2020年國(guó)資委將持續(xù)推進(jìn)央企兼并重組步伐，以提高央企的效率和競(jìng)爭(zhēng)力。國(guó)資委指出，此次央企兼并重組重點(diǎn)將在重復(fù)投資、同質(zhì)化競(jìng)爭(zhēng)問(wèn)題突出領(lǐng)域，下一步裝備制造、化工產(chǎn)業(yè)、海工裝備、海外油氣資產(chǎn)等專(zhuān)業(yè)化整合將提速，還將研究啟動(dòng)煉化業(yè)務(wù)整合。

China's state asset regulator will continue to push mergers and restructurings among centrally-administered State-owned enterprises (SOEs) in 2020 to improve their efficiency and competitiveness. Consolidations will focus on areas with overlapping investments and homogeneous competition, according to the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council. Equipment manufacturing, chemicals, marine engineering equipment and overseas gas and oil assets are among the sectors that will see accelerated restructurings. The regulator will also study the integration of oil refining businesses.

推動(dòng)中央企業(yè)兼并重組是深化國(guó)資國(guó)企改革的一大看點(diǎn)。為了解決國(guó)企發(fā)展過(guò)程中暴露出的國(guó)有資本布局結(jié)構(gòu)不合理、資源配置效率不高、同質(zhì)化發(fā)展等問(wèn)題。國(guó)資委自成立以來(lái)一直在推動(dòng)央企兼并重組。黨的十八大以來(lái)，更是將兼并重組作為本輪深化改革的重點(diǎn)。國(guó)資委明確，下一步將按照市場(chǎng)化原則，成熟一戶(hù)、推動(dòng)一戶(hù)，積極穩(wěn)妥地做好央企重組整合的工作，推動(dòng)企業(yè)提升資源配置效率和競(jìng)爭(zhēng)力。

業(yè)內(nèi)人士認(rèn)為，2020年國(guó)有企業(yè)兼并重組預(yù)計(jì)將沿三個(gè)方向發(fā)力：一是推動(dòng)企業(yè)內(nèi)部或跨企業(yè)的專(zhuān)業(yè)化整合，以提高國(guó)有企業(yè)的產(chǎn)業(yè)集中度，解決國(guó)有資本布局分散化，難以形成集中優(yōu)勢(shì)的問(wèn)題。二是鼓勵(lì)優(yōu)勢(shì)企業(yè)并購(gòu)重組經(jīng)營(yíng)困難企業(yè)，幫助困難企業(yè)盤(pán)活資源，復(fù)蘇振興，有效控制與化解國(guó)有企業(yè)經(jīng)營(yíng)風(fēng)險(xiǎn)。三是繼續(xù)推進(jìn)強(qiáng)強(qiáng)聯(lián)合，做強(qiáng)做優(yōu)國(guó)有企業(yè)，打造一批高質(zhì)量發(fā)展引領(lǐng)示范企業(yè)。

要完善各類(lèi)國(guó)有資產(chǎn)管理體制，改革國(guó)有資本授權(quán)經(jīng)營(yíng)體制，加快國(guó)有經(jīng)濟(jì)布局優(yōu)化、結(jié)構(gòu)調(diào)整、戰(zhàn)略性重組，促進(jìn)國(guó)有資產(chǎn)保值增值，推動(dòng)國(guó)有資本做強(qiáng)做優(yōu)做大，有效防止國(guó)有資產(chǎn)流失。深化國(guó)有企業(yè)改革，發(fā)展混合所有制經(jīng)濟(jì)，培育具有全球競(jìng)爭(zhēng)力的世界一流企業(yè)。

We will improve the systems for managing different types of state assets, and reform the system of authorized operation of state capital. In the State-owned sector, we will step up improved distribution, structural adjustment, and strategic reorganization. We will work to see that state assets maintain and increase their value; we will support state capital in becoming stronger, doing better, and growing bigger, and take effective measures to prevent the loss of state assets. We will further reform of State-owned enterprises, develop mixed-ownership economic entities, and turn Chinese enterprises into world-class, globally competitive firms.
