀念因汞中毒而喪生的眾多遇難者，并要求相關行業(yè)吸取教訓。該公約通過采用現(xiàn)有的較好做法以及較安全替代品，對汞的生命周期進行管控來幫助所有國家。
