2020年秋季學(xué)期中央黨校(國(guó)家行政學(xué)院)中青年干部培訓(xùn)班10月10日開(kāi)班。中共中央總書(shū)記、國(guó)家主席、中央軍委主席習(xí)近平在開(kāi)班式上發(fā)表重要講話強(qiáng)調(diào)，年輕干部要提高解決實(shí)際問(wèn)題能力，想干事能干事干成事。

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks on October 10 while addressing the opening of a training session of this fall term for young and middle-aged officials at the Party School of the CPC Central Committee (National Academy of Governance).

【知識(shí)點(diǎn)】

黨的十八大以來(lái)，黨和國(guó)家事業(yè)取得歷史性成就、發(fā)生歷史性變革，其中一條很重要的經(jīng)驗(yàn)就是堅(jiān)持問(wèn)題導(dǎo)向，把解決實(shí)際問(wèn)題作為打開(kāi)工作局面的突破口。問(wèn)題是事物矛盾的表現(xiàn)形式。增強(qiáng)問(wèn)題意識(shí)、堅(jiān)持問(wèn)題導(dǎo)向，就是承認(rèn)矛盾的普遍性、客觀性，就是要善于把認(rèn)識(shí)和化解矛盾作為打開(kāi)工作局面的突破口。

問(wèn)題是實(shí)踐的起點(diǎn)，抓住問(wèn)題就能抓住經(jīng)濟(jì)社會(huì)發(fā)展的“牛鼻子”。面對(duì)新形勢(shì)新問(wèn)題，尤其需要廣大干部特別是年輕干部不斷提高解決實(shí)際問(wèn)題能力，推動(dòng)經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步。

如何提高解決實(shí)際問(wèn)題能力?習(xí)近平總書(shū)記對(duì)年輕干部提出了七點(diǎn)要求：提高政治能力、提高調(diào)查研究能力、提高科學(xué)決策能力、提高改革攻堅(jiān)能力、提高應(yīng)急處突能力、提高群眾工作能力、提高抓落實(shí)能力。

這七項(xiàng)能力緊密相連，缺一不可。

政治能力是第一位的，也是管總、管根本的;調(diào)查研究能力、科學(xué)決策能力、改革攻堅(jiān)能力、應(yīng)急處突能力、群眾工作能力環(huán)環(huán)相扣，從不同方面構(gòu)成解決實(shí)際問(wèn)題能力的柱石和保障;抓落實(shí)能力打通“最后一公里”，腳踏實(shí)地真抓實(shí)干，切實(shí)化解難題。

【重要講話】

歷史總是在不斷解決問(wèn)題中前進(jìn)的。我們黨領(lǐng)導(dǎo)人民干革命、搞建設(shè)、抓改革，都是為了解決我國(guó)的實(shí)際問(wèn)題。提高解決實(shí)際問(wèn)題能力是應(yīng)對(duì)當(dāng)前復(fù)雜形勢(shì)、完成艱巨任務(wù)的迫切需要，也是年輕干部成長(zhǎng)的必然要求。

History was advanced by continuously addressing problems. By leading the people in the revolution, construction, and reform, the Party aims all about solving practical problems in the nation. In face of the current complex situation and arduous task, there is an urgent need for officials to strengthen their capability in solving practical problems, which is also an inevitable requirement for the young officials to grow.
