Sixteen senior officials of the State Council took an oath of allegiance to the Constitution at a ceremony held in the Zhongnanhai leadership compound in downtown Beijing Tuesday. The officials were appointed to 14 State Council departments from July to November this year.

【知識(shí)點(diǎn)】

全國(guó)人大常委會(huì)于2015年7 月1 日通過了《全國(guó)人民代表大會(huì)常務(wù)委員會(huì)關(guān)于實(shí)行憲法宣誓制度的決定》，該決定將于2016 年1 月1 日起施行。這一決定是對(duì)中共中央十八屆四中全會(huì)有關(guān)建立憲法宣誓制度的任務(wù)的落實(shí)。

憲法宣誓對(duì)于維護(hù)憲法的根本法地位具有重要意義。憲法是根本法，依法治國(guó)首先是依憲治國(guó)，依法執(zhí)政首先是依憲執(zhí)政，國(guó)家機(jī)關(guān)工作人員對(duì)憲法進(jìn)行宣誓的制度突出了憲法所具有的最高的法律地位、法律權(quán)威、法律效力，有利于促進(jìn)國(guó)家機(jī)關(guān)工作人員增強(qiáng)憲法意識(shí)，運(yùn)用憲法思維、憲法理念分析問題、解決問題的能力;有利于國(guó)家機(jī)關(guān)工作人員在內(nèi)心深處尊重憲法;有利于國(guó)家機(jī)關(guān)工作人員在工作中首先想到憲法，避免出現(xiàn)違反憲法的行為，避免有關(guān)機(jī)關(guān)制定違反憲法的規(guī)范性文件。

【重要講話】

堅(jiān)持依法治國(guó)首先要堅(jiān)持依憲治國(guó)。要用科學(xué)有效、系統(tǒng)完備的制度體系保證憲法實(shí)施，加強(qiáng)憲法監(jiān)督，維護(hù)憲法尊嚴(yán)，把實(shí)施憲法提高到新水平。

The priority of upholding law-based governance is to stick to constitution-based governance. It's necessary to develop effective and comprehensive institutions to ensure compliance with the Constitution, strengthen constitutional oversight and safeguard its authority, so as to elevate constitutional enforcement to a new level.
