The people's security is the cornerstone of national security, says the article. 黨的十八大以來，黨中央明確了新時代黨的衛(wèi)生健康工作方針，把為群眾提供安全、有效、方便、價廉的公共衛(wèi)生和基本醫(yī)療服務(wù)作為基本職責(zé)，成功防范和應(yīng)對了甲型H1N1流感、H7N9、埃博拉出血熱等突發(fā)疫情，主要傳染病發(fā)病率顯著下降。黨的十九屆四中全會提出“強化提高人民健康水平的制度保障”的要求，將加強公共衛(wèi)生服務(wù)體系建設(shè)、及時穩(wěn)妥處置重大新發(fā)突發(fā)傳染病作為治理體系和治理能力現(xiàn)代化的重要目標和任務(wù);強調(diào)預(yù)防為主，加強公共衛(wèi)生防疫和重大傳染病防控，穩(wěn)步發(fā)展公共衛(wèi)生服務(wù)體系。在實現(xiàn)“兩個一百年”奮斗目標的歷史進程中，發(fā)展衛(wèi)生健康事業(yè)始終處于基礎(chǔ)性地位，同國家整體戰(zhàn)略緊密銜接，發(fā)揮著重要支撐作用。

這次新冠肺炎疫情防控斗爭表明，我國公共衛(wèi)生服務(wù)體系、醫(yī)療服務(wù)體系、醫(yī)療保障體系、藥品供應(yīng)保障體系以及重大疫情防控與應(yīng)急管理體系，總體上是有效的，但也存在一些薄弱環(huán)節(jié)。我們要強化底線思維，增強憂患意識，時刻防范衛(wèi)生健康領(lǐng)域重大風(fēng)險。我們要改革完善疾病預(yù)防控制體系;加強監(jiān)測預(yù)警和應(yīng)急反應(yīng)能力;健全重大疫情救治體系;深入開展愛國衛(wèi)生運動;發(fā)揮中醫(yī)藥在重大疫病防治中的作用;完善公共衛(wèi)生法律法規(guī);發(fā)揮科技在重大疫情防控中的支撐作用;加強國際衛(wèi)生交流合作。
